Traffic Stop Leads to Drug Arrest – Seaford

Seaford, Delaware – The Delaware State Police have arrested two after a traffic stop led to the discovery of drugs.

The investigation has determined on Wednesday, May 29, 2019, at approximately 2:06 p.m., the Delaware State Police Sussex County Governor’s Task Force was operating in the area of Concord and observed Wilbur L. Doughty traveling in a white Dodge Charger passenger car on Middleford Road, Seaford. A traffic violation was observed and a traffic stop was initiated just before the vehicle pulled into the Middleford Deli. The suspect, Wilbur L. Doughty, jumped out of the vehicle and fled on foot across the road behind several private residences. After a brief foot pursuit, troopers were able to take Doughty into custody without further incident. Troopers recovered three bundles of suspected heroin from him.

A computer check revealed Doughty was listed as a fugitive wanted out of Sussex County Superior Court for three separate counts of Violation of Probation, Sussex County Court of Common Pleas for Violation of Probation and Sussex County Court of Common Pleas for two counts of Failure to Appear.

The driver of the vehicle was contacted and was identified, as Nicole M. Millman, and a computer check revealed that she was a fugitive with an active capias out of the Kent County Family Court for Violation of Probation. Nicole Millman was found to be in possession of two bundles of suspected heroin and drug paraphernalia.

The total number of baggies recovered from Wilbur L. Doughty was 38 baggies in (3) separate bundles. The heroin seized was approximately .266 grams. The total number of baggies recovered from Nicole M. Millman was 17 baggies in (2) separate bundles. The heroin seized was approximately .119 grams.

Wilbur L. Doughty, 29 of Georgetown, was transported to Troop 4, Georgetown and charged with Possession of a Controlled Substance, Possession of Drug Paraphernalia, and Resisting Arrest. Doughty was arraigned before Justice of the Peace and committed to the Sussex Correctional Institution in default of $2,500.00 secured bond.

Nicole M. Millman, 30 of Dover, was charged with Possession of a Controlled Substance, Possession of Drug Paraphernalia, and various traffic charges. Millman was arraigned before the Justice of the Peace and committed to the Sussex Correctional Institution on her Violation of Probation capias.
