The incident occurred on June 26, 2020, at approximately 8:46 a.m., when a Toyota Highlander proceeded on S. Dupont Highway from the stop light at the intersection with Lochmeath Way, Dover.  A pedestrian, who was a Delmarva Power employee had stopped his vehicle on the southbound shoulder of S.
