State Police Arrest Wilmington Female for Stealing and Burning “A Thin Blue Line Flag” in Honor of Fallen Trooper – Lewes

Lewes– The Delaware State Police arrested a Wilmington woman for stealing and burning a flag which occurred last evening.

The incident occurred on Friday, July 13, 2018 at approximately 5:15 p.m., after a report was received by a concerned citizen that a flag was stolen from the area of the Nassau Bridge located on Coastal Highway north of Lewes. It was reported a black Chevrolet was pulled over on the left shoulder near the median adjacent to where a “thin blue line,” flag was mounted and on display. The vehicle was sitting stationary with the driver’s side door ajar with a white female outside of the vehicle straddling the bridge median and reaching for the flag. As the suspect returned to her vehicle with the flag, the witness observed her drive by his location while operating her cell phone and obtained her vehicle description and tag number.

The investigation revealed the vehicle description matched the suspect’s Chevrolet Malibu and later discovered belonged to Catherine Iocco, 21 of Wilmington. Troopers were able to ascertain the location of the suspect vehicle in Milton and apprehended Catherine Iocco without incident. The suspect was unable to return the flag because she set the flag on fire and destroyed it.

After making contact with the owner of the flag, it was learned that he mounted the pole and flag to the bridge this past Tuesday morning after learning about the passing of the Delaware State Trooper. The owner wanted to honor fallen Trooper William F. Matt, who recently passed away.

Iocco was transported to Troop 7 where she was processed and formally charged for Theft, Criminal Mischief and other related traffic charges. She was arraigned before the Justice of the Peace Court 3 and released on $275.00 unsecured bond.

*UPDATE* Crash Involving Overturned Cement Truck Causes Closure of SR 24 – Millsboro

Millsboro – The Delaware State Police are continuing to investigate a crash involving an overturned Cement Truck that occurred today at approximately 6:21 a.m., on SR 24 near Saunders Road west of Millsboro.

The initial investigation has determined a 2004 Cement Truck was traveling westbound on Laurel Road just east of Saunders Road. The operator, Jeff Gustin 29 of Delmar, attempted to negotiate a turn and lost control which caused him to cross the center line. He drove into the ditch on the south side of Laurel Road. Gustin was unable to maintain control of the cement truck which then overturned onto the south side of the road. The cement truck then slid into a Delaware Electric Co-op utility pole breaking the utility pole in half. The truck continued to slide until it came to an uncontrolled stop on the shoulder. The barrel had completely separated from the cement truck.

The operator was treated at the scene and transported by EMS to the Nanticoke Memorial Hospital with non-life threatening injuries. The operator, Jeff  Gustin, was cited with careless driving.

Due to the barrel separating from the cement truck, it resulted in a large indentation on the south edge of the roadway. The asphalt was cracked in numerous spots and the road had collapsed into the ditch. Delaware Department of Transportation (DelDOT) arrived on scene to repair the damage to the roadway.

Delaware Electric Co-op disconnected the power lines from the damaged utility pole and is currently replacing the utility pole.

The Department of Natural Resources and Environmental Control arrived on scene due to the concrete spilled in the ditch. DelDOT advised there were no significant environmental hazards due to the spilled cement.  DNREC advised they would let the cement harden and remove it from the ditch at a later date.

SR 24 in the area of the crash was close for approximately three hours as the crash was investigated and cleared.
