HR 218 Law Enforcement Officers Safety Act of 2004 Advisory
Newly retiring or separating troopers will receive information about applying for their HR218 from Professional Licensing once they have provided an official retirement or separation date to the Delaware State Police and it has been posted by Human Resources. This process should begin no earlier than 90 days prior to the retiring Trooper’s last day of service.
STEP #1
Schedule a fingerprint/Photo ID appointment with IdentoGO
Register with IdentoGO using the link below, then present yourself in-person at the appointment location selected. IdentoGO will take an ID Photo which will be used on your HR218 ID Card. Once fingerprints are obtained IdentoGO will then forward all relevant background information to Delaware State Police/Professional Licensing for review. You will provide the $35.00 Initial Fee to IdentoGO – Professional Licensing does not collect the fee for Initial Applications.

STEP #2
Submit HR218 Initial Application to Professional Licensing
Newly retiring or separating troopers will receive information about applying for their HR218 in their Retirement Package provided by Human Resources once they have provided an official retirement or separation date to the Delaware State Police. This process should begin no earlier than 90 days prior to the retiring Trooper’s last day of service

Please note the application must be notarized. If you require the use of a notary, this can be scheduled through Professional Licensing.

STEP #3
Obtain your Shooting Qualification from the DSP Firearms Range
Complete your firearms certification with a firearms Instructor certified by the Council of Police Officer Standards and Training (POST, formally COPT), indicating you have fired a score equal to or greater than 80% on the Standard Off-Duty Qualification Course.
Retiring troopers have the option of using their most recent Shooting Certification from the Delaware State Police Shooting Qualification Range or they can schedule a new Shooting Certification date to qualify.
Should you need to qualify, please consult the Current Shoot Date calendar to select a qualification date and schedule this appointment with Professional Licensing.
The Retiring Trooper (or the DSP Firearms Range) are required to submit your final firearms qualification form to Professional Licensing.
Once the HR218 Application, Shooting Certification and Background/Fingerprints are received and approved, HR218 ID Cards will be mailed directly to the retired trooper.

If you are qualifying at the Delaware State Police Range or another authorized shooting range, advise the range to forward your Shooting Certification to Celina Allton at Delaware State Police/Professional Licensing. Please understand – it is your individual responsibility to make certain the Shooting Certification is forwarded to Professional Licensing.

Once the HR218 Renewal Application & Shooting Certification are received and approved, the new HR218 ID Card will be mailed directly to the retired trooper.
Please review this section carefully as the policy has been changed –
Retired Delaware State Troopers must establish their initial HR218 Certification with the Delaware State Police. Once this is in place, and should they reside outside of Delaware the retiree can qualify with firearms instructor qualified to conduct firearms qualifications for active-duty law enforcement officers within their state. The retired trooper will not be required to return in Delaware to qualify.
The Retired Trooper will qualify with firearms instructor qualified to conduct firearms qualifications for active-duty law enforcement officers within their state. The Retiree should obtain the certification form from the instructor for submission to Professional Licensing.

Complete the State of Delaware Qualified Renewal Retired Law Enforcement Officer Application for LEOSA Certification – see the link below. Please note the application must be notarized.
Step #2
Obtain your Shooting Qualification – if you are a retired Delaware State Trooper residing outside of Delaware you will qualify with firearms instructor qualified to conduct firearms qualifications for active-duty law enforcement officers within their state. You will not be required to return in Delaware to qualify.
You must qualify with a firearms instructor qualified to conduct firearms qualifications for active-duty law enforcement officers within their state. You will obtain your Shooting Qualification Form from the instructor for submission to Professional Licensing.
Please note – shooting qualifications in other states may differ from requirements in Delaware. You are required to fulfill all such requirements as outlined in your state.
Step #3
Submit your State of Delaware Renewal Application – LEOSA/HR218 & $20.00 Renewal Fee to Professional Licensing. Include a copy of your state or local shooting certification form.

Retired Delaware State Police Troopers who wish to obtain a CCDW permit within 90 days of their retirement date will receive information regarding this process from Professional Licensing once Human Resources has posted the retiree’s official retirement date.
