Delaware State Police Announce “Women in Aviation and Law Enforcement Seminar”

The Delaware State Police Aviation Section is proud to announce its first-ever “Women in Aviation and Law Enforcement Seminar.”  This program, which will last seven weeks, will strive to inspire others to seek careers in these noble and exciting professions.  Participants will primarily meet at the DSP Hanger located at the Summit Airport in Middletown on Thursday evenings from 7 p.m. to 8:30 p.m. starting March 2nd, 2023.  Two off-site visits are scheduled, however, are contingent on the weather.

Trooper Parton

Master Corporal Carol Parton, DSP’s first-ever female pilot explains, “Before joining DSP, I actually worked as a civilian at Summit Airport. One day I watched the State Police Helicopter return to the airport and land after completing a mission.  I remember feeling in awe of the aircraft and had an opportunity to speak to the pilot.  He was so kind and interesting, ultimately inspiring me to want to become a Trooper and fly a helicopter for DSP. I hope to be as inspiring to someone else and just maybe they will consider a career in police work and aviation.”

Attendees will experience a variety of presentations over the course of the seven weeks, learn about the history of women in aviation, and hear from aviation industry experts.  Aviation Unit Commander Captain Jeff Whitmarsh says, “Our goal is to also showcase many of the interesting aspects of the State Police and how we work to positively impact public safety. Participants in this seminar will speak with leaders of several of our special units and learn how the Aviation Unit supports them.”

Those interested in participating must be at least 18 years of age and submit an email outlining their interest to DSP_AviationAdmin@delaware.gov.  The deadline for submissions is February 1st, 2023.

Troopers Warn Public About Leaving Cars Unattended While Idling

New Castle County-  The Delaware State Police would like to warn the public about leaving their cars unattended while idling.

The Delaware State Police, Troop 2 Property Crimes Unit has recently been handling a rash of vehicle thefts occurring in the New Castle County area.  A large majority of the thefts have occurred from gas stations in which a vehicle was left unattended, idling, and unlocked.

The most common practice is a victim leaving their car running in a parking lot while they go into a store for a quick purchase. Some car thieves look for cars idling in parking lots and once they see a car is left unattended, all they have to do is walk up and drive away.

Delaware law states; (Title 21, § 4182) Unattended motor vehicle.  No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, removing the key and effectively setting the brake thereon and, when standing upon any grade, turning the front wheels to the curb or side of the highway.  For a first offense, a fine of $25.00 – $75.00 can be imposed.

The suspects in these most recent cases appear to be juvenile males.  Anyone with information regarding these incidents is asked to contact the Troop 2 Criminal Investigative Property Cimes Unit at (302) 365-8430.  Information may also be provided by calling Delaware Crime Stoppers at 1-800-TIP-3333 or via the internet at http://delaware.crimestoppersweb.com

“I-95 Drive to Save Lives” and “Drive to Save Lives in Delaware” Traffic Initiatives Friday, October 2nd and Saturday October 3rd, 2020

The Delaware State Police in partnership with the Delaware Office of Highway Safety are joining forces with other law enforcement agencies along the I-95 corridor and across the State of Delaware in the “Drive to Save Lives- October 2020” campaign. This campaign is a multi-jurisdictional, high-visibility traffic enforcement initiative that is meant to increase traffic enforcement presence and efforts along the I-95 corridor from Maine to Florida and across the State of Delaware on Friday, October 2nd and Saturday, October 3rd, 2020. The Delaware State Police (DSP) will be the lead agency for this campaign by coordinating the efforts of the other 14 State Police and Highway Patrol agencies along I-95, as well as the 24 participating Delaware law enforcement agencies in order to increase the totality of law enforcement presence over this 48-hour period.

The “Drive to Save Lives” campaign will consist of two simultaneous efforts, “I-95 Drive to Save Lives”, which will involve a total of 15 State Police and Highway Patrol agencies handling their portion of I-95, and “Drive to Save Lives in Delaware”, which will entail 24 participating Delaware agencies patrolling their own jurisdictions.

Interstate 95 (I-95) is approximately 1,920 miles in length, while Delaware in its entire length is only 96 miles. This initiative will cover a large majority of the roadway. This will also be a contributing effort to support the International Association of Chiefs of Police (IACP) initiative, “The Drive to Save Lives Campaign” and its goal to reduce traffic deaths and injuries across the U.S.  Crash-related data and information from various sources, such as NHTSA, FARS and the National Safety Council provide the rationale for this campaign. Likewise, the emphasis of this initiative will be to change the high-risk behaviors of motorists, such as distracted driving, impaired driving, speeding, unsafe driving behaviors of the operators of large trucks/buses and the failure of motorists and passengers alike to wear seat-belts. Lastly, the initiative will include the goal of having no fatalities all along I-95, or within Delaware during the weekend.

On October 2nd and 3rd all of Delaware’s citizens and visitors can expect to see multiple agencies working diligently to keep them safe as they travel throughout the state; therefore, drive to save lives.

Operation “No Mas” Leads to 28 Arrests and Disrupts Large Scale Drug Dealing Operation

New Castle County, Delaware –  On September 21, 2020, at 11:00 a.m., the Delaware State Police held a press conference at Troop 2 located at 100 Corporal Stephen J. Ballard Way, Newark. The press conference entailed the successful conclusion to Operation “No Mas”, a multi-jurisdictional investigation into an illegal drug trafficking organization involving multiple suspects. This operation was conducted by the Delaware State Police, New Castle County Police Department, Wilmington Police Department, Philadelphia Police Department, and the Federal Bureau of Investigations, and has culminated with the arrest or indictment of 28 individuals on 252 felony charges. Multiple search warrants were executed which led to the mass seizure of drugs, guns, and suspected drug proceeds.

Investigators received information starting in 2018 about an illicit drug dealing network involving the Renteria Criminal Organization. The complicit structure of the organization used multiple subjects all with a specific role to distribute multi-kilogram quantities of methamphetamine, fentanyl, cocaine, heroin, and marijuana. Additionally, investigators have linked the criminal organization to violent crimes in the area, particularly a homicide in the city of Wilmington.

In total, this successful operation led to the seizure of:

  • Approximately 7,519.5 grams of Fentanyl (7.5 Kilos)
  • Approximately 4,215.5 grams of Cocaine (4.2 Kilos)
  • Approximately 1,114 grams of Crack Cocaine (1.1 Kilos)
  • Approximately 537 grams of Heroin (.5 Kilos)
  •  Approximately 45.3 lbs. of Marijuana
  •  14 Doses of LSD
  • 288 Xanax Prescription Pills
  • 20 Firearms
  • Over $260,000 in suspected drug proceeds

All departments involved in this large scale criminal investigation were represented at the press conference. Delaware State Police Superintendent, Colonel Melissa Zebley summarized the significance of this investigation,

“This investigation exemplifies the shared public safety mission of Delaware law enforcement agencies in concert with our federal partners. While we can see the scope of illegal drugs and weapons seized, it is hard to measure the full gravity this criminal organization could have had in our communities.   The team of committed investigators has made our state and region safer today.”

There were two other guest speakers to include Special Agent in Charge of the FBI Baltimore Field House, Jennifer Boone and Attorney General of Delaware, Kathleen Jennings. Special Agent Boone stated,

“Dismantling the Renteria organization and getting these illegal and lethal drugs off the street could be the difference in life and death for so many Delawareans. However, our fight against illegal drugs is far from over. The FBI is dedicated to disrupting and dismantling the most significant gangs through intelligence-driven investigations, new and longstanding initiatives, and local and transnational partnerships. Here in Delaware our Safe Streets Task Force has already assisted in the arrest of more than 60 violent and dangerous individuals this year. We have taken more than 30 illegal weapons off the streets. We continue to work with our law enforcement partners but we need the community’s help as well to send us tips and report crimes .”

DSTA and Nemours Alfred I. DuPont Hospital Make A Wish Come True – Middletown

Middletown- Delaware State Police and the Delaware State Trooper’s Association (DSTA), in collaboration with Nemours Alfred I. DuPont Hospital, helped make 5-year-old Imani McKinney’s dream come true.

In June 2019, Imani was diagnosed with osteosarcoma, a type of bone cancer.  Imani has valiantly been battling this disease despite recently learning the disease is terminal.

On Thursday, August 27, 2020, Troopers provided Imani and her family a police escort from their residence in New Castle, DE, to Summit Aviation, located in Middletown. Imani and her family were met with a warm welcome by the Delaware State Police Aviation Unit, the DSTA, and uniformed Troopers. Imani was provided a tour of the airport hangar and sat inside a Delaware State Police helicopter. The DSTA provided lunch, and Imani received several gifts.

Imani’s family shared with the hospital staff that one of her final wishes was to go to Disney World in a helicopter. Through the collaborative efforts of many, the Delaware State Police was able to make part of Imani’s wish come true and provide a smile filled and memorable day and for a special little girl and her family.
