Troopers Conduct Traffic Stop Nets Heroin – Dover

Dover – The Delaware State Police have arrested two people after a traffic stop leads to heroin possession.

The incident occurred on Sunday, October 9, 2016 around 2:16 p.m. as a trooper on patrol in the area of SR 1 (Korean War Veterans Memorial Highway) near the Dover toll plaza observed a silver Jaguar traveling at a high rate of speed in the posted 25 mph zone. A traffic stop was conducted on the car and contact was made with the operator, identified as Roman Wiltbank, 20 of Dover and a front seat passenger, De’von G. Walker, 20 of Dover. An odor of marijuana was detected upon making contact with the driver and both subjects were asked to exit the vehicle while a search was conducted of the car. Troopers located a bag in the vehicle with several bundles of heroin which totaled 910 bags weighing 13.65 grams, with no marijuana located.

Both occupants were transported back to Troop 3 where they were both charged with Possession with Intent to Deliver Heroin, Possession of Heroin, Conspiracy 2nd, and Possession of Drug Paraphernalia, Wiltbank was additionally charged with Speeding and Failure to have Insurance Identification in Possession.

Wiltbank and Walker were arraigned before Justice of the Peace Court 7 and committed to James T. Vaugh Correctional Center on $41,100.00 and $40,550.00 secured respectively. (Labeled mug shots are attached)
