Newark- The Delaware State Police have identified 21 year old Tatiyana Clark of New Castle as the pedestrian who was struck and killed in a crash that occurred at approximately 8:08 p.m., Wednesday, March 18, 2020 on Rt. 40 in the area of Perch Creek, Newark.
