Troopers Investigating Shots Fired Complaint- Hartly

Hartly- The Delaware State Police are investigating an incident in which several shots were fired at a residence.

The incident occurred on Monday, September 3, 2018 just after midnight when Troopers were dispatched to a residence in the 2000 block of Slaughter Station Road for a report of shots being fired.  Upon arrival, contact was made with a 54-year-old male from Felton who was in his vehicle in the driveway of the residence on Slaughter Station Road when he was approached by two male subjects.  The 54-year old male was maced by one of the suspects, while the other suspect began shooting towards the residence.

Further investigation revealed that several shots were fired towards the residence, striking the exterior siding.

During this incident, there were 10 people inside the residence ranging from ages 2 months old to 67 years old.  Two of the individuals were not permanent residents at the house.  No one was injured as a result of this incident.

The suspects could only be described as two black males who fled the scene on foot.

This case remains under investigation and the Delaware State Police is requesting anyone with information regarding this incident to contact Troop 3, Criminal Investigation Unit at 302-697-4454. Troopers Investigate Stabbing – Millsboro

Millsboro – The Delaware State Police have arrested Jeffrey M. Parson, 33, of Millsboro on assault and weapons charges stemming from an incident that occurred early Sunday morning.

On Sunday, September 2, 2018 at approximately 5:37 a.m., Troopers responded to the 26000 block of Sea Mist Court, Millsboro in reference to an assault involving a weapon. Upon arrival on scene Troopers made contact with a 40 year old Millsboro man who had sustained a stab wound to his torso. The victim advised that he was involved in a fight with a male subject, who was later confirmed to be Parson, during which he was stabbed. The victim further advised that during the altercation the subject also struck the windshield of his vehicle causing damage. The victim was treated on scene by EMS before being transported to an area hospital.

The initial investigation of the crime scene by Troopers led to the recovery of a knife, which had blood on the blade, in front of a residence adjacent to the where the assault occurred. Further investigation resulted in the positive identification and apprehension of Parson who was located in a nearby residence.

Parson was transported to Troop7 where he was charged with one count each of Assault 1st Degree, Possession of a Deadly Weapon during the Commission of a Felony and Criminal Mischief Under $1000.00. He was then arraigned in Justice of the Peace Court #3 before being committed to the Sussex Correctional Institution in lieu of $101,000.00 cash bail.

Troopers Arrest Millsboro Man for Domestic Related Assault

Rehoboth – The Delaware State Police have arrested Kyle B. King, 31 of Millsboro on multiple felony charges stemming from a domestic related incident that occurred early Sunday morning.

The incident occurred at approximately 1:00 a.m., Sunday, September 2, 2018 in the 100 block of Munchy Court, Rehoboth, when King showed up at the residence of a female acquaintance uninvited and intoxicated. King was asked by the female to leave the residence repeatedly but he refused to do so. King then became aggressive towards the female and at one point grabbed her by the throat, restricting her breathing. The victim was able to free herself from King and flee the residence.

Responding Troopers made contact with King as he sat in a vehicle outside the residence however when they attempted to question him he fled back inside, refusing to comply with verbal commands to stop. King also locked the doors to the residence once inside. The Troopers ultimately gained entry into the residence, and were able to take King in to custody after a brief struggle.

King was transported to Troop 7 where he was arrested and charged with one count each of: Burglary 2nd Degree, Strangulation, Offensive Touching, Menacing, Criminal Mischief, Disorderly Conduct and Resisting Arrest.

King was then arraigned in Justice of the Peace court #3 before being committed to the Sussex Correctional Institution in lieu of $8500.00 secured bail.

Troopers Arrest Milton Man for Pointing Handgun at Neighbor

Harbeson – The Delaware State Police have charged Wesley J. Fagg, 32, of Milton, with multiple weapons related offenses stemming from an incident in which he pointed a handgun at a neighbor.

The incident occurred at approximately 10:56 p.m., Friday, August 31, 2018 at a residence located in the 18000 block of Indian Mission Rd., Harbeson. A male resident made contact with two female subjects at a neighboring residence and asked them to turn down loud music, which was being played from a vehicle parked in the driveway. As the male was talking to the females Fagg approached and pointed a handgun at him, stating “we aren’t doing this tonight”.

Responding Troopers located Fagg at the residence and took him in to custody without incident. Fagg was found to be in possession of a Springfield XD 45 handgun which was determined to be unloaded.

Fagg was transported to Troop 7 where he was arrested and charged with one count each of Aggravated Menacing (F), Possession of a Firearm during the Commission of a Felony and Possession of a Firearm while Intoxicated. He was then arraigned in Justice of the Peace Court #3 before being committed to the Sussex Correctional Institution in lieu of $13,000.00 secured bail.

Troopers Investigating Crash with Submerged Vehicle – Becks Pond

 

Newark – The Delaware State Police are investigating a crash that occurred this morning in which a vehicle ended up submerged in Becks Pond.

The incident occurred at approximately 7:49 a.m., Sunday, September 2, 2018 on Salem Church Rd., in the area of Becks Pond, Newark. A 2009 Nissan Sentra operated by a 28 year old Newark woman was proceeding Salem Church Rd., southbound, south of Spruce Dr., when she failed to negotiate a curve on the wet roadway, resulting in her traveling off the right side of the road. After leaving the roadway the vehicle continued to travel in a southwest direction, through a yard and fence of a private residence before coming to rest, submerged in Becks Pond. The driver and a rear seat passenger were able to exit the vehicle under their own power. The driver sustained a minor injury to her hand while exiting the vehicle, the passenger was uninjured. The driver was ticketed for Failure to Drive at a Speed Appropriate for Conditions.

Members of the Delaware State Police SCUBA team responded to the scene to assist with the recovery of the vehicle.

Troopers Offer Safety Tips For Navigating Rain Storms and Flooded Roadways

As a result of todays scattered severe thunderstorms and localized flooding, the Delaware State Police would like to offer the following safety tips for operating a motor vehicle in a rain storm or on water covered roadways.

Drive a clean car in good condition

When visibility is limited by wet weather, it’s important that your car itself doesn’t impede your sight. Once a month, clean the outsides and insides of windshields and windows, and check your windshield wiper blades for wear. Check the level of your washer fluid once a week.

Routinely perform a quick check of headlights, taillights, turn signals and tire treads before driving the car for the first time each day.

Know the roads

Take a moment to consider your route. If it takes you through low-lying bridge underpasses or past ditches prone to flooding choose an alternate route of travel.

Utilize headlights but not high beams

Though many newer cars come with automatic running lights, turn on the actual headlights when using your windshield wipers so your taillights come on as well. The idea behind having headlights is so the other drivers can see you. When you turn your headlights on and your tail lights come on, you identify all four corners of the vehicle.

You don’t, however, need to flip on your high beams; the brighter light will just reflect off wet surfaces, bouncing back into your eyes and irritating other drivers.

Slow down!

Leave at least five seconds of following distance between your own car and the one in front, and don’t feel pressure to drive the posted speed limit. The speed listed on the side of the highway is the maximum speed for perfect weather and perfect road conditions, so if the road is wet, it could be too fast for existing conditions.

And remember: never use cruise control on wet roads. If you hydroplane under cruise control, the automatic acceleration can cause you to lose control of your vehicle when your tires regain traction.

Steer where you want to go

If you’re going too fast and end up hydroplaning turn the wheel in the direction you want to go—and don’t be afraid if you don’t steer out of the skid on the first try. It may take three to five adjustments to get back on course.

Hold off on unnecessary trips

It’s one thing if you need to get home to your children or you’re already on the road, but otherwise, ask yourself if it is imperative to drive right now. Just as you would stay off the roads in heavy snow, it’s OK to stay home in heavy rain.

Flood Safety Tips

Floods can occur anywhere, with floodwaters rising gradually or flash floods striking suddenly. Most flood fatalities happen because people try to drive through deadly waters rather than avoid them. Water’s powerful force can easily overtake vehicles caught in a flood. Follow these tips to stay safe in your car during a flood.

Pay attention to barricades.

Don’t ignore them by driving past them.

Do not drive through standing water on roads or in parking lots.

The average automobile can be swept off the road in 12 inches of moving water, and roads covered by water are prone to collapse. Attempting to drive through water also may stall your engine, with the potential to cause irreparable damage if you try to restart the engine. If you come upon a flooded street, take an alternate route.

Take extra precautions if you’re forced to drive through water.

If no alternate route exists and you have no other reasonable alternative but to drive through standing water.

  • Do your best to estimate the depth of the water (if other cars are driving through, take note of how deep the water is).
  • Drive slowly and steadily through the water.
  • Avoid driving in water that downed electrical or power lines have fallen in — electric current passes through water easily.
  • Watch for items traveling downstream — they can trap or crush you if you’re in their path.
  • If you have driven through water up to the wheel rims or higher, test your brakes on a clear patch of road at low speed. If they are wet and not stopping the vehicle as they should, dry them by pressing gently on the brake pedal with your left foot while maintaining speed with your right foot.
  • Stay off the telephone unless you must report severe injuries.
  • If your vehicle stalls in the deep water, you may need to restart the engine to make it to safety. Keep in mind that restarting may cause irreparable damage to the engine.
  • If you can’t restart your vehicle and you become trapped in rising water, immediately abandon it for higher ground. Try to open the door or roll down the window to get out of the vehicle. If you are unable to get out safely, call 911 or get the attention of a passerby or someone standing on higher ground so that they may call for help.

Troopers Arrest Wrong Way Driver for 5th Offense DUI

Wilmington – The Delaware State Police have arrested David Brower, 33 of Hockessin for his 5th DUI after he was involved in a wrong way crash on Limestone Rd. late Wednesday night.

The incident occurred at approximately 10:09 p.m. on Limestone Rd. in the area of Milltown Rd., Wilmington. Brower, who was operating a 2012 Subaru Impreza was traveling northbound in the southbound lanes of Limestone Rd. when he struck a 2010 Acura TSX operated by a 21 year old Bear man. Responding Troopers were able to take Brower in to custody as he attempted to flee the scene of the crash. Upon making contact with Brower, Troopers could detect a strong odor of alcohol at which time they initiated a DUI investigation. The investigation determined that Brower was under the influence of alcohol and a computer check further revealed that he had 4 prior DUI convictions.

Brower was charged with a total of 13 traffic violations to include 5th Offense DUI, Leaving the Scene of an Accident, Failure to Report an Accident, Failure to Report a DUI  Related Accident, Driving Suspended, Careless Driving, Driving the Wrong Way, No Left Turn, Fail to Remain in Single Lane, Driving Across a Median (2 counts), No Proof of Insurance, No Proof of Registration.

Brower was admitted to the Christiana Hospital for medical evaluation. Upon discharge from the hospital Brower was arraigned in Justice of the Peace Court #2 and subsequently committed to the Howard R. Young Correctional Institution in lieu of $7,109.00 secured bail.

The operator of the Acura was not injured as a result of the crash.

Statewide DUI Enforcement Checkpoints Take Aim to Reduce DUI-Related Crashes and Fatalities

Delaware – The Delaware State Police and the Office of Highway Safety in partnership with local law enforcement agencies are committed to improving the safety of Delaware’s motoring public. As a result, CheckPoint StrikeForce will be conducted on Saturday, September 1, 2018 at locations throughout the state.

Law enforcement officers from across Delaware will assemble at locations in all three counties to conduct statewide impaired driving checkpoints. The focus will be on behavioral traffic safety issues such as impaired driving, seat belt use, speeding, child passenger safety, pedestrian and bicycle safety, motorcycle safety, and teen driving issues.

Drug Recognition Experts (DREs), law enforcement officers trained in detecting drug impaired drivers, will be on hand at the checkpoints to identify drivers impaired by illegal and prescription drugs as well.  Please ensure that you plan ahead and find a safe ride home!

To continue it’s mission of saving lives by enhancing highway safety, the Delaware Office of Highway Safety will be implementing several countermeasures to combat impaired driving. (A DUI arrest can set you back an average of $10,000 in attorney fees, fines, court costs, lost time at work, higher insurance rates, car towing and repairs, and more. It could also result in the loss of your license and possibly even your job.)
On Saturday, September 1st, police will be out in full force in Delaware as part of the “CheckPoint StrikeForce” deployment. Three sobriety check points, one in each county, will be conducted at the following locations:

  1. New Castle County: U.S. Rt. 40 (Pulaski Hwy.), Newark
  2. Kent County: State Rt. 10, Dover
  3. Sussex County: State Rt. 54, Selbyville

During the 2017 Labor Day holiday weekend, from September 1st-4th, 12 DUI related crashes were investigated, one of which resulted in a fatality. There were also a total of 83 arrests made statewide for DUI.

If you celebrate the unofficial end of summer and choose to drink and drive during this Labor Day holiday weekend, in addition to jeopardizing the safety of you and other motorists, you could very well be jeopardizing your current job status as well as future employability. Think of those people that you care about, and who care about you, before deciding to get behind the wheel. One bad decision can have permanent ramifications.
