Investigation Leads to Drug Arrest- Seaford

Seaford- The Delaware State Police have arrested two man following an investigation into the sale of illegal drugs occurring in the Concord and Seaford areas.

The investigation began in the beginning of February 2019, when members of Sussex Governor’s Task Force (GTF) and the Sussex Drug Unit (SDU) learned that 28-year-old William Matthews, of Felton was selling heroin and cocaine out of his vehicle while it was parked at a residence in the 24000 block of German Road, Seaford and various locations in the Concord area.  It was also known that Matthews was wanted on several active capias.

On Thursday, February 21, 2019, at approximately 2:24 p.m., Matthews and a passenger, later identified as 28-year-old Rayshawn Sheppard of Seaford, were observed in a tan Ford Crown Victoria traveling to the Concord DeLux Dairy Market, where they entered the establishment. Upon exiting the store, members of GTF, Troop 5 and Troop 7 made contact with both subjects.  Matthews proceeded to flee on foot and was subsequently taken into custody after a brief pursuit.  Sheppard was taken into custody at the vehicle without incident.

A subsequent search of the vehicle resulted in the seizure of the following items:

  • 6.5 MDMA pills
  • Approximately 3.59 grams of crack cocaine
  • Approximately 3.96 grams of bulk heroin
  • Approximately 123 bags (approx. 0.861 grams) of heroin
  • Approximately 7.41 grams of marijuana
  • Over $1000.00 in suspected drug proceeds

 

Matthews and Sheppard were transported back to Troop 5 where they were charged with the following:

  • Possession with intent to deliver a controlled substance in a Tier 4 quantity
  • Possession with intent to deliver a controlled substance (2 counts)
  • Conspiracy Second Degree
  • Possession of Drug Paraphernalia (2 counts)

Matthews was also charged with Resisting Arrest and Possession of Marijuana- civil violation.  Matthews was arraigned before the Justice of the Peace Court 2 and was committed to the Sussex Correctional Institution on $84,001.00 cash only bond.

Sheppard was arraigned before the Justice of the Peace Court 2 and committed to the Sussex Correctional Institution on $82,200.00 secured bond.
