Troopers Investigating Armed Robbery of North Wilmington Liquor Store

Wilmington (19809) – The Delaware State Police are currently investigating the armed robbery of a north Wilmington liquor store that took place last night.

The incident occurred at approximately 9:28 p.m., Thursday, July 26, 2018 at Silverside Discount Liquors, located at 1401 Philadelphia Pike, Wilmington, when a suspect armed with a handgun, approached an employee at the sales counter and demanded money from the register. The 25 year old victim complied with the demand by turning over an undisclosed amount of cash. After obtaining the money the suspect fled the business and was last seen on foot, southbound on Philadelphia Pike. The employee was not injured as a result of the incident.

The suspect is described as a black male, 5’7”-5’9”, 120-140 lbs., wearing a gray hooded sweatshirt, black pants, a white cloth covering his face and in possession of a black and gray handgun.

No surveillance images are available at this time.

*UPDATE* Troopers Investigating Serious Crash Involving a Pedestrian – New Castle

New Castle – The Delaware State Police are continuing to investigate a serious motor vehicle crash involving a pedestrian that occurred at approximately 5:03 p.m., Wednesday, July 25, 2018 on New Castle Avenue (DE Rt. 9) northbound in the area of Rose Lane. New Castle.

The initial investigation has determined that a 2010 Chevrolet Silverado, operated by a 64 year old Wilmington man was traveling northbound on New Castle Avenue (DE Rt. 9) in the left lane, south of Rose Lane. Following directly behind the Silverado was a 2014 International Terra Star box truck, operated by a 29 year old Newark man. As the two vehicles proceeded northbound, a male pedestrian, for an unknown reason, walked into the New Castle Avenue northbound left lane from the median, and proceeded to lay down directly in front of the Silverado. As the Silverado came to a stop to avoid the pedestrian, it was struck from the rear by the box truck and pushed into the pedestrian before coming to rest in the median. The box truck then also struck the pedestrian before coming to rest in the left lane of travel.

The pedestrian, a 29 year old Newark man, was transported to the Christiana Hospital with serious injuries. Impairment on his behalf is unknown at this time. He was cited with the pedestrian violation of being in the roadway improperly.

Neither impairment nor improper driving are being considered as factors on behalf of either driver.

Troopers Arrest Philadelphia Man for Theft of Fuel

Wilmington – Delaware State Police detectives with the assistance of  DNREC’s Natural Resources Police Environmental Crimes Unit have arrested Vincent B. Chinn Jr., 34, of Philadelphia, PA, for his involvement in the theft of thousands of gallons of gasoline.

Beginning on Thursday July 5th, 2018, the Delaware State Police began investigating a series of thefts that were taking place at various Shell Gas Stations throughout New Castle County. The initial investigations determined that in the early morning hours, between 1:30 a.m. and 4:30 a.m., the suspect, who would later be identified as Chinn, would syphon hundreds of gallons of fuel from underground storage tanks and then transfer it to plastic tanks which were contained on a utility trailer.

Through a variety of investigative measures detectives were able to identify a blue, Dodge Ram, 4 door pick-up truck, towing a utility trailer as a suspect vehicle. On Thursday, July 26, 2018 at approximately 4:10 a.m., Troopers observed the suspect vehicle, which contained the tanks, in the area of the Shell Gas Station, located at 300 South Walnut Street, Wilmington. The vehicle was stopped on I-495 northbound in the area of 12th Street and Chinn was identified as the driver and sole occupant of the vehicle. Due to the possibility of hazardous materials being present officers from DNREC’s Environmental Crimes Unit responded to assist with the investigation. It was determined that the plastic storage tanks contained on the trailer were empty and were safe to transport.

Chinn, who also has ties to Newark, DE, was taken in to custody without incident and the vehicle and trailer were towed to Delaware State Police Troop 2 where a search warrant was executed. As a result of the search, evidence was recovered further linking Chinn to the thefts.

The thefts occurred at the following locations and involved the specified quantity of gasoline and associated value:

July 5, 2018: Shell Gas, 4495 Summit Bridge Road, Middletown. (661 gallons/$2,267.23)

July 10, 2018: Shell Gas, 841 Pulaski Highway, Bear. (416 gallons/$1,345.24) 

July 15, 2018: Shell Gas, 4495 Summit Bridge Road, Middletown. (666 gallons/$2,364.30)

Chinn was charged by Delaware State Police detectives with two counts of Theft greater than $1500.00 (F) and one count of Theft less than $1500.00 (M).

Chinn was also charged by the Delaware Natural Resources Police Environmental Crimes Unit with 3 counts of Constructing Equipment to Discharge an Air Contaminant without a Permit (M).

Chinn was arraigned in Justice of the Peace Court #2 and released on $6100.00 unsecured bond.

*Update* Suspect Arrested in Connection with Shots Fired-Lewes

Lewes– Delaware State Police have arrested the suspect who was wanted in connection with a shots fired compliant.

The incident occurred on Monday, June 25, 2018, at approximately 3:58 p.m. when Troopers were dispatched to the 30000 block of Pinetown Road for a shots fired complaint.  Upon arrival, it was discovered that 18-year-old Jhareed Ayers of Lewes had fired one round from a sawed off shot gun at his three nephews, two 17-year-olds and one 13 year old, who were standing outside of the residence.  Also in the area when this incident occurred where three bystanders, ages 9, 63 and 70.  Further investigation revealed that there is ongoing issues between Ayers and his nephews.  There were no injuries reported as a result of this incident.

On July 20, 2018,  members of the Sussex County Governor’s Task Force (GTF) responded to Pinetown Road in an attempt to locate Ayers.  As officers arrived, Ayers was seen in the area, at which time he fled.

On Wednesday, July 25, 2018, at approximately 4:33 p.m., Troop 7 patrol units observed Ayers on Pinetown Road and subsequently took him into custody without incident.

Ayers was transported back to Troop 7 where he was charged with Possession of a Firearm During the Commission of a Felony, Possession of a Firearm Within 10 Years
of Prior Conviction of a Felony, Possession of a Firearm or Ammunition by a Person
Prohibited, 6 counts of Reckless Endangering Second Degree, and Resisting Arrest.  He was arraigned before the Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on $10,000.00 secured bond.

Delaware State Police Troop 3 to Host Community Café – Dover

Community Cafe

Dover – Delaware State Police Troop 3 will be holding a Community Café on Thursday, August 2, 2018. The event will held from 7:00 a.m. until 9:00 a.m. at the Royal Farms located at 6 West Lebanon Road at the corner of South State Street.  The Community Café will have Troop 3 Administration and the Community Outreach Officer in attendance to meet and interact with members of the public. This Community Café is often referred to as “Coffee with a Cop” in other police agencies and is being held in an effort to build a stronger relationship between the Delaware State Police and the communities that we so proudly serve.

Troopers Investigating Armed Robbery – Claymont

Tri State Mall

Claymont – The Delaware State Police are investigating an armed robbery that took place in the parking lot of the Tri State Mall on Tuesday evening.

The incident occurred at approximately 6:49 p.m., Tuesday, July 24, 2018 in the parking lot of the Tri State Mall, located at 401 Naamans’s Road, Claymont. A 53 year old Trainer, Pennsylvania man had just left the Dollar General store and returned to his parked vehicle. Just after entering the vehicle he was approached by a suspect who displayed a handgun and demanded property. The victim complied by turning over his cell phone, car keys and an undisclosed amount of cash. After obtaining the property the suspect fled in a blue van that was parked nearby. The victim was not injured as a result of the incident.

The suspect was described as a black male, 25-35 years of age, 5’8”-5’10”, 200-220 lbs., in possession of a black in color, unknown make and model handgun.

Troopers Investigating Serious Crash Involving a Pedestrian – New Castle

New Castle – The Delaware State Police are currently on scene of a serious motor vehicle crash involving a pedestrian that occurred at approximately 5:03 p.m., Wednesday, July 25, 2018 on New Castle Avenue (DE Rt. 9) northbound in the area of Rose Lane.

Troopers Investigating Escape from Juvenile Facility- Wilmington

Wilmington – The Delaware State Police are currently investigating an escape from the Grace Cottage juvenile facility involving two females, one of whom is still at large.

Troopers were called to Grace Cottage, a level IV, staff secured detention facility, located at 1825 Faulkland Road, Wilmington around 8:10 p.m., Monday, July 23, 2018 in reference to two juvenile females who fled from Youth Rehabilitative Services staff members, during an escorted group transfer from one building to another. After separating themselves from the group, who were on foot, the pair gained access to a state owned vehicle, and then fled the complex onto DE Rt. 141.

The pair were identified as a 15 year old from Wilmington and Alyssa Popo, 16, of Newark.

At approximately 10:00 p.m., with the assistance of the Wilmington Police Department, Troopers located the 15 year old in the 2300 block of N. Washington Street, in the City of Wilmington, and took her in to custody without incident. The stolen 2016 Ford Focus was also recovered at this location.

The teen was charged with Escape 3rd Degree, Theft of a Motor Vehicle and Conspiracy 2nd Degree. She was arraigned and then committed to the New Castle County Detention Center on $4,500.00 secured bail.

Popo who is described as a white female, 5’2″, 140 lbs., with brown hair and blue eyes, remains at large.

A Warrant Attempt Leads to Drug Arrest-Laurel

Laurel– Delaware State Police arrest three suspects after a warrant attempt led to the discovery of drugs and drug paraphernalia.

The incident occurred on Monday, July 23, 2018 at approximately 9:35 p.m., when members of the Sussex County Governor’s Task Force (GTF) responded to the 29000 block of Discount Land Road, to conduct a warrant attempt for 42-year-old Richie Hurley.  Richie Hurley is a level 3 probation absconder and was wanted on a capias from Superior Court for Failure to Appear for Drug Court.  As an officer began to approach the side door of the residence, a male subject, identified as 23-year-old Dwayne Hurley of Bridgeville, exited the residence and suddenly turned away and ran back inside when he discovered the police presence.  A brief chase ensued and subsequently officers were able to take Dwayne Hurley into custody inside the residence.  A search of Dwayne Hurley’s person revealed he was in possession of cocaine.

Richie Hurley was located in the residence and was taken into custody without incident due to his wanted status.  A search of Richie Hurley revealed he was in possession of a large amount of suspected drug proceeds.

While inside the residence, officers observed drug paraphernalia and a children’s “Paw Patrol” bag.  Upon opening the bag, officers discovered a large quantity of cocaine as well as other narcotics and drug paraphernalia.  While searching the rest of the residence for additional persons, officers discovered a 24-year-old male from Delmar hiding in the garage.

The following evidence was seized as part of this investigation:

  • Approximately 57.08 grams of cocaine
  • (31) 15mg Oxycodone pills
  • (9) .5mg Alprazolam pills
  • (16) bags of heroin
  • (2) Suboxone film strips
  • Approximately 0.08 grams of amphetamine
  • (2) digital scales
  • Numerous items of drug storage paraphernalia
  • Over $1700.00 in suspected drug proceeds

All three suspects were transported back to Troop 4, arraigned before the Justice of the Peace Court 3 and charged with the following:

Richie Hurley:

  • Drug dealing cocaine in a tier 4 quantity
  • Possession of cocaine in a tier 5 quantity
  • Drug dealing Oxycodone in a tier 2 quantity
  • Possession of a controlled substance (Alprazolam)
  • Possession of a controlled substance (Suboxone)
  • Possession of a controlled substance (heroin)
  • Possession of a controlled substance (amphetamine)
  • Possession of drug paraphernalia-(3 counts)

Richie Hurley was committed to the Sussex Correctional Institution on $127,750.00 cash only bond.

Dwayne Hurley:

  • Hindering prosecution
  • Resisting arrest
  • Possession of cocaine
  • Possession of drug paraphernalia

Dwayne Hurley was released on $2,000.00 unsecured bond.

24-year-old Delmar man:

  • Resisting arrest

Released on $500.00 unsecured bond.

Troopers Seek Public’s Assistance in Locating Burglary Suspect – Seaford

Seaford – The Delaware State Police are investigating a burglary and subsequent vehicle theft from a Seaford area auto center that occurred in June, and are asking for the public’s assistance in locating the suspect.

The initial investigation determined that sometime between 2:00 p.m., Saturday June 16 and 7:30 a.m., Monday, June 18, forcible entry was made in to Ed’s Auto Center, located at 26779 Masters Way, Seaford. Once inside the business the suspect gained access to a set of keys to a 2005 Dodge Ram pick-up truck which was parked in the lot and then made off with the vehicle. The vehicle has since been recovered.

Through a variety of investigative leads and measures detectives were able to identify Christopher T. Steimling, 51, of Seaford as a suspect in the burglary and vehicle theft. Warrants were obtained and are currently on file charging Steimling with one count each of: Burglary 3rd Degree, Theft of a Motor Vehicle, Theft under $1500.00, Receiving Stolen Property and Criminal Mischief under $1000.00.

Steimling is known to frequent the areas of Seaford, Delaware and Marydel, Maryland. Anyone with information regarding Steimling’s whereabouts are asked to contact Detective A. Jones at Troop 4 by calling 302-752-3795 or by calling 911.
