Two Suspects Arrested in Homicide Investigation

Delaware State Police Homicide Unit is currently conducting a homicide investigation that began Thursday morning in Laurel, DE.

On April 7th, 2022, at approximately 12:24 a.m., troopers responded to the 18000 block of Laurel Road in Laurel, DE for a report of a shooting. Responding troopers located the victim, a 49-year-old Laurel man, in the driveway suffering from a gunshot wound to his upper torso. The ensuing investigation revealed that two subjects had been involved in an altercation with the victim at this residence. During the encounter, the suspects robbed and shot the victim. The suspects then ordered an acquaintance of the victim at gunpoint to drive them away from the scene.

The victim was pronounced deceased at the scene. Identification is pending notification to the next of kin.

Through investigative measures, it was determined that the two suspects involved in this incident were 18-year-old Josiah Garrison of Denton, MD and 21-year-old Ramon Duker of Millsboro, DE. On April 7th, 2022 at approximately 2:20 p.m., Garrison traveled to Beebe Medical Center in Lewes, DE seeking treatment for an injury. Garrison was accompanied by Duker at the hospital. Troopers responded to Beebe Medical Center and took both suspects into custody.

Garrison and Duker were transported to Troop 7 and charged with the following crimes:

  • Murder First Degree (Felony)
  • Robbery First Degree (Felony)
  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Kidnapping Second Degree (Felony)
  • Conspiracy First Degree (Felony)

Garrison and Duker were arraigned by Justice of the Peace Court # 2 and both were committed to Sussex Correctional Institution on $1,146,000 cash bond.
