Welfare Check Leads to Drug Arrest – Frankford

Frankford – The Delaware State Police have arrested 38-year-old Richard Zawora of Dagsboro, DE after a welfare check led to the discovery of drugs.

On Thursday, July 2, 2020, at approximately 8:03 p.m., Troopers were dispatched to check on the welfare of a subject slumped at the steering wheel in the parking lot of M&T Bank located at 34186 Dupont Blvd., Frankford. Upon arrival, Troopers made contact with Zawora and woke him up. Zawora was in a confused state and showed signs of impairment. Further investigation revealed Zawora was in possession of heroin, marijuana, and drug paraphernalia.

The following was located on Zawora:

  • Approximately 3.32 grams of Heroin
  • Approximately .97 grams of Marijuana
  • Drug Paraphernalia
  • Approximately $1,500 in suspected drug proceeds

Zawora was taken into custody without incident and transported back to Troop 4 where he was charged with the following:

  • Possession with Intent to Deliver a Controlled Substance in Tier 2 Quantity (Felony)
  • Possession of Drug Paraphernalia
  • Possession of Marijuana

Zawora was arraigned before the Justice of the Peace Court and released on $2,100.00 unsecured bond. There is no photograph available for Zawora.
