The Delaware State Police have arrested 27-year-old Andrew Foreman of Dagsboro, Delaware and 58-year-old David Mumford of Frankford, Delaware for drug dealing following a traffic stop that took place in Dagsboro last night.
On August 22, 2023, at approximately 9:09 p.m., a trooper assigned to the Sussex County Governor’s Task Force saw a white Lincoln MKZ turning onto Firetower Road from Dagsboro Road. The Lincoln had a suspended registration and the trooper stopped the car on Firetower Road. The trooper contacted driver Andrew Foreman and passenger David Mumford and smelled the strong odor of raw marijuana coming from the car.
Computer checks showed that Mumford had several active capiases, and he was taken into custody without incident. The trooper searched Mumford and found approximately 5.32 grams of crack cocaine in his pants. Other Governor’s Task Force detectives searched the Lincoln and found approximately 259.74 grams (over 9 ounces) of marijuana in Foreman’s bookbag and over $3,600 in suspected drug dealing proceeds in the glove box.
Foreman and Mumford were taken to Troop 4 and charged with the following crimes:
Andrew Foreman:
Foreman was arraigned by Justice of the Peace Court 3 and released on $2,050 unsecured bond.
David Mumford:
Mumford was arraigned by Justice of the Peace Court 3 and released on $2,200 unsecured bond on these charges. He was ultimately committed to Sussex Correctional Institution on $737 cash and $1,099 secured bonds after he was arraigned on his capiases.
