Police Accountability Committee



The Delaware State Police Accountability Committee was established by the Office of Superintendent. This Committee was formed in accordance with the state of Delaware after House Bill 206 became law in 2023, which requires all police departments in Delaware to establish police accountability committees or boards. The goal of the Committee is to provide recommendations to the police and policymakers to improve policing in the State of Delaware and strengthen police/community relations.

The Delaware State Police Accountability Committee includes 13 voting board members and two non-voting members.

 

Voting Members

  • Ian McLarthy is the President of the Belvedere Fire Company and was a former 2023 Delaware State Police Honorary Commander.
  • Mustafa Hassan is the Vice President of the Islamic Society of Delaware and a former 2023 New Castle County Advisory Board nominee.
  • Arthur Elias is an active sports coach at Appoquinimink High School and is a business owner.
  • aQuena Simon-Irby is a college and career counselor at Middletown High School.
  • Fleur McKendell-Arrington is President of the NAACP Central Delaware Branch.
  • Steven Venett is a volunteer coach at Milford High School and Bank of America employee.
  • Pastor David Moore is a Pastor at the London Village Baptist Church and a Community Leader of the Meadowbrook area (Woodside).
  • Daniel Rigby is a teacher and former coach at Caesar Rodney High School.
  • William Collick is a Delaware State University Board of Trustee Member, Cape Henlopen School District Board Member, Pathways to Success Board President and a former 2021 Delaware State Police Honorary Commander.
  • Shawn Hastings is a Delaware Substance Abuse and Mental Health Peer Counselor
  • Dionne Keeler is the Principal at SCOPE in Bridgeville.
  • Pastor Isaac Ross is a Pastor at Seaford Miracle Revival Church and a former 2021 Delaware State Police Honorary Commander.
  • Ray Tabarez is a retiree who moved to Milford from Los Angeles and often volunteers at the Milford Little League.

Non-Voting Members

  • DSP Community Engagement Supervisor: Sgt. Nicholas DeMalto

To accomplish its purpose, the Committee shall meet quarterly, consider, and advise on the following related topics:

  1. Any duty or responsibility assigned to the Committee by statute or public law.
  2. Police matters within the Delaware State Police.
  3. Community perceptions of law enforcement in the State of Delaware.
  4. Review and provide recommendations regarding the agencies policies and procedures.
  5. Ways of fostering better community relations with law enforcement.
