Below is the application to become a Delaware State Police Professional Licensing Certified Firearms-Rifle Instructor Application (Constable Only). Please note, Constables are the only industry authorized to carry Rifles.

Professional Licensing Handgun Certification/Re-Certification Proficiency
Effective as of January 2026 – The Firearm Certification/Recertification Form has been removed and will be available exclusively to approved Firearms Instructors only and not available on this site. If you are an approved instructor and need assistance, please contact Professional Licensing.
Firearms Certification/Recertification forms must be submitted to Professional Licensing by approved instructors only. Forms submitted from any other source will not be accepted.
Firearms Weapon Change
If a firearms license holder requests to carry a different approved weapon, while in the performance of their duties, other than the one on file with the Professional Licensing Section, the firearms license holder must have approval from the Director of Professional Licensing after providing documentation demonstrating that they successfully passed a day and lowlight qualification shoot with their new weapon.
Upon approval and submission of shooting certifications from an approved instructor, the firearms license holder can begin to carry the new weapon. The prior qualification(s) for this license holder will become void.
One additional day shoot with the new weapon must take place after 60 days, during the same calendar year. Individuals will only be authorized to carry the weapon they last qualified with and provided proof of qualification to the Professional Licensing Section.
Firearms license holders may qualify and be licensed to carry more than one type of weapon should they work in another industry licensed to carry firearms or they are employed with more than one licensed agency or constable entity/employer. Regardless, shoot certifications on each individual weapon are required.
Firearms Instructors will use the form below when a licensed individual changes a weapon type. The form must be approved by Professional Licensing.

Firearms 40-Hour Training Waiver & 40-Hour Waiver Proficiency Evaluation
The Professional Licensing Section may waive the 40-hour firearms training requirement depending upon the applicant’s very specific professional credentials, training and/or work experience (i.e. prior law enforcement). If waived, the applicant must show proficiency and qualify a day and low light shoot with an approved firearms instructor. The initial qualification course shall be used to fulfill one day and one low light requirement during the first year; however, an additional day shoot must be completed at least 60 days after the date of initial certification, within the calendar year.

Firearms 40-hour Training Waiver-02-2026
Should an applicant be granted a Waiver, Professional Licensing will provide the approved applicant with a Professional Licensing 40 Hour Firearms Training Waiver Request – Approval. This Approval must be presented to their training instructor.
In addition to the Waiver, applicant must also complete a 40-Hour Waiver Proficiency Evaluation with a Professional Licensing Firearms Instructor. Please consult the link above to understand the training guidelines for this Evaluation.

Firearms Temporary Waiver (FMLA & Military Service)
Professional Licensing may approve a temporary waiver of shooting qualifications for an individual licensee not meeting the minimum three qualifying shoots within the calendar year due to military service or leaves of absence covered under the Family Leave Medical Act (FMLA). Upon return from such leave, the individual must complete a day and low light shoot in order to be authorized to work in an armed capacity.

Please Note…
This section does not apply to individuals who wish to provide firearms training for Concealed Carry Deadly Weapon (CCDW) Permit or Permit-to-Purchase Permits. For information on this consult the link below.
To become an approved mandatory Security Guard Instructor (also known as Train-the-Trainer):
• You must pass the Train the Trainer (TTT) course taught by Delaware Technical Community College (DTCC) which is the only Board Approved Training facility permitted to certify instructors.

• You must be employed by a Board licensed Security Guard Agency or a Board Approved Training facility (DTCC, Sussex Tech HS or Defencify).
• You must present an Affidavit (see below) from the agency verifying your employment prior to registering for the DTCC Instructor class.
• You may only train employees or potential employees of agencies that employ you as per the Administrative Code, Title 24, Section 4.0.
• Your Instructor certification is valid for five (5) years from date of issue. After five (5) years you will need to take the Instructor Certification course again and re-submit documentation.
Security Guard Training Certificate – to be used by certified Security Guard Instructors only:
• The attached form is presented by certified Security Guard Instructors to students who successfully complete their Security Guard mandatory Security License Class.
• This form will allow students access to the Delaware Security Guard License Class administered exclusively at Delaware Technical & Community College (DTCC).
• Students must possess this fully completed and signed certificate or they will be denied entry to the Test/Exam.
• Students will receive a Test/Exam Certificate from Delaware Technical & Community College once they have obtained a passing score of 75% or higher. The Test/Exam Certificate must be forwarded to Professional Licensing with their Application.
• Instructor certifications may be used by the instructor to satisfy the Training Certificate necessary if he/she is applying for an Unarmed/Yellow Card Security License.

Training of Bail Enforcement agents is conducted at a Board approved facility. The only approved facility is Delaware Technical & Community College (DTCC) who is responsible for the selection of Bail Enforcement instructors.
