Professional Licensing Section regulates:


The process for licensure of Security Guards and Private Investigators is as follows:

  • The order that you complete each step is entirely up to you and/or your employer. You may either take the class, test and then submit your application to Professional Licensing Section OR you may submit your application to Professional Licensing Section then take the class and the test. The class and test certificates must be submitted to Professional Licensing within 30 days of the application date or you will need to start the entire process over. This is an SBI policy that fingerprints are valid for only 30 days.
  • Taking the 16 hour mandatory class is part of the process to become licensed as a security guard. The disqualifying charges will be described in the Law and Rules and Regulations section. If you have any of these charges on your record (Delaware or any other State) and they have NOT been dismissed/found not guilty/nolle prossequi – any pending or guilty convictions will stop you from obtaining your security guard ID card.   • Contact one of the Del Tech campuses to schedule a date/time to take the mandatory test. Complete this class and obtain the signed training certification from your instructor – this is your entrance to the test. You MUST complete the class before taking the test.   • Upon completion and passing the test, DTCC will give you a certificate.
  • Download the security guard application from the link below complete. Determine which location you wish to go for fingerprinting, Troop 2 by appointment only and Dover is a walk-in basis.
  • Once you submit your application, have your fingerprints/ photo taken and pay the processing fee, it will take a minimum 2 weeks for your criminal history to be completed, however it may take longer due to individual factors. Please do not call before 2 weeks to check on the status of your application.
  • Must pay a non-refundable processing fee of $85.00, via cash, certified check, Visa, Master Card, Discover, company check, or money order.
  • Once approved your ID card will be mailed to the address that is on the application. It is EXTREMELY IMPORTANT that you put the complete and correct address, to include apartment number, etc.
  • If you are denied, a certified notification will be sent to the address on the application and a copy will go to the agency to which you are applying.
  • Applicants re-applying for their license should start this process more than one month before their current valid ID card expires.

Criteria for licensure:

  • Private Investigators must be hired by a licensed agency before appearing at DSP for processing.
  • Must be at least 18 years of age, 21 for firearms guard and private investigator.
  • Must not have been convicted of any Felony; and/or misdemeanor involving the act of theft, drug offenses, or moral turpitude.
  • Must not have been convicted of Assault III within the last three years.
  • Must meet and maintain the qualifications set and approved by the Board of Examiners.
  • Private Security Guards must have completed the mandatory sixteen hours of security guard training and 16 hour exam and pass with a minimum of 75% prior to appearing at DSP for processing.   • Must Complete the BEA application that can be obtained at the below link.
  • Follow the directions for the fingerprinting process at either SBI Dover or Troop 2.
  • A non-refundable processing fee of $65.00 is due at the time of fingerprinting. Fee can be paid by cash, certified check, Visa, Master Card, Discover, company check, or money order. No personal checks accepted.
  • NOTE: Upon approval, an email will be sent with instructions on how to obtain your renewed identification card and license.
  • The four year renewal fee of $50.00 shall be paid at this time.

Rules and Regulations

The licensure of a Pawnbroker, Secondhand Dealer or Scrap Metal Processor (PBSS) is governed by Title 24 Chapter 23 of the Delaware Code and the Rules and Regulations. For licensing purposes the definitions are as follows:

  • Pawnbroker – the business of lending money on the deposit or pledge of personal property or other valuable things; the purchase of personal property with an expressed or implied agreement or understanding to sell it back at a subsequent time at a stipulated price; or to lend money upon goods, wares or merchandise pledged, stored or deposited as collateral security.
  • Secondhand Dealer – the business includes any volume of selling or receiving previously owned, used, rented or leased tangible personal property.
  • Scrap Metal Processor – the business of selling or receiving any worn out or discarded metal, old iron, used plumbing fixtures, other metal, automobiles, automobile parts, chain, copper, lead, brass or other parts of machinery.

Criteria for licensure:

  • Must be at least 18 years of age.
  • Must not have been convicted of any Felony within 5 years of application date.
  • Must not be convicted of any misdemeanor involving theft or fraud within 5 years of application date.
  • Must not be convicted of any misdemeanor involving drugs within 3 years of application date.

Licensing Procedures

Each business who is obtaining their initial license must complete a PBSS application. An individual who is applying must complete the PBSS Applicant application, page 2. If the business is a partnership or a corporation, each partner/corporate officer must complete the PBSS Partner/Corporate Officer application, page 3. Initial applications can be submitted at any time during the calendar year.

  • Must include Licensing Fee of $50.00 paid by company check, certified check, or money order made payable to Delaware State Police.
  • All correspondence should be sent to the address listed on the application letterhead.
  • Must include a copy of your State of Delaware Division of Revenue Business License.
  • Pawnbroker agencies must also maintain and submit a current copy of a $50,000 fire insurance policy. Please have your insurance agency use the below address for an additional insured:

Renewal Procedures

Any business submitting a Renewal only needs to complete page 1 of the application providing there have been no other changes in ownership or management, address or email information. You must also indicate any changes in your Criminal History. The renewal fee of $50.00 must also be included.

REMINDER:

The Firearms 40 hour course covers ONLY a day and low light shoot. Another day shoot must be done within the calendar year – 90 days later. To remain qualified, firearms qualifications must be done three times per calendar year, with the two day shoots at least 90 days apart. The low light shoot may be combined with one of the day shoots. The 16-hour training and test is required when first applying and renewing your security guard identification card. Training for all other types of weapons shall be completed as required.
