State Police Arrest Dover Man for Robbery in Dover

The Delaware State Police has arrested 42-year-old Richard Morgan, of Dover, Delaware, for armed robbery that occurred on Monday morning in Dover.

On August 31, 2026, at approximately 11:24 a.m., troopers responded to the first block of Wolf Creek Boulevard in Dover, for a report of an armed robbery. When troopers arrived, they learned that an unknown white male suspect, later identified as Richard Morgan, approached the victim, a landscaper, who was cutting grass near one of the homes. The victim saw a handle of a firearm in the waistband when Morgan approached him and lifted the tan trench coat style jacket. Morgan reached for the victim and displayed a small metal baseball bat after the victim pushed him away. Morgan grabbed the victim’s pants and picked up the wallet that fell out of the victim’s pocket. During the robbery, the victim saw a GPS monitor on Morgan’s ankle when he fled on foot. The victim was not injured.

Through investigative means, and with the assistance of Probation and Parole, detectives identified Morgan as the suspect during the robbery. Morgan was taken into custody without incident on the 600 block of South State Street in Dover.

Morgan was charged with the crimes listed below, arraigned by Justice of the Peace, and committed to the Department of Correction on a $80,000 cash bond.
