Troopers Arrest Two Pennsylvania Men for Stealing a Boat

Delaware State Police arrested 21-year-old Emanuel Carlo, of Slatington, Pennsylvania, and 27-year-old Lucas Giovinco, of Catasauqua, Pennsylvania, for the theft of a boat from a Seaford residence on Tuesday.

On November 28, 2023, at approximately 7:50 a.m., troopers responded to a residence on the 26700 block of Walker Road, Seaford, for a report of a boat and trailer that were stolen during the overnight hours. Upon arriving, troopers learned unknown suspects towed the 59-year-old victim’s Sunbird boat, which was secured on a trailer in the driveway. During the investigation, troopers were notified the stolen boat and trailer were seen at the Hampton Inn located at 22871 Sussex Highway in Seaford. Troopers responded to the hotel and located the stolen property in the parking lot. Through investigative means, troopers were able to identify the suspects as Emanuel Carlo and Lucas Giovinco, both of whom were not at the Hampton Inn when the stolen property was recovered.

Later on the same day, troopers apprehended Carlo and Giovinco on a traffic stop in Bridgeville. Both were taken to Troop 5, where they were charged with the following crimes:

  • Theft of a Motor Vehicle (Felony)
  • Conspiracy Second Degree (Felony)
  • Theft Under $1500
  • Criminal Trespass Third Degree

Carlo and Giovinco were arraigned by Justice of the Peace Court 2 and released on a $5,000 unsecured bond.
