New Castle –  Delaware State Police are identifying the pedestrian who was struck and killed in a collision that occurred at approximately 5:37 a.m., Thursday, April 12, 2018, on U.S. Route 40 (Pulaski Highway) westbound, east of Appleby Road, New Castle, as Charles Walters, 37, of Bear.

The investigation is ongoing and anyone with information regarding this incident is asked to contact Cpl/3 J. Forester at 302-365-8485.
