Troopers Investigate Strong Arm Robbery

New Castle, DE- The Delaware State Police are currently investigating the strong arm robbery of a student which occurred in the parking lot of the William Penn High School.

The preliminary investigation has determined the incident occurred on Monday September 12, 2016, at approximately 2:20 p.m., as a 16 year old student was walking through the parking lot of the William Penn High School located at 713 E. Basin Road, New Castle. The student was attempting to get to a friend’s car when he was confronted by two suspects named Neki Scrivens-Samuels and Evol Hall, both 17 of New Castle to see if he wanted to smoke with them in a vehicle. As the victim entered the vehicle Scriven-Samuels began to rifle through the victim’s pants pockets demanding his money. The victim refused the suspects demands and attempted to exit the vehicle as both suspects repeatedly struck the victim’s face with closed fists. After the attack the suspects reached in the victim’s pocket where they stole his money and attempted to steal his cell phone. Both of the suspects were then seen splitting the money as they fled the area.

The victim, a 16 year old student, was treated by the school nurse for his non-life threatening injuries.

On September 14, 2016, Evol Hall, 17 of New Castle, was contacted at the Wallace Wallin School, located at 701 E. Basin Road and was arrested. He was transported to Troop 6 for processing where he was charged with Robbery First Degree, Conspiracy Second Degree, Assault Third Degree and Loitering. He was given a bail hearing before the New Castle County Family Court and subsequently released to his mother on a $6,600.00 unsecured bond. (mug shot attached)

Neki D. Scrivens-Samuels, 17 of New Castle is currently wanted for Robbery First Degree, Conspiracy Second Degree, Loitering and Assault Third Degree. He is described as a black male approximately 5’07” tall, weighing 145 lbs. with brown eyes and black hair. (2015 mug shot attached)
