Seaford– The Delaware State Police have arrested a Seaford juvenile in connection with a residential burglary.

The incident occurred on Saturday, August 18, 2018 at approximately 5:30 p.m., when Troopers were dispatched to a residence on the 24000 block of  Rosalyn Drive for a report of a burglary.  Upon arrival, contact was made with the homeowner, 47 year-old female, who advised that a front window to her residence had been broken out, and a PlayStation 4 had been taken from inside.

Through investigative measures, 14-year-old William Millman was identified as the suspect.  Millman was taken into custody at his residence and transported back to Troop 5 where he was charged with the following:

• Burglary Second Degree
• Theft Under $1500
• Criminal Mischief

Millman was arraigned before the Justice of the Peace Court 3 and released to the custody of a guardian.

The PlayStation 4 was recovered and returned to the victim.

Newark (19702)- The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash that occurred last evening in the Newark area.

The incident occurred at approximately 10:34 p.m., on Saturday, August 18, 2018, when a 2013 Toyota Camry was traveling northbound on Salem Church Road, north of Deasy Drive, and a 2018 Ford F-150 was traveling southbound on Salem Church Road.

The operator of the Ford F-150, a 39-year-old man from Bear, attempted to pass a vehicle that was directly in front of him.  The area in which he was attempting to pass the vehicle was a no passing zone, and marked with two solid yellow lines.  The F-150 crossed over the center lines and into oncoming traffic, striking the Camry head-on.

The impact displaced the Camry into a ditch and it overturned on the driver’s side trapping two of the three occupants.  The driver, a 31-year-old Newark man, was properly restrained, and transported to the Christiana Hospital in serious condition.  His two passengers, his father 57-years old and his mother 52-years old were seated in the back seat, unrestrained.  Both were transported to the Christiana Hospital, where the 57-year-old male was pronounced deceased, and the 52-year-old female was in critical condition.  Identification is pending next of kin notification.

The operator of the F-150 was properly restrained and transported to the Christiana Hospital with non-life threating injuries. In addition to disregarding the traffic control device (lane markings), it is suspected that alcohol may also be a contributing factor.

Salem Church Road in the vicinity of Deasy Drive was closed for approximately 3 hours while the crash was investigated and cleared.

This crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.

Dover (19904)- The Delaware State Police are investigating a shooting that occurred late last evening.

The incident occurred on Friday, August 17, 2018 at approximately 11:39 p.m. when Troopers were dispatched to a residence on the 1300 block of Rose Valley School Road, for a report of a shooting.  Upon arrival, Troopers located a 49-year-old male victim, laying in the driveway with a gunshot wound to his upper torso.

Further investigation revealed that unknown suspect(s) drove past the residence and fired multiple shots in the direction of the victim and his wife, who were standing in the driveway in front of the house.

The victim was removed from the scene and transported by EMS to a local area hospital where he is being treated for his injuries. The victim’s wife was not injured as a result of this incident.  No suspect information could be provided at this time.

This incident remains under investigation by the Delaware State Police Criminal Investigations Unit.  If anyone has any information in reference to this incident, they are asked to please contact Troop 3, Detective S. Frankford- The Delaware State Police have arrested a Frankford Man in connection with a burglary and an attempted burglary of a residence.

On Friday, August 17, 2018, at approximately 11:26 a.m., Troopers were dispatched to the 57000 block of  Lizzard Hill Road for a possible burglary in progress.  A witness had provided police with a description of a suspect who was attempting enter the front door of the residence and fled on a blue beach cruiser style bike.  While Troopers searched the area, they located 30-year-old Cody L. Daisey, riding a bicycle on Central Avenue and Old Cemetery Church Road.  As Troopers approached Daisey, he began to flee on his bike, and when he reached a grassy area, he got off the bike and began to flee on foot.  A brief foot pursuit ensued and Daisey was subsequently taken into custody without incident.  Troopers located a socket wrench and drug paraphernalia on his person.

Daisey was transported back to Troop 4, where it was later learned that on December 13, 2016, he had entered a residence on the 35000 block of Bayard Road, Frankford, through an unsecured door.  No items were taken during this incident.

Daisey was charged with the following:

• Burglary Second Degree
• Attempt to Commit Burglary Second Degree
• Possession of Burglar Tools
• Attempt to Commit Theft (2 counts)
• Resisting Arrest
• Possession of Drug Paraphernalia

Daisey was arraigned before the Justice of the Peace Court 3 and released after posting $26,500.00 secured bond.

Wilmington (19808) – The Delaware State Police are currently investigating the armed robbery of a Wilmington liquor store that took place last night.

The incident occurred at approximately 10:42 p.m., on Thursday, August 16, 2018 at the Steve’s Discount Liquors located at 1204 Centerville Road, when a suspect entered the business, displayed a handgun, and demanded money.  The victims complied with the suspect’s demands and turned over an undisclosed amount of cash.  After obtaining the money, the suspect fled the business on foot.  The employees were not injured as a result of the incident.

The suspect is described as a black male, approximately 5’10”-6’00” tall, 140-160 lbs., with his face covered and in possession of an unknown make and model handgun. No surveillance images are available at this time.

The investigation is ongoing and anyone with information regarding this incident is asked to contact the Troop 2 Robbery Unit at 302-365-8466.

The Delaware State Police hosted a 5-day, “Basic School Resource Officer Training” course at Troop 3, Camden on August 13-17, 2018. This course was created and maintained by the “National Association of School Resource Officers” (NASRO).

The NASRO Basic School Resource Officer Course is a forty-hour block of instruction designed for law enforcement officers and school safety professionals working in an educational environment and with school administrators. The course provides tools for officers to build positive relationships with both students and staff.

The course emphasizes three main areas of instructions:

• Function of Law Enforcement – Instruction on the differences between law enforcement when conducted inside a school environment including understanding the teen brain and de-escalation techniques.
• Mentoring Students – Instruction designed to provide tools to be a positive role model for youth, including informal counseling techniques.
• Guest Speaking – Instruction on a variety of instructional techniques as well as classroom management tools to provide law-related education to students.

One of the instructors included, Detective Joey Melvin a School Resource Officer/Public Information Officer with the Georgetown Police Department, stated “It is impressive and encouraging to instruct a class of officers who are dedicated to the mission of creating safe learning environments. By participating in NASRO’s Basic School Resource Officer course, these officers are clearly demonstrating the vigilant culture of law enforcement assigned within Delaware schools.” 

Those in attendance gained a solid working knowledge of the School Resource Officer concept and how to establish a lasting partnership with their schools:

• 1 Selbyville Police Officer

• 1 Delaware Fish & Wildlife Natural Resources Police

The host of this course, Sergeant Mark A. Gaglione of the Delaware State Police Troop 3 Youth Aid Division, stated, “All law enforcement has recently been trained and continue to retrain on active shooters and school safety.  This course teaches that aspect but also how to prevent these incidents by becoming integrated into the school and community.  By being ever vigilant and present at schools, we can not only deter violence but be a partner with the community and schools to identify individuals in need of assistance and get them the help they need.  Additionally, by interacting with students of all different cultures, backgrounds, and other demographics we can better serve them and hopefully foster a more positive relationship between the community and the police that serve them.”

Wilmington (19809) – The Delaware State Police are currently investigating the armed robbery of a north Wilmington liquor store that took place last night.

The incident occurred at approximately 8:29 p.m., Thursday, August 17, 2018 at the Silverside Discount Liquors, located at 1401 Philadelphia Pike, Wilmington, when a suspect armed with a handgun, approached an employee at the sales counter and demanded money from the register. The victim clerk complied with the demand by turning over an undisclosed amount of cash. After obtaining the money the suspect fled the business and was last seen running west on Silverside Road from Philadelphia Pike. The employee was not injured as a result of the incident.

The suspect is described as a black male, approximately 5’08”-5’10” tall, thin to average build wearing a long-sleeved light colored shirt and shorts with his face covered in possession of an unknown make and model handgun. No surveillance images are available at this time.

Kent County-  The Delaware State Police have arrested Millington, MD woman for her connection with multiple burglaries that occurred in the Hartly, Clayton, and Dover areas.

The Troop 3 Property Crimes Unit have been investigating numerous burglaries and through investigative measures they were able to identify the suspects, 25-year-old Destiny Thomas  and her brother, 32-year-old George Thomas 3rd, both of Millington, MD.

The investigation began in June 6, 2018, when the suspects gained entry into a residence on Arthursville Road, Hartly, removed metal parts from a 1965 Rambler American Model 235, and fled the scene.  On June 10, 2018, Troopers responded to Sudlersville Road, Clayton, in which the suspects entered the residence through a window and removed two shotguns and a television, prior to fleeing the scene.  On June 23, 2018, Troopers responded to Central Church Road, Dover, in which the suspects forced entry through a rear door and once inside they removed numerous electronics, power tools and jewelry prior to fleeing the scene.

Destiny Thomas turned herself in at the Dover Police Department on August 16, 2018.  She was later transported to Troop 3 where she was charged with the following:

• Burglary Second Degree (2 counts)
• Burglary Third Degree
• Theft of a Firearm (2 counts)
• Theft $1500 or Greater
• Theft Under $1500 Where a Victim is 62 Years of Age or Older
• Theft Under $1500
• Criminal Mischief (2 counts)

Destiny was arraigned before the Justice of the Peace Court 2 and released on $19,500.00 unsecured bond.

Smyrna– The Delaware State Police are investigating an abduction that occurred in the Holly Hill Mobile Home Park.

On Thursday, August 16, 2018, Troopers responded to Laurel Lane to check on the welfare of a 28-year-old female who lived at that residence.  The victim’s boyfriend had received a call from her requesting help.  He believed the victim had been abducted by her estranged husband, 26-year-old Steven Smith of Smyrna.

Upon arrival at the residence, Troopers located a damaged front door and immediately checked the interior, and did not locate the victim.  It was learned that the victim and Smith had an extensive domestic history and he recently threatened to kill her.

Smith’s rental car was located in Holly Hills Mobile Home Park.  It was learned that the victim and Smith were traveling in the victim’s vehicle, in the West Virginia area.  The vehicle was located traveling in West Virginia, where a traffic stop was initiated, and a pursuit ensued.  During the pursuit, Smith drove over stop sticks and struck two patrol vehicles.  The vehicle eventually exited the roadway and became disabled.

Smith was found deceased in the vehicle with a self-inflicted gunshot wound.  The victim, also located in the vehicle, indicated that Smith had abducted and assaulted her, and indicated that he was going to kill her and then kill himself.

The victim was transported to a local area hospital with non-life threatening injuries.
