Dover Man Arrested on Weapon and Drug Charges- Milford

Milford- Delaware State Police arrested 35-year-old Xavier Ramos of Dover on drug and weapon charges following a check on the welfare incident Sunday morning.

On May 9, 2021, at approximately 10:59 a.m., Delaware State Police responded to Shawnee Store located at 6994 Shawnee Road to check on the welfare call. A store employee requested troopers respond to the store to check on the welfare of two individuals in the parking lot sitting in a white Ford Expedition. When troopers arrived, they located the vehicle and a female driver and male passenger. The male passenger, later identified as Xavier Ramos, was asleep and had drug paraphernalia sitting on his lap in plain view with an unknown white substance inside. The 38-year-old female driver of Dover also had drug paraphernalia in plain view sitting on her lap. The driver was taken into custody without incident. The passenger was contacted and was awakened by officers. He was removed from the vehicle and taken into custody without incident. A search of the vehicle was conducted, and the following items were located:

  • Approximately .20 grams of a Cocaine/Meth style crack rock
  • Approximately 2.39 grams of an unknown powder substance
  • Approximately 27.45 grams of marijuana
  • Drug paraphernalia
  • 21 Xanax pills
  • Zigana PX-9 9mm handgun loaded with 11 rounds of 9mm ammunition

A computer search revealed Xavier is a person prohibited from possessing a firearm or ammunition.

Ramos was transported to Troop 5, where he was charged with the following crimes:

  • Possession of a Firearm by a Person Prohibited (Felony)
  • Possession of Ammunition by a Person Prohibited (Felony)
  • Possession with Intent to Deliver a Controlled Substance (Felony)
  • Possession of a Controlled Substance Tier 1 Quantity (Felony)
  • Two Counts- Possession of a Controlled Substance
  • Possession of Drug Paraphernalia

Ramos was arraigned in the Justice of the Peace Court #3 and committed to Sussex Correctional Institution on a $32,201.00 secured bond.

The 38-year-old female driver of Dover was charged with Possession of Drug Paraphernalia and released.
