Minimum Requirements
1. Be at least 21 years of age upon application.
2. Possess a valid Unarmed/Yellow Card Security Guard License.
3. Complete at 40-hour Firearms Course with an approved instructor.
4. Complete and provide shoot sheets for one day and one low light shoot when applying.
Armed Guard applicants must review all other Firearms Rules before training or applying – see the link below. Armed Guards must first hold an Unarmed/Yellow Card Security License to then obtain an Armed/Red Card Security License, although both may be applied for at the same time.

Professional Licensing Approved Firearms Instructors

As part of the 40-hour Firearms Course individual will be required to complete a Day Light and Low Light Shoot Certification. Submission of these first two (2) Shoots and an Approved Background while allow the individual to obtain a Firearms Red Card which will be valid until the end of that calendar year. For the Card to remain valid through the next calendar year, the individual must provide one additional Day Light Shoot – which is their 3rd Shoot by December 31st. The 3rd Shoot MUST be separated by ninety (90) calendar days.

Armed Guard applicants may apply for their Unarmed (Yellow Card) and Armed (Red Card) at the same time if the initial shoot sheet is provided and pay the same fee, there is NO additional charge if both are done at the same time.

If a Firearms/Red Card is requested after initially applying and receiving a Yellow Card there will be an UPGRADE fee charged – Please use directions for Upgrades

All firearms endorsements for armed security guards are valid for a period of one year. Private security agencies must provide the Professional Licensing Section with documentation that employees (Armed Guards) are compliant with firearm certification and recertification requirements by January 15th of each year for the previous calendar year.

If the Armed (Red Card) License is applied for at the same time as an Unarmed (Yellow Card) Security License the same application will be used. If the Armed (Red Card) Endorsement is applied for at a later date a Firearms Upgrade Application must be submitted.

Come into one of our two (2) SBI locations (DSP Troop 2/Newark or Dover State Bureau of Identification office) and request a replacement. No appointment is necessary. Valid License holders will fill out the application for replacement (see the link below) or complete one on site. A license must be valid to be replaced. The replacement fee is $10.00. License Identification cards will be mailed to the address listed on file. If requested, the individual may return to the Dover SBI office location only to retrieve their License Identification card in person.

Being you need to have an Unarmed (Yellow card) already most of criminal charges and other circumstances which would be disqualifiers have been checked.

Regardless you are reminded, The Gun Control Act (GCA), codified at 18 U.S.C. § 922(g), makes it unlawful for certain categories of persons to ship, transport, receive, or possess firearms or ammunition, to include any person:

• Convicted in any court of a crime punishable by imprisonment for a term exceeding one year;
• Who is a fugitive from justice;
• Who is an unlawful user of or addicted to any controlled substance (as defined in section 102 of the Controlled Substances Act, codified at 21 U.S.C. § 802);
• Who has been adjudicated as a mental defective or has been committed to any mental institution;
• Who is an illegal alien;
• Who has been discharged from the Armed Forces under dishonorable conditions;
• Who has renounced his or her United States citizenship;
• Who is subject to a court order restraining the person from harassing, stalking, or threatening an intimate partner or child of the intimate partner;
• Who has been convicted of a misdemeanor crime of domestic violence.

A certified letter will be sent to the address on the individual’s application by Professional Licensing. The letter will give you instructions for your next steps.

Armed (Red Card) Security Guards…
• Are not permitted to carry a concealed deadly weapon unless they have been issued a concealed deadly weapons permit. Your Security Firearms/Red Card is not a concealed carry permit.
• Are only permitted to carry their firearm in the performance of duties as a security officer or traveling directly to or from a place of assignment.
• Must wear firearms in plain view.
• Must wear a distinctive uniform indicating they are a security guard. The uniform must display a distinctive company patch.
• Are not permitted to carry any type of weapon not approved by the Board and trained by a board-approved instructor.

The initial qualification course and shoot sheet shall be used to fulfill one day and one low light requirement during the first year; however, an additional day shoot must be completed at least 90 days after the date of initial certification, within the calendar year.

To open carry a firearm while in the performance of their duties and maintain their qualification, individuals licensed to carry a firearm under 24 Del.C. Ch. 13 must:
• Shoot a minimum of three (3) qualifying shoots per calendar year, scheduled on at least two (2) separate days, with a minimum 90 days between scheduled day shoots. Of these three (3), there will be one mandatory “low light” shoot which may be combined with a day shoot. Two (2) day shoots shall not be completed on the same date.
• These qualifying shoots will be administered by an approved firearms instructor. Firearm/Red Cards expire every year on December 31st, Firearm Guards must have all annual training requirements (shoots) completed prior to October 1st and submitted to Professional Licensing no later than December 31st.

• The Board approves security guards (Unarmed & Armed) registered in 24 Del.C. Ch. 13 to carry law enforcement style batons, inflammatory agent sprays, chemical sprays and handcuffs.
• The carrying of these weapons/items is only authorized after the security guard completes the appropriate training program with a certified instructor as required by the manufacture of the weapon/item. It is the responsibility of the guard’s employer to ensure this training is completed and the proper training certification is issued.
• It shall be the security guard’s and the security agency responsibility to maintain certification and requalification with the weapon/item consistent with manufacturer standards.
• Please note while Delaware regulations may permit all outlined items, individual security agencies will decide if their security guards may carry such items.
