Bear Woman Charged With 5th Offense DUI and Assault on a Law Enforcement Officer After Crash-New Castle

New Castle (19720)- The Delaware State Police have arrested 55-year-old Virginia Ruiz with her 5th Offense DUI and Assault on a Law Enforcement Officer after she was involved in a single vehicle crash.

On December 14, 2019 at approximately 5:00 p.m., Troopers were dispatched to the area of Pulaski Highway and Wilton Boulevard, New Castle, for a vehicle crash.  Upon arrival, Troopers observed a 2003 white Mercury Marquis disabled with heavy front end damage.  Contact was made with the operator, Virginia Ruiz when a strong odor of alcohol was detected.  A DUI investigation ensued when Ruiz became disorderly and proceeded to spat in the Trooper’s face and was aggressive with the Emergency Medical Services.  A computer inquiry revealed that Ruiz had four previous DUI convictions, making this her fifth offense. Ruiz was transported to the Christiana Hospital where she treated and released for minor injuries she sustained in the crash.  There were no other injuries as a result of this incident.

Upon release from the hospital, Ruiz was transported back to Troop 2 where she was charged with the following:

  • 5th Offense after 4 prior offenses
  • Assault 2nd on Law Enforcement Officer
  • Expired Tags

Ruiz was arraigned before the Justice of the Peace Court and committed to the Delores J. Baylor Women’s Correctional Institution on $5100.00 secured bond.
