Smyrna- The Delaware State Police are currently conducting a death investigation after human skeletal remains were located.

On Friday, January 19, 2018, at approximately 1:30 p.m., Detectives responded to Mount Friendship Road, north of Brenford Road, Smyrna in reference to a death investigation.  Detectives have discovered human skeletal remains at the scene which have been turned over to the Delaware Division of Forensic Science to determine the identification and cause of death.

This case remains under investigation by the Delaware State Police and further information will be released when it becomes available.

Clayton – The Delaware State Police have arrested two suspects in connection with a robbery in which the victim was lured to a Clayton area convenience store, and then assaulted by three subjects.  One suspect still remains at large.

The incident occurred at approximately 9:00 p.m., Thursday, January 11, 2018, at the Blackiston Store, located at 3444 Blackiston Road, Clayton. Earlier this same date the victim, a 26 year old Clayton woman, was contacted by Jessica Elvey, 28, of Kenton who is an acquaintance. Elvey asked to borrow money and cigarettes from the victim and the two mutually agreed to meet at the Blackiston Store.

The victim arrived in the parking lot of the business at the agreed upon time in her vehicle, which was also occupied by her 4 year old daughter, who was a rear seat passenger. Soon after arriving, a black vehicle entered the parking lot and pulled in behind her. The victim then observed Elvey, along with two other suspects, identified as Chelsea Roundtree, 26, and Chasity Roundtree, 24, both of Dover, exit the vehicle.

All three suspects approached the victim as she remained seated in her vehicle and immediately began yelling at her, demanding money. The suspects then accessed the victims vehicle via separate doors and began assaulting her. At some point during the altercation the victims purse which contained an undisclosed amount of cash and other personal items was taken. After obtaining the purse all three suspects fled the scene in the vehicle in which they arrived.

The victim sustained contusions to her head and face as a result of the assault, however she refused medical treatment on scene. Her daughter was not injured as a result of the incident.

Through investigative measures, on Tuesday, January 16, 2018 at approximately 4:00 a.m. Troopers responded to the Capital Inn located at 1426 North Dupont Highway, Dover where  Jessica Elvey and Chelsea Roundtree where taken into custody.  Both were transported back to Troop 9 where they were charged with Robbery 2nd Degree, Conspiracy 2nd Degree, Assault 3rd Degree and Endangering the Welfare of a Child.  They were arraigned out of the Justice of the Peace Court 3 and committed to the Baylor Women’s Correctional Institute on $28,000 secured bond.

Chastity Roundtree still remains at large and anyone with information regarding the whereabouts of her, are asked to please contact Trooper E. Ramirez at Troop 9 by calling 302-378-5749.

Camden Wyoming– The Delaware State Police have arrested four suspects in connection with a Home Invasion that occurred yesterday afternoon.

On Thursday, January 18, 2018, at approximately 1:45 p.m., Troopers responded to the 1600 block of Mahan Corner Road in reference to a report of a Home Invasion. The investigation revealed that a 45-year-old male was in a back room in his residence when he heard loud noises.  As the victim proceeded to exit the bedroom to investigate, he was confronted by a subject who was pointing a baseball bat at him.  The suspect indicated that he was there to confront the victim’s nephew who was not at the residence during this incident.  There was also two other suspects in the residence at this time, one of which was wearing a mask and also displayed a baseball bat.  The victim was able to flee from his residence unharmed, when he witnessed a fourth suspect seated in a vehicle that was parked in his driveway.  After the suspects fled in their vehicle, the victim returned to his residence and found extensive damage to his front door and interior of the house along with missing property.

Through investigative measures, Detectives were able to identify the suspects as 49-year-old Kim Forsythe of Magnolia, 25-year-old Dorian Pierce of Magnolia, 26-year-old Desmond Abernathy of Magnolia, and 17-year-old Isiah Forsythe of Dover.  A search warrant was obtained on an apartment in the unit block of Flagstick Lane, Magnolia, in which all four suspects were taken into custody and transported back to Troop 3.  All four suspects were arraigned at the Justice of the Peace Court 7 and charged with Home Invasion, Robbery 1st, Theft, Criminal Mischief, Conspiracy 2^nd and Possession of a Deadly Weapon During the Commission of a Felony. Desmond Abernathy was also charged with Resisting Arrest and an additional charge of Wearing a Disguise during the Commission of a Felony.  Isiah Forsythe was also charged with Resisting Arrest.

Kim Forsythe was committed to the Baylor Women’s Correctional Institute on $61,750.00 secured bond. Dorian Pierce was committed to the Baylor Women’s Correctional Institute on $62,000.00 secured bond.  Desmond Abernathy was committed to the Sussex Correctional Institution on $65,000.00 secured bond, and Isiah Forsythe was committed to Stevenson House on $62,500.00 secured bond.

Bridgeville/Greenwood – The Delaware State Police have arrested two suspects in connection with multiple thefts.

The suspects identified as 22-year-old Katelyn Foskey of Greenwood and 24-year-old Miranda Abbott of Georgetown, were connected to multiple thefts from motor vehicles in the Bridgeville/Greenwood areas.  Through investigative measures, Detectives were able to link Fosky and Abbott to these thefts and obtained warrants for their arrest.

On Thursday, January 18, 2018, Foskey and Abbott were apprehended by the Sussex County Governor’s Task Force units after a brief vehicle pursuit took place in the Seaford area.  Both suspects were transported back to Troop 4 and charged with 31 counts of Theft, 17 counts of Criminal Trespass 3rd, 17 counts of Conspiracy 3rd, 8 counts of Unlawful Use of a Credit Card, and 2 counts of Criminal Mischief.  Abbott was also charged with Disregarding a Police Officer Signal, Resisting Arrest, Driving While Suspended or Revoked, Reckless Driving, Aggressive Driving, and other traffic offenses related to the pursuit.  Foskey was arraigned at the Justice of the Peace Court 3 and committed to the Baylor Women’s Correctional Institution on $63,017.00 cash only bond.  Abbott was arraigned at the Justice of the Peace Court 3 and committed to the Baylor Women’s Correctional Institution on $67,528 cash only bond.

Wilmington – Delaware State Police detectives have apprehended two of the three suspects wanted in connection with the January 1, 2018, attempted armed robbery of a taxi cab driver that took place on Philadelphia Pike in the area of Silverside Road, Wilmington.

Through various investigative leads and measures detectives were able to positively identify Justin Hearn, 30, and Douglas Russo, 26, both of Wilmington, as the two previously unidentified suspects involved in the incident. It was also determined that Hearn was the suspect who brandished the knife during the robbery attempt.

A third suspect, Ismael Ramos, 32, of Vineland NJ, who was positively identified at the time of the original incident, remains at large.

On Wednesday, January 17, 2018, Hearn was apprehended by members of the Delaware State Police Sex Offender Apprehension & Registration Unit (SOAR), assisted by members of the U.S. Marshalls Task Force for a sex offender registration violation and committed to the Howard R. Young Correctional Institution in lieu of $2000.00 secured bond.

Hearn’s arraignment for Attempted Robbery 1^st Degree, Possession of a Deadly Weapon during the Commission of a Felony and Conspiracy 2^nd Degree charges, related to this incident, is pending.

Subsequent to a search warrant being executed at his residence on this same date, Russo was taken in to custody without incident. Russo was transported to Delaware State Police Troop 2, where he was formally charged with one count each of Attempted Robbery 1^st Degree and Conspiracy 2^nd Degree, before being committed to the Howard R. Young Correctional Institution, in lieu of $21,000.00 secured bail.

Ellendale- The Delaware State Police have arrested a suspect in connection with two burglaries.

On Thursday, January 11, 2018 at approximately 11:04 p.m., a suspect had forced entry into the DSWA (Delaware State Waste Authority) facility located at 13870 S. Old State Road, Ellendale.  The suspect remained at the location for a short time prior to fleeing without removing any property.

On Saturday, January 13, 2018 at approximately 12:07 a.m., a suspect had forced entry into the Exxon gas station located at 18005 Beach Highway, Ellendale.  Once inside the suspect removed eight packs of cigarettes and a lighter prior to fleeing.

Working on information from an anonymous tip received via Delaware Crimestoppers, State Police were able to identify the suspect as 48-year-old Carl W. Schuyler of Ellendale.  On Wednesday, January 17, 2018, Troopers responded to a residence in the 18000 block of Schuyler Drive, Ellendale in an attempt to apprehend Schuyler who initially resisted and was subsequently taken into custody without further incident.

Schuyler was transported back to Troop 4 where he was charged with two counts of Burglary 3rd, two counts of Criminal Mischief, two counts of Theft, and Resisting Arrest.  He was arraigned out of Justice of the Peace Court 2 and committed to the Sussex Correctional Institution on $9,200.00 cash only bond.

Selbyville – On Saturday, January 13, 2018, at approximately 6:30 p.m., William A. Wagner Jr., 25, of Selbyville, was taken in to custody by authorities in Maryland on theft related charges.

On Wednesday, January 17, 2018, Wagner was extradited to Delaware from Ocean City Maryland in reference to active warrants for his arrest.  Through investigative measures, Wagner was connected to several burglaries that he committed on Canvasback Road in the Swann Keys development from November 6, 2017 to January 6, 2018.

Wagner was charged with 17 counts of Burglary 3rd, 17 counts of Criminal Mischief, 10 counts of theft, 7 counts of Felony Theft, and 12 counts of Possession of Burglary Tools.  He was arraigned out of Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on $79,500 cash only bond.

Wilmington – Delaware State Police detectives have arrested Cody Bowman-Moak, 17, of Wilmington, for his involvement in a string of robberies which have occurred over the past year.

Beginning on Monday January 23, 2017, the Delaware State Police began investigating a series of robberies, that were occurring along the Concord Pike (U.S. 202) corridor, in the Fairfax area of Wilmington. During these robberies, the suspect would disguise his identity before entering the business, and then present a demand note upon making contact with an employee. In two of the robberies, the suspect displayed a handgun to compel the victims to turn over cash. In all of the reported robberies, the suspect fled on foot into the subdivision of Blue Rock Manor/Fairfax South.

Through various investigative measures Bowman-Moak was developed as a suspect and a search warrant was executed at his residence. As a result of the search, detectives located corroborating evidence linking him to the below listed robberies.

• McDonalds 2507 Concord Pike (1/23/17)
• Walgreens 2119 Concord Pike (1/30/17)
• McDonalds 2507 Concord Pike (7/28/17)
• Subway 3614 Concord Pike (10/6/17)
• Walgreens 2119 Concord Pike (1/1/18)

On Tuesday, January 16, 2018, Bowman-Moak was arrested and formally charged with 6 counts of Robbery 1^st Degree and 5 counts of Wearing a Disguise During the Commission of a Felony. He was subsequently committed to the New Castle County Detention Center in lieu of $140,000 secured bail.

Bear – Delaware State Police are investigating the armed robbery of a Bear area spa that occurred last evening.

The incident occurred at approximately 5:10 p.m., Tuesday, January 16, 2018, at the Tai Chi Spa, located at 1231 Quintilio Drive, Bear. A white male suspect approached a 60 year old female employee inside the business, displayed a handgun and demanded money from the register. The employee complied with the demand by turning over an undisclosed amount of cash to the suspect, who then fled on foot in an unknown direction. The employee was not injured as a result of the incident.

The suspect is described as a white male with a full beard, 30-35 years of age, 5’8”-5’10”, 160-180 lbs., wearing a dark jacket, sunglasses and in possession of a black handgun.

Frederica –The Delaware State Police are investigating a home invasion in which one suspect has been identified and arrested.

The preliminary investigation has determined the incident occurred around 8:30 p.m. Wednesday, January 10, 2018 when troopers responded to the 80 block of Barefoot Lane for a reported Home Invasion.  The investigation revealed that an unknown suspect had approached the residence and knocked on the door.  Upon the homeowner/victim, 31-year-old male of Frederica opening the door, he was struck in the head by an unknown blunt force object.  As the victim fell to the floor, a scuffle ensued.  The victim was subsequently held down by the suspect who then began communicating with a second suspect who entered the residence.  The second suspect proceeded to the bedroom where he removed three firearms, several boxes of ammunition, and an undisclosed amount of cash.  Once these items were obtained, both suspects fled the residence on foot.

The victim was transported to a local area hospital by a private vehicle where he was treated and released with non life threatening injures that he sustained during this incident.

While on patrol on Monday, January 15, 2018 at approximately 4:02 p.m., Troopers observed a light blue Dodge Dakota fail to stop at a stop sign located on Jackson Street, Frederica.  A traffic stop was initiated and contact was made with the operator, identified as 37-year old Eric Huffstutler of Frederica.  During the course of the traffic stop drug paraphernalia was discovered inside of the vehicle. A subsequent search revealed a black duffel bag containing 4 boxes of 9mm, 1 box of .45, and 2 boxes of .223 ammunition.  Huffstutler is a person prohibited and was subsequently taken into custody and transported back to Troop 3.

Through further investigative measures, a search warrant was obtained for a residence located in the 100 block of  Jackson Street, Frederica.  The search warrant was executed by members of the Delaware State Police SORT team, Troop 3 Governors Task Force, Kent County Drug Unit, and the Criminal Investigative Unit. During the search, numerous rounds of ammunition were collected along with two of the victim’s firearms.

Huffstutler was charged with Home Invasion, Robbery First Degree, Assault First Degree, three counts of Theft of Firearm, Possession of a Deadly Weapon During the Commission of a Felony, Conspiracy Second Degree, and Terroristic Threating.  He was arraigned out of Justice of the Peace Court 7 and committed to the James T. Vaughn Correctional Center on $84,500.00 cash only bond.

This incident continues to remain under investigation for the second suspect that was involved.  If anyone has information pertaining to this incident, they are asked to please contact Detective B.
