*Update* Georgetown Man Arraigned and New Bond Set

Georgetown- An emergency bond hearing sets a new bail amount for 22-year-old Clay Conaway who was charged with Rape in the first degree and six counts of Rape in the second degree.

On Thursday, September 27, 2018, Clay Conaway had an emergency bond hearing where he was arraigned on the six additional counts of Rape in the Second Degree.  Conaway received an additional $240,000.00 secured bond on top of the original $70,000.00 secured bond and was committed to the Sussex Correctional Institution and ordered to have no contact with the victims or their families.

The Delaware State Police is asking for anyone who has information in reference to any additional criminal incidents involving this defendant to contact Troop 4, Major Crimes Unit, Detective D. *UPDATE-Arrest Made* Troopers Investigating Robbery at Best Knights Inn – New Castle

New Castle (19720) – The Delaware State Police have arrested Jabbar Vaughn, 23, of Wilmington, for a strong arm robbery that occurred at approximately 5:24 p.m., Tuesday, September 4, 2018 inside a room at the Best Knights Inn, located at 1200 West Ave., New Castle.

Through a variety of investigative leads detectives were able to positively identify Vaughn as the subject who assaulted a female acquaintance in a Best Knights Inn motel room before making off with her cell-phone.

Vaughn was taken in to custody without incident on Wednesday, September 26,  and transported to Troop 2 where he was charged with one count of Robbery 1st Degree. He was then arraigned in Justice of the Peace Court #2 and released on $10,000.00 unsecured bail.

Assault Leads to Burglary and Weapon Charges-Delmar

Delmar- The Delaware State Police have arrested a Salisbury, Maryland man after he entered into a residence uninvited and assaulted a resident.

The incident occurred on Tuesday, September 4, 2018 at approximately 10:50 a.m., when Troopers were dispatched to the 12000 block of Line Road for a report of an assault.  Prior to the Troopers arrival, it was learned that a 65-year-old male victim was in the process of being transported to the Peninsula Regional Medical Center.  Contact was made with the victim at the hospital where he indicated that an acquaintance, 66-year-old William D. Betts had entered his residence unannounced and began arguing and threatening to kill him. Betts soon after left the residence and entered the victim’s detached garage where he began pushing items over.  Betts obtained a crowbar and a screwdriver and proceeded back into the residence.  He continued to confront the victim, striking him over the head with the crowbar and threatening him with the screwdriver, prior to leaving the scene.

The victim was treated and released from the hospital with non-life threatening injures.

On Wednesday, September 26, 2018, Betts turned himself in at Troop 5 where he was charged with the following:

  • Possession of a Deadly Weapon During the Commission of a Felony (2 counts)
  • Burglary Second Degree
  • Aggravated Menacing (2 counts)
  • Burglary Third Degree
  • Terroristic Threatening
  • Assault Third Degree
  • Criminal Mischief

Betts was arraigned before the Justice of the Peace Court 2 and released on $58,100.00 unsecured bond.

*Update* Name Released in Death Investigation-Portsville

Portsville – The Delaware State Police are releasing the name of the individual that was discovered deceased in the area of Portsville MillPond.

The victim, identified as 19-year-old Isaac Hatton of Laurel, was pronounced deceased at the scene from an apparent gunshot wound.

The Delaware Division of Forensic Science will be conducting an autopsy to determine the cause and manner of death.

Troopers Investigating Shots Fired Incident-Magnolia

Magnolia– The Delaware State Police are currently investigating a shots fired complaint in which a residence was struck.

The incident was reported on Wednesday, September 26, 2018 at approximately 10:00 a.m., when Troopers were dispatched to the 900 block of Peachtree Run for a report of a residence being struck by gunfire.  Upon arrival, contact was made with a 77-year-old male resident who advised that at approximately 1:00 a.m. he heard several loud bangs that appeared to be gunshots.  It was not until later that morning when the victim discovered a bullet hole through one of his windows.  Also in the residence during this incident was the victim’s 73-year-old wife and their 23-year-old grandson.  Neither of the residents sustained injuries.

State Police Conducting Death Investigation – Portsville

Portsville – The Delaware State Police are currently conducting a death investigation after an adult male was discovered deceased in the area of Portsville MillPond.

The preliminary investigation has determined at approximately 9:22 a.m., Wednesday, September 26, 2018, troopers responded to the area of Portsville Road and Dogwood Lane, west of Laurel for a report of a male subject that was found in the pond. Sussex County Paramedics responded to the scene and pronounced the victim deceased at the scene.

The Delaware Division of Forensic Science was contacted to remove the male victim, whose name is being withheld pending notification of next of kin and extended family, to conduct an autopsy to determine the cause and manner of death. The investigation into the death of the male subject is in its early stages and information will be released as it becomes available.

At this time the Portsville Road in the area of Dogwood Lane is closed.

Harrington– The Delaware State Police are releasing the name of the man that was killed in a crash during the early morning hours on Tuesday, September 25, 2018 on Whiteleysburg Road at the intersection of Ingram Branch Road, as 86-year-old Philip Caliendo of Harrington, Delaware.

This crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.

Public’s Assistance Sought in Identifying Robbery Suspects

Wilmington – The Delaware State Police and the Wilmington Police Department are investigating a series of robberies that occurred earlier this month and are asking for the public’s help in identifying the suspects.

The pictured suspects are wanted for their involvement in two robberies being investigated by the Delaware State Police. The first incident occurred on Sunday, September 9th, 2018 at the 7-Eleven located at 2100 Foulk Rd. and the second on Thursday, September 13, 2018 at the Family Dollar located in the Canby Park Shopping Center. These same suspects are being sought by the Wilmington Police Department for a robbery that occurred on September 12, 2018 at the 7-Eleven located at 1801 Pennsylvania Avenue.

In each of these incidents the pictured suspects enter the business to survey the interior, and then exit. Immediately upon their exit, multiple masked suspects enter, one of which is brandishing a handgun, and then proceed to carry out the robbery. After demanding and receiving cash and cigarettes from the victim-employee, all suspects enter in to a dark colored vehicle and flee the scene.

*Update* Troopers Investigating Fatal Crash-Harrington

Harrington– The Delaware State Police Collision Reconstruction Unit is currently investigating a fatal crash that occurred earlier this morning.

The incident occurred at approximately 7:58 a.m., on Tuesday, September 25, 2018, when a blue Dodge Dakota was traveling northbound on Ingram Branch Road approaching a posted stop sign at the intersection of Whiteleysburg Road. A teal green Lincoln Town Car was traveling eastbound on Whiteleysburg Road approaching the intersection of Ingram Branch Road.  For unknown reasons, the operator of the Dakota failed to stop at the posted stop sign and attempted to make a left turn onto Whiteleysburg Road, striking the Town Car head on in the eastbound lane of Whiteleysburg Road.  After the impact, the Town Car traveled off the roadway in a grassy ditch, where it caught fire.

The operator of the Dodge, an 86-year-old male from Harrington, was not wearing his seatbelt and was pronounced deceased at the scene.  Identification is pending notification of next of kin.

The operator of the Town Car, a 33-year-old male from Galena, Maryland was wearing his seatbelt and was transported to the Bayhealth Kent General Hospital with non-life threatening injuries.

Whiteleysburg Road in the area of Ingram Branch Road was closed for approximately 3 hours while the crash was investigated and cleared.

State Police to Conduct Citizens Police Academy in Sussex County

Sussex County- The Delaware State Police are now accepting applications for the Fall/Winter 2018 Citizens Police Academy.

The 2018 Spring Delaware State Police Citizen’s Police Academy will begin on Thursday, October 25th, 2018 and will conclude on Thursday, January 10, 2019. The academy will consist of ten, Thursday night sessions, running from 5:00 p.m. to 8:00 p.m. Most of the classes will take place at the Delaware State Police Sussex County Emergency Operations Center, located at 21911 Rudder Lane, Georgetown, Delaware.

Participants will learn about a wide variety of police activities consistent with what a Delaware Trooper experiences today. The instruction includes criminal and traffic investigations, special units, and various other law enforcement related topics. Additionally, participants will have the opportunity to ride with patrol troopers. Class size will be limited to 20 participants and a background check will be conducted on all applicants. Deadline for registration is October 18, 2018. Applications must be returned by that date in order to be processed.
