Delaware State Police arrested 43-year-old Roslyn Washington of Philadelphia, Pennsylvania, for felony shoplifting charges yesterday morning at Ulta Beauty in Wilmington.
On March 19, 2024, at approximately 10:43 a.m., a trooper responded to the Ulta Beauty located at 4803 Concord Pike, Wilmington, for a report of a black female suspect wearing black pants and a black puffy jacket shoplifting. Ulta Beauty employees recognized the suspect from previous shopliftings at their location and locations in Maryland, Pennsylvania, and New Jersey. Upon arriving, the trooper observed a black female, whose clothing matched the description for the suspect, exiting the business. The trooper made contact with the woman and observed multiple large bulges under her clothing. The suspect, identified as Roslyn Washington, was questioned about the bulges, which led to her removing over 50 stolen items that were concealed under her clothes. Washington was subsequently taken into custody without incident. The merchandise, which was valued at over $2,000, was returned to Ulta Beauty.
Washington was taken to Troop 1, where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Delores J. Baylor Womens Correctional Institution on a $5,000 secured bond.
