Troopers Arrest New Castle Man for Weapon Charges Following Traffic Stop – Wilmington

Wilmington- Delaware State Police arrested Kelly Fullman, 29, of New Castle, DE for possession of a deadly weapon after a traffic violation.

On Wednesday, December 9, 2021 at approximately 2:39 p.m., troopers conducted a traffic stop on a blue Pontiac sedan operated by Kelly Fullman in the area of Kirkwood Highway and Limestone Road, Wilmington, for a registration violation. During the course of the traffic stop, a computer inquiry revealed Fullman had an active capias out of the Justice of the Peace Court and he was taken into custody without incident. Subsequently, troopers performed a probable cause search of the vehicle and discovered a loaded 9mm Glock 43 firearm with seven rounds of ammunition in the magazine, and one round of ammunition in the chamber, concealed under the passenger seat.

Fullman was transported to Troop 6 where he was charged with the following crimes:

  • Possession of a Weapon By Person Prohibited (Felony)
  • Carrying a Concealed Deadly Weapon (Felony)
  • Operation an Unregistered Motor Vehicle

Fullman was arraigned in the Justice of the Peace Court 2 and released after posting a $5,500 secured bail.
