Dover – Delaware State Police are investigating a crash involving an overturned dump truck that occurred at approximately 7:58 a.m., Tuesday June 5, 2018 on northbound N. Dupont Highway (Rt. 13) at Hatchery Road.  The northbound right lane on Rt. 13 at Hatchery Road is closed at this time.

Motorist should expect delays in this area and are advised to seek alternate routes of travel.

Wilmington – Delaware State Police detectives have arrested Eugene Smallwood, 50, of Claymont, in connection with multiple thefts from a Wawa construction site that took place over a two week period in January 2018.

The investigation began on January 17, 2018 when Troopers responded to the Wawa construction site located at 1702 Rocky Run Parkway, Wilmington, for a theft of building materials. Over the course of the next twelve days, ending on January 29, Troopers investigated four additional thefts from this same location.

Over the course of the next four months, through various investigative leads and measures, detectives were able to develop a red Ford pick-up truck as a possible suspect vehicle. Further investigation linked the truck to Smallwood who was then positively identified as the suspect responsible for all five thefts, in which a total of $7,290.00 in building materials had been stolen.

Smallwood was taken in to custody on May 25, 2018 without incident and transported to Delaware State Police Troop 2 where he was charged with the following:

• Theft Greater than $1500.00, felony (2 counts)
• Conspiracy 2^nd Degree, felony (2 counts)
• Theft Less than $1500.00, misdemeanor (3 counts)
• Conspiracy 3^rd Degree, misdemeanor (2 counts)
• Criminal Trespass 3^rd Degree, misdemeanor (8 counts)

Smallwood was arraigned in Justice of the Peace Court #2 and then committed to the Howard R. Young Correctional Institution in lieu of $9,500.00 secured bail.

Newark – Delaware State Police are investigating a two vehicle crash involving an overturned dump truck that occurred at approximately 3:17 a.m., Tuesday June 5, 2018 on SR 1 northbound, just north of DE 273, Newark. The dump truck has spilled ash on to the roadway which has caused the closure of all lanes of both north and southbound SR 1, with all traffic being diverted on to DE 273.

Emergency crews are on scene and have initiated a cleanup operation however there is no estimated time for the re-opening of the roadway. Motorists are advised to avoid the area and seek alternate routes of travel.

Delaware — From 2014 to 2017, Delaware has seen an increase of 250% in crashes on our roads attributed to cargo loss or shift. The Delaware State Police, Delaware Department of Transportation, Delaware Office of Highway Safety and AAA-Mid Atlantic have partnered to educate the motoring public on the importance of load securement. This year’s annual “Secure Your Load Day” is recognized on June 6th and is a nationwide effort to raise awareness of the dangers of unsecured loads and road debris on our nation’s highways.

The National Highway Traffic Safety Administration (NHTSA) includes the day on its calendar and the addition of the American Association of Motor Vehicle Administrators (AAMVA) approved Secure Your Load language in the manual for all non-commercial drivers nationwide.

“Unsecured loads and road debris crashes are preventable with just a few minutes of time. All items need to be securely fastened to the vehicle,” says Sergeant Richard Bratz, Public Information Director for the Delaware State Police. “If we see you hauling an improperly secured load, you could receive a heavy fine.”

“It’s never safe to use the weight of the load or the placement of the load to haul or transport cargo safely. All items must be safely fastened to the vehicle. Ironically, as I was driving to work this morning and thinking about this statement, I nearly hit a large construction pail that was rolling along in the center of Delaware highway 1,” says Mitch Topal, Public Information Officer and Marketing Specialist for the Office of Highway Safety. “All puns aside, that really drove the message home for me.”

Secretary of Transportation Jennifer Cohan added, “The statistics show that this has become a serious problem in Delaware, and everyone needs to do their part to prevent unnecessary accidents and injuries as a result of unsecured cargo. Taking a few extra minutes to ensure your load is properly secured makes our roads safer for everyone.”

“According to the AAA Foundation for Traffic Safety, two in three debris-related crashes result from items falling from a vehicle due to improper maintenance or an unsecured load, says Ken Grant, Manager, Public and Government Affairs for AAA Mid-Atlantic. “As with most road situations, proper planning and precautions can prevent tragedies.”

Here are some recommendations to properly secure your load in six easy steps:

1. Tie down load with rope, netting or straps
2. Tie large objects directly to the vehicle or trailer
3. Cover the entire load with a sturdy tarp or netting
4. Don’t overload the vehicle
5. Always double check load to make sure a load is secure

Dover– The Delaware State Police have arrested the Dover man who was wanted in connection with the Felony Assault and Terroristic Threatening that occurred on June 3, 2018 around 2:00 a.m., as troopers were dispatched to a fight in progress at the Dover Estates located at 51 Webbs Lane, Dover.

Woodly N. Clairvoyant, 27 of Dover, turned himself in at Troop 3, Camden, this morning. He was arraigned before Justice of the Peace Court 7 and committed to the James T. Vaugh Correctional Center in default of $11,000.00 secured bond.

Greenwood– Delaware State Police are continuing to investigate a serious crash involving a motorcycle that occurred west of Greenwood.

The initial investigation has determined the crash occurred at approximately 9:00 p.m., on Friday, June 1, 2018 as a Kawasaki Sport motorcycle, operated by 22 year old man of Harbeson, was traveling westbound on Woodbridge road west of Adams Road. The motorcycle was reported to be moving at an excessive rate of speed with no headlight on. At this time a 1999 GMC pickup truck, operated by a 60 year old man of Greenwood, was traveling eastbound on Woodbridge road attempting to make a left hand turn onto a private farm lane. As the truck started to make the northbound turn the left front headlight was struck by the motorcycle. The Kawasaki continued westbound in the grass prior to laying the motorcycle down in the ditch. The truck came to a controlled stop in the area of the collision.

The operator of the unregistered motorcycle, who was wearing a DOT compliant motorcycle helmet, was initially transported to Nanticoke Memorial Hospital by the Greenwood Fire Company Ambulance. Due to the extent of the serious injuries he was then transported the Christiana Hospital for further treatment. Traffic warrants are pending.

The operator of the pickup was not injured in this collision.

Woodbridge road in the area of the collision was impacted for approximately two hours as the crash was investigated and cleared.

Dover – State Police are requesting assistance in locating Woodly N. Clairvoyant, 27 of Dover, who is wanted for Felony Assault 2^nd and Terroristic Threatening.

The preliminary investigation has revealed the incident occurred today, June 3, 2018 around 2:00 a.m., as troopers were dispatched to a fight in progress at the Dover Estates located at 51 Webbs Lane, Dover. Upon arrival it was learned the suspect, Woodly N. Clairvoyant was walking through the parking lot of the apartment complex when the victim pulled into the parking lot. Both exchanged words and an argument ensued with the suspect grabbing a concealed object and subsequently stabbing the victim on the upper extremity. During the assault, Clairvoyant threatened to kill the victim. The suspect then fled the area. No other injuries were reported.

The victim was transported by EMS to a local area hospital and treated for the serious injury. Warrants were obtained for Woodly through the Justice of the Peace Court 7 for Felony Assault and Terroristic Threatening.

The suspect, Woodly N. Clairvoyant, 27 of Dover, is described as a black male, approximately 5’06” tall, weighing 145 lbs. with black hair and brown eyes.

Ellendale – The Delaware State Police are investigating a serious crash that occurred south of Ellendale early Saturday morning.

The incident occurred at approximately 4:10 a.m., Saturday, June 2, 2018 as a 57 year old man of Ellendale was operating a 2003 Hyundai Sonata southbound on South Old State Road approaching the intersection with DuPont Boulevard (US 113). The vehicle exited the west side of the road and gradually drifted farther off the roadway, with all four tires eventually exiting the roadway. The Sonata began to rotate counterclockwise and re-entered the roadway crossing both lanes before exiting the east side of the road. The vehicle then struck a tree stump with its front bumper. After impact, the vehicle began to rotate on the soft grass before coming to a stop. The driver exited the vehicle and collapsed a short distance from the vehicle.

The driver and only occupant was removed from the scene by EMS and transported to Bayhealth Milford Memorial Hospital before being transferred to the Christiana Hospital with life threatening injuries. Alcohol appears to be a factor in this collision.

The Delaware State Police is continuing their investigation into this incident. 

South Old State Road in the area of the crash was closed for approximately two hours while the crash was investigated and cleared.

Lewes– Delaware State Police have arrested a Lewes woman after fraudulent applications for medical marijuana were submitted at the business, Delaware Holistic Medicine, formerly known as Disjointed located in Lewes.

The investigation began this past month as the Delaware State Police Sussex County Financial Crimes Unit received information about fraudulent activity occurring at the business Delaware Holistic Medicine, formerly known as Disjointed, located at 34011 Wescoats Road, Lewes. The Medical Marijuana Compliance Program was contacted about medical marijuana applications which had been submitted for patients that contained fraudulent signatures in the physician section. Further investigation developed the owner of the business, Carolan C. Krajewski (also known as Carolan Fischer) as the suspect with evidence linking her to the fraudulent activity. Investigators with the Medical Marijuana Compliance Program contacted patients; at which time it was determined that no patient was seen by the physician and had dealt solely with Carolan C. Krajewski (Fischer).

A search warrant was obtained in the Sussex County Superior Court and executed on June 1, 2018 with the assistance of the Delaware State Police Drug Diversion Unit and the Division of Professional Regulations. The owner, Krajewski (Fischer) was contacted at the business and taken into custody without incident.

She was transported to the State Police Troop 4 in Georgetown and formerly charged with 3 counts of Felony Tampering with Public Records First Degree and 3 counts of Felony Forgery 2^nd Degree. Krajewski (Fischer) was arraigned before Justice of the Peace Court 3 and released on $2,250.00 unsecured bond.

This investigation remains active and on-going with additional charges pending indictment.

Dagsboro – The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash involving two vehicles that occurred at approximately 2:05 p.m., Friday, June 1, 2018, on Dagsboro Road north of Fire Tower Road, Dagsboro.

The initial investigation has determined that a 2010 Chevrolet Cobalt, operated by a 59 year old female of Frankford, was traveling northbound on Dagsboro Road. A 2017 Volvo 12 wheel roll off container hauler operated by a 60 year old Maryland man was traveling southbound on Dagsboro Road. For unknown reason, the Chevrolet Cobalt exited her travel lane and crossed the center line in a leftward direction, directly into the opposing travel lane heading towards the Volvo. The operator of the Volvo swerved right, but was unable to avoid the Cobalt and as a result both right front areas struck each other on the southbound shoulder. After the collision the Cobalt rotated in a clockwise direction before stopping in an unplanted field on the west side of the road facing in a southwesterly direction. The Volvo continued in a southerly direction before exiting the west edge of the roadway and coming to rest in the same unplanted field in close proximity to each other facing in a south westerly direction.

The operator of the Chevrolet Cobalt, who was not properly secured, was pronounced deceased at the scene.

The operator of the Volvo was properly secured and transported by ambulance to a local area hospital where he was treated for minor injuries and released.

Drugs or Alcohol usage is not believed to be a factor for either operator.

Dagsboro Road was closed approximately 4 ½ hours while the crash was investigated and cleared as well as due to massive debris cleanup.
