State Police Arrest Two on Drug Offenses After Heroin Distribution Investigation in Dover

The Delaware State Police arrested 33-year-old Randall Harris, of Dover, Delaware, and 63-year-old Gerald Brown, from Harrington, Delaware, on felony drug dealing and related offenses following a narcotics investigation Monday night in Dover.

On May 11, 2026, at approximately 10:00 p.m., members of the Delaware State Police Special Investigations Unit were conducting a drug investigation in the area of a gas station in the 1600 block of South Dupont Highway in Dover. During the investigation, troopers observed a Nissan Sentra parked at the business with the driver, later identified as Gerald Brown, sitting inside. A rideshare vehicle later arrived and dropped off a passenger, identified as Randall Harris. Investigators observed Harris enter the rear passenger seat of the Sentra where a suspected drug transaction took place. Harris was then seen walking into the gas station carrying a large amount of cash.

Troopers contacted Harris and Brown shortly afterward. A subsequent search of the vehicle led to the discovery of approximately 130 bags of suspected heroin bundled together with rubber bands. Troopers were unable to locate the cash Harris had been carrying, and the business had already closed for the night. Further investigation revealed the rideshare service picked Harris up from a residence in the unit block of Edgewood Road in Dover.

Harris and Brown were arrested and taken to Troop 3.

Brown was charged with the below listed offenses, arraigned by Justice of the Peace Court 11, and released on a $14,100 unsecured bond.

Harris was charged with the below listed offenses, arraigned by Justice of the Peace Court 11, and committed to the Sussex Correctional Institution on a $14,100 secured bond as well as an unrelated capias.

On May 12, 2026, troopers returned to the gas station and retraced Harris’ movements inside the business. During the search, investigators located the cash hidden inside a box of snacks. Later that day, troopers executed a search warrant at the Edgewood Road residence connected to the investigation. During the search, investigators recovered approximately 13 additional bags of suspected heroin located near two children’s bedrooms, along with a digital scale.

Harris, who was still committed at the Sussex Correctional Institution, was charged with the below additional offenses, arraigned by Justice of the Peace Court 2, and remained in custody with a $7,200 unsecured bond.

  • Possession with Intent to Deliver a Controlled Substance (Felony)
  • Tampering with Physical Evidence (Felony)
  • Endangering the Welfare of a Child – 2 counts
  • Possession of a Controlled Substance
  • Possession of Drug Paraphernalia
