*TRAFFIC ADVISORY UPDATE* Troopers Investigating Crash Which Has Route 1 Closed Between Smyrna & Middletown

 

Townsend – State Route 1 remains closed in both directions between Exit 119 (North Smyrna) and DE 299 (Middletown/Odessa) as the Delaware Department of Natural Resources (DNREC), Emergency Prevention and Response Team continues it’s containment and clean-up operation.

The incident began at approximately 8:20 a.m., on Wednesday, October 11, 2017 as a 2000 Chevrolet Express van, which was towing a loaded car dolly was travelling State Route 1 northbound in the area of New Discovery Rd., Townsend. The Chevrolet’s right rear tire sustained a blow-out which caused the operator, Musikami F. Bishogo, 55 of Dover, DE to lose control. The Chevrolet then crossed the grassy center median and entered into the State Route 1 southbound lanes and into the path of a 2013 Volvo tractor trailer tanker, which contained approximately 8500 gallons of unleaded gasoline. As the operator of the tractor trailer attempted to avoid the Chevrolet, the vehicle jack-knifed and overturned, eventually coming to rest off the right (west) side of the roadway, with the tanker partially down a grass embankment.

As a result of the crash the tanker sustained damage which caused the release of an unknown quantity of its contents. Also as a result of the crash the tractor trailer operator, a 56 year old Vineland, New Jersey man, sustained serious injuries for which he was airlifted to Christiana Hospital by Delaware State Police helicopter Trooper 4.

Bishogo was cited for Operating an Unsafe Motor Vehicle, Operation of an Unregistered Motor Vehicle and Failure to Have Insurance Identification In Possession.

There will be no further updates regarding the crash investigation.

**Traffic Advisory** Troopers Investigating Overturned Propane Truck, Frankford

Frankford – The Delaware State Police are currently on the scene of a crash south of Frankford that involves an overturned propane truck.

The incident occurred around 11:09 a.m. Wednesday October 11, 2017 just south of Lazy Lagoon Road on Pepper Road.  Injuries have been reported in the crash, however, the exact number and extent of the injuries is unknown at this time.

Pepper Road south of Lazy Lagoon Road is currently closed.  Commuters should expect delays in the area and find alternate routes of travel.

State Police Investigating Shooting in Capitol Park

Dover – The Delaware State Police are currently on the scene of a shooting in the Capitol Park Development south of Dover.

Preliminary information suggests the incident occurred around 10:00 a.m. Wednesday October 11, 2017 in the area of the 100 block of Presidents Drive where a male victim was shot by an unknown suspect(s).  The victim was transported from the scene by EMS and transported to an area hospital where he is currently being treated.

This investigation is still in the early stages and detectives are continuing to conduct interviews and collect evidence at the scene to determine the circumstances surrounding this incident.  Additional information and investigative details will be disseminated as soon as it becomes available and the investigation progresses.

Townsend – Delaware State Police continue to investigate a crash on State Route 1 southbound in the area of New Discovery Rd. involving a jack-knifed tractor trail. SR 1 southbound remains closed at DE 299 (Middletown/Odessa) and northbound is closed at Exit 119 (Smyrna).

As a result of the crash the operator of the tractor trailer was flown to the  Christiana Hospital by Delaware State Police helicopter Trooper 4 with serious injuries.

Road closures of up to 12 hours are possible.

Troopers Seek Public’s Assistance in Locating Wanted Subject

 

Harrington – The Delaware State Police are requesting the public’s assistance in locating a wanted subject in connection with numerous domestic related crimes.

Richard E. Cramer, 59 of Harrington, is wanted for five counts of Harassment, five counts of Criminal Contempt of a Domestic Violence Protective Order, and one count of Terroristic Threatening.  He is also wanted out of Kent County Family Court and Superior Court for capiases.

Troopers Investigate Robbery Of Bear Area Restaurant Employee

Texas Roadhouse Buckley Blvd.

Bear – Delaware State Police are currently investigating the attempted robbery of a Bear area restaurant employee which took place in the parking lot of the business.

The incident occurred on Monday, October 9, 2017 at approximately 11:19 p.m. in the parking lot of the Texas Roadhouse restaurant located at 250 Buckley Blvd., Bear DE, as a 45 year old male employee was walking to his vehicle after finishing his shift.

As the male victim approached his vehicle he was struck in the head and knocked to the ground by an unknown suspect who he had not noticed while walking through the lot. As the victim was laying on the ground the suspect demanded money from him. The victim then began yelling for help at which time the suspect fled on foot towards Paxton Drive in the Buckley development, without obtaining any money or other property.

The victim did sustain a small cut over his eye and a scrape to his elbow as a result of the altercation for which he refused medical treatment.

The suspect is described as a black male, 20 years of age approximately 5 feet 6 inches tall and weighing 140 pounds, wearing a dark hooded sweatshirt, with the hood drawn tight around his head and dark pants.

The investigation is ongoing and further details will be released as they become available.

State Police to Conduct Citizens Police Academy in New Castle County

CPA LogoNewark – Delaware State Police are now accepting applications for the Fall 2017 Citizens Police Academy.

The 2017 Fall Delaware State Police Citizen’s Police Academy will begin on Tuesday, November 28, 2017 and will conclude on Tuesday, January 23, 2018. The academy will consist of eight, Tuesday night sessions, running from  5:30 p.m. to 8:00 p.m. Most of the classes will take place at Delaware State Police Troop 2, located at 100 Lagrange Avenue, Newark, DE. Participants will learn about a wide variety of police activities consistent with what a Delaware Trooper experiences today. The instruction includes criminal and traffic investigations, special units, and various other law enforcement related topics. Additionally, participants will have the opportunity to ride with patrol troopers. Class size will be limited to 20 participants and a background check will be conducted on all applicants. Deadline for registration is November 10, 2017. Applications must be returned by that date in order to be processed. Delaware State Police Make Arrest In New Castle Area Armed Robbery

New Castle – Delaware State Police detectives have arrested a New Castle area man for an armed robbery after a two week long investigation.

The original incident occurred on Friday, September 22, 2017 at approximately 12:20 a.m. as two New Castle men, ages 21 and 17 were walking on Airport Rd. in the area of Bellamy Dr., New Castle.

As the two male victims were walking they were approached by a group of three black males who they had encountered approximately 15 minutes earlier in the Shell Gas Station parking lot, located at DE Rt. 273 and Appleby Rd., New Castle.

One of the black males later identified as Melvin Callahan, 22 of New Castle, produced an unknown make and model handgun, pointed it at the victims and ordered them to give him all their property. The victims complied with Callahan’s demand turning over to him a wallet with an undisclosed amount of money, an Apple I-phone 7 along with other personal property.

Once obtaining the property Callahan ordered the two victims to continue walking as he and the other two black males fled on foot back towards the Shell Station.

Neither victim sustained any injuries as a result of the altercation.

Based on a variety of investigative leads obtained over the course of two weeks detectives were able to positively identify Callahan as the subject who had displayed the handgun and demanded the property during the robbery.

On October 9, 2017 Callahan was located, arrested and subsequently charged with two counts of Robbery 1st Degree and one count of Conspiracy 2nd Degree. Callahan was arraigned and then remanded to Delaware Department of Corrections custody on $101,000 cash bail.

Detectives are still considering the other two black males as persons of interest in this case and are asking that anyone with information please contact the Delaware State Police Troop 2 Robbery Unit at 302-365-8566. Wilmington – Delaware State Police Troop 1  will be holding a Community Café on Tuesday October 24, 2017. The event will be held from 9:00 a.m. until 11:00 a.m. at the Panera Bread, 5619 Concord Pike, Wilmington.  The Community Café will have Troop 1 Administration in attendance to meet and interact with members of the public. This Community Café is often referred to as “Coffee with a Cop” in other police agencies and is being held in an effort to build a stronger relationship between the Delaware State Police and the communities that we so proudly serve.
