Delaware State Police arrested 44-year-old Oscar Mosquera from New York, New York, 48-year-old Alex Toro-Londono from Elmhurst, New York, and 28-year-old Dagoberto Vargas-Hernandez from Corona, New York, for organized retail theft following a series of shopliftings from multiple Rehoboth Beach outlets Saturday evening.
On March 16, 2024, at approximately 6:39 p.m., a trooper on patrol observed a white Honda Odyssey tailgating another vehicle as it was traveling northbound on Coastal Highway in the area of Wilkins Road in Milford. The trooper conducted a traffic stop and made contact with the driver, identified as Oscar Mosquera, the front passenger, identified as Alex Toro-Londono, and the rear passenger, identified as Dagoberto Vargas-Hernandez. During the traffic stop, Mosquera was unable to provide any proof of insurance for the Honda and a computer inquiry of Mosquera revealed he had a warrant for his arrest issued by the Hudson County Sheriff’s Office in New Jersey. Mosquera was subsequently taken into custody without incident. An inventory search of the Honda was conducted, which led to the discovery of several tools commonly used for shoplifting, and over $20,000 worth of stolen merchandise from Victoria’s Secret, Brooks Brothers, Claire’s, Nike, and The Fragrance Outlet.
No receipts were located in the Honda and none of the men could provide proof of purchase for the merchandise, many of which still had security tags. After Toro-Londono and Vargas-Hernandez were taken into custody, troopers located a counterfeit $100 bill in Vargas-Hernandez’s pocket. All three suspects were taken to Troop 7, where they were charged with multiple crimes.
Mosquera was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $4,070 cash bond.
Toro-Londono was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and released after posting a $4,000 secured bond.
Vargas-Hernandez was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $5,000 cash bond.
