Traffic Stop Leads to Drug Arrests – Seaford

Seaford – The Delaware State Police have arrested two subjects on drug charges after they were stopped for a traffic violation in Seaford on Friday morning.

At approximately 9:42 a.m., Friday, January 24, 2020, a Trooper who was on routine patrol in the area of King Rd. and Old Furnace Rd. stopped a blue, Chevy Envoy due to the passenger not wearing a seatbelt. Upon making contact with the occupants of the vehicle the Trooper was able to identify the driver as Randy H. Delano, 32 of Bridgeville and the passenger as 31 year old Jessica N. Hudson of Seaford. As the Trooper spoke to the pair in regards to the seatbelt violation he observed drug paraphernalia in plain view in the front seat area of the vehicle.

Both Delano and Hudson were removed from the vehicle and asked if they personally were in possession of any illegal drugs, or if the other person was, to which both advised that they were not.

A subsequent search of Hudson’s person produced 83 individual bags of Heroin, packaged for sale along with $1000.00 cash in suspected drug proceeds, all of which was concealed in her pants. It was also determined that Delano was aware of both the drugs and money which Hudson was concealing.

Both subjects were transported to Troop 5 where they were charged with the following:

  • Possession with Intent to Deliver a Controlled Substance (Heroin)
  • Tampering with Physical Evidence
  • Possession of Drug Paraphernalia (2 counts)

Hudson was arraigned and then committed to the Dolores J. Baylor Women’s Correctional Institution on $3200.00 cash bail.

  • Provide a False Statement to Hinder a Felony Investigation
  • Possession of Drug Paraphernalia
  • Passenger Must Wear Seatbelt

Delano was arraigned and released on $2201.00 unsecured bail.
