Troopers Conduct Traffic Stop Nets Heroin and Weapon

Ellendale/Bridgeville – The Delaware State Police have arrested a Milton man after a pursuit and traffic stop leads to heroin and weapon possession.

The preliminary investigation has determined the incident occurred on Saturday October 15, 2016 around 6:55 p.m. as troopers from the Pro-Active Criminal Enforcement team attempted to conduct a vehicle stop in the area of North DuPont Boulevard (US 113) and Beach Highway (SR 16).

The suspect vehicle, a Buick LeSabre, was traveling northbound on DuPont Boulevard in the right lane. The driver was observed committing a traffic violation and troopers initiated a vehicle stop. The vehicle entered the Royal Farms parking lot located at 16979 Beach Highway, Ellendale. Troopers activated their emergency lights and the vehicle came to a stop in the area of the gas pumps. As troopers began to exit their patrol vehicle to approach the Buick, the vehicle sped off at a high rate of speed. The vehicle exited the parking lot onto Beach Highway in a westbound direction. The vehicle continued westbound on Beach Highway and began rapidly accelerating passing a vehicle in the opposite lane of travel. During the pursuit the driver was seen throwing suspected drugs from the vehicle. The suspect drove at high speeds in a reckless manner while traveling on the wrong side of the roadway several times and failing to stop at stop signs. The suspect continued to speed on Coverdale Road and turn on Mill Park Drive running vehicles off of the road. The suspect vehicle drove through multiple yards with his driver’s side door open in an attempt to flee the vehicle on foot. The vehicle traveled on Mill Park Drive and stopped in a private drive. The operator, David L. Harmon, 25 of Milton, ran from his vehicle directly in front of the patrol vehicle and was struck causing minor injury.

David L. Harmon was transported by ambulance to the Nanticoke Hospital and admitted for a minor injury. A search of the suspect revealed a heroin bag on his person. The search of the suspect vehicle revealed a handgun with bags of heroin, ammunition rounds and drug residue from the narcotics that were thrown from the vehicle. There were a total of 20 bags of heroin located weighing over 2 grams, drug paraphernalia and a handgun was seized.

David L. Harmon was charged with the following: Manufactures, delivers, or PWID a controlled substance with Aggravating Factor, Possession of a Firearm During the Commission of a Felony, Possession of a Firearm by a Person Prohibited, Possession of Ammunition by Person Prohibited,  Possession of Heroin, Carrying a Concealed Deadly Weapon- A Firearm, Tampering With Physical Evidence, Disregarding a Police Officer Signal, five counts of Reckless Endangering Second Degree, Resisting Arrest, Criminal Trespass Third Degree, Driving While Suspended or Revoked, five counts of Reckless Driving, Aggressive Driving, four counts of Fail to Signal, three counts of Failure to Stop at Stop Sign, five counts of Driving at Unreasonable or Imprudent Speed, Improper Passing and five counts of Driving on the Wrong Side of the Roadway.

David Harmon was also found to be driving on a suspended license. Harmon is also a person prohibited from carrying a firearm due to a violent felony stemming from a Drug Dealing conviction on February 2, 2015. A warrant was obtained from Justice of the Peace Court 3 and David L. Harmon was committed to the Department of Corrections in default of $82,000.00 cash bond.
