Indian River – Delaware State Police have identified 68-year-old Donald M. Cutsail Jr. of West Virginia, as the individual that died during a boating accident. The incident occurred at approximately 4:22 p.m., Thursday, August 27, 2020, in the Indian River south of the South Shore Marina.
