Troopers Arrest Wilmington Man for Stalking

Wilmington – The Delaware State Police have arrested 25 year old Shane Windell of Wilmington for stalking, after he repeatedly contacted a female acquaintance against her wishes.

During the month of October 2019, Windell repeatedly contacted a former female acquaintance via phone calls and text messages and was also observed following her while driving. Windell was advised by the victim and by law enforcement to cease contact with her by any means to include electronic and face to face communication.

After being advised to cease contact with the victim Windell continued his attempts and during a 16 hour period, October 9th into the 10th, he made 34 calls and sent 25 text messages to her. Further investigation determined that Windell also utilized Google Voice to call the victim from a number which was unknown to her and that showed up on caller ID as originating from Illinois. This number was positively linked to Windell’s cell phone and the calls received by the victim were confirmed to have come from him. When the victim answered these calls all she heard was heavy breathing.

On Monday, October 14, 2019 Windell turned himself in at Troop 6 where he was charged with one count of felony Stalking. He was arraigned in Justice of the Peace Court #11 and then committed to the Howard R. Young Correctional Institution in lieu of $6000.00 cash bail.
