Troopers Arrest Two Juveniles for Series of Thefts and Burglaries – Kent County

Kent County – Detectives from the Troop 3 Property Crimes Unit have arrested two juveniles, for their involvement in a series of burglaries, vehicle thefts and thefts from vehicles, that had taken place throughout Dover, Magnolia and Felton.

Beginning on January 24, 2018, and continuing through March 7, 2018, detectives investigated a series of crimes that were occurring in Dover, Magnolia and Felton. During this time period a total of 30 separate incidents were reported, the majority of which involved thefts from vehicles. These thefts were mainly from unsecured vehicles, however in some cases forcible entry was made by smashing out a window. Once gaining access to the vehicles the suspects would ransack the interior and remove money and electronics. In addition to the thefts, three stolen vehicles and two burglaries were also reported, all of which were determined to be related. The stolen vehicles were utilized to “joy ride” and create intentional damage to property. All three vehicles were recovered during the course of the investigation.

Through a variety of investigative measures detectives developed William R. Figgatt Jr., 16, of Magnolia and Brandon L. Reed, 16, of Dover as suspects. Further investigation enabled detectives to positively link Figgatt and Reed to all 30 incidents. In Magnolia the incidents occurred on Anderson Road, Wentworth Way, Phillips Drive, Woodlytown Road, Snow Drift Circle, Black Wolf Court, Wintergreen Circle, Ponderosa Drive, Irish Hill Road, West Street, Dogwood Drive, Winners Circle, Medal Way, Carnation Court, and Fieldbrook Lane. In Dover, the incidents occurred on Maine Drive and Jersey Drive in the Eagle Meadows development, Quail Landing Road and Roderic Terrace. In Felton the incidents occurred on Barney Jenkins Road.

On Wednesday, March 14, 2018, Figgatt was taken into custody in the unit block of Nascar Lane, Magnolia. Upon being taken in to custody he was found to be in possession of marijuana and a throwing star, which was concealed on his person.

Figgatt was transported to Delaware State Police Troop 3 where he was arrested on 75 criminal charges consisting of:

  • Burglary 3rd Degree (F),
  • Theft of Motor Vehicle (F),
  • Theft (F)
  • Theft Under $1500.00 and Victim is 62 Years of Age or Older (F)
  • Conspiracy 2nd Degree (F)
  • Criminal Mischief (F)
  • Theft (M)
  • Attempted Theft(M)
  • Conspiracy 3rd Degree (M)
  • Criminal Mischief (M)
  • Criminal Trespass 2nd Degree (M)
  • Malicious Mischief by a Motor Vehicle (M)
  • Criminal Trespass 3rd Degree (V)

In addition to the above listed charges, Figgatt was also charged with Carrying a Concealed Deadly Weapon (F) and Possession of Marijuana (M).

Figgatt was arraigned at Justice of the Peace Court #7 and subsequently committed to the Stevenson Juvenile Detention Center in default of $22,900 secured bond.

On Thursday, March 15, 2018, Reed turned himself in at Troop 3, at which time he was arrested on the theft related charges listed above. *NOTE* Reed was not charged with the weapon and marijuana offenses as they were specific to Figgatt.

Reed was arraigned at Justice of the Peace Court #2 and released to the custody of parents.
