Troopers Investigating Robbery – Dover

Dover (19904)- The Delaware State Police are investigating a robbery that took place late Tuesday evening.

The incident occurred on Tuesday, October 23, 2018 at approximately 11:19 p.m. when Troopers were dispatched to the unit block of Webbs Lane in reference to a report of a robbery.  Upon arrival, Troopers made contact with a 51-year-old male who advised that while he was outside his apartment, he was approached by two subjects from the parking lot, a male and a female.  Both suspects were armed with guns and began pointing them at the victim.  The victim proceeded to throw his wallet on the ground at which time the suspects obtained the victim’s property and fled the scene.

The male suspect was described as a black male approximately 6’00” tall, 185-190 lbs., in his 30’s and wearing all dark clothing.

The female suspect was described as a black female approximately 5’06” tall, 135 lbs., in her 30’s and wearing all dark clothing.

The victim was not injured as a result of this incident.

Troopers Seek Public’s Assistance in Identifying Suspect

Kent County– The Delaware State Police are asking for the public’s assistance in identifying the pictured suspect who is wanted in connection with three thefts and a robbery from gas stations.

Delaware State Police Troop 3 and the Camden Police Department have handled a total of four incidents between October 20, 2018 and October 24, 2018, occurring between the hours 8 p.m. and 11 p.m. The suspect enters the business and approaches the cash register. Once the cash register is opened by the employee, the suspect removes cash and flees the scene.

The suspect has been described as a black male, approximately 5’06”-6’00” tall, 150 lbs., and in his 30’s with a full beard.

*Update #2 Driver Succumbs to Injuries* Troopers Investigating Crash Involving a Moped-Lewes

Lewes- The Delaware State Police are continuing to investigate a fatal crash involving a moped that occurred on Tuesday, October 23, 2018 at approximately 6:38 p.m., on John J. Williams Highway (SR 24) approaching the entrance of the Peddler’s Village Shopping Center. 

The operator of the moped, a 28-year-old male from Georgetown was not wearing a helmet.  He was initially transported to the Beebe Medical Center and later transferred the Christiana Hospital in serious condition where he succumbed to his injuries 0n Thursday, October 25, 2018. His name is being withheld at this time pending the notification of next of kin and extended family members.

Assistance Sought in Locating Motorcycle That Struck Trooper

 

Newark – The Delaware State Police are continuing to investigate an incident in which a Trooper was struck by a motorcycle, that was evading a DUI checkpoint, and are asking for the public’s help in identifying the operator.

The incident occurred at approximately 11:50 p.m., Saturday, September 1, 2018 at a DUI Checkpoint which was set up in the eastbound lanes of U.S. 40 (Pulaski Hwy.), in the area of Lagrange Avenue, Newark. A uniformed Trooper who was on foot working the check-point observed a sport-style motorcycle, illuminated with green lighting, passing other vehicles which were stopped at the check-point. The operator failed to stop when given verbal commands by the Trooper, and instead accelerated and proceeded to maneuver through the other stopped vehicles, striking the Trooper as he fled. The motorcycle continued to travel eastbound on U.S. 40 at a high rate of speed, running multiple red lights, and was last seen in the area of Porter Rd. As a result of the incident the Trooper was admitted to the Christiana Hospital with an upper extremity injury, but has since been released.

The motorcycle involved in the incident is described as a sport-style bike equipped with green ground effect lighting, similar to the above image.

The operator was described as a white male, wearing a dark helmet, t-shirt, with visible arm tattoos.

Delaware State Police Troop 5 to Host Community Café- Laurel

Laurel– Delaware State Police Troop 5 will be holding a Community Café on Wednesday, October 31, 2018. The event will held from 7:00 a.m. until 9:00 a.m. at the Royal Farms located at 30983 Sussex Highway, Laurel. The Community Café will have Troop 5 Administration and the Community Outreach Officer in attendance to meet and interact with members of the public.

This Community Café is often referred to as “Coffee with a Cop” in other police agencies and is being held in an effort to build a stronger relationship between the Delaware State Police and the communities that we so proudly serve.

Police Activity at Hares Corner Post Office – New Castle


The “STaRS” Program Continues to Expand and Thrive

 

The Delaware State Police STaRS program, “State Troopers actively Reaching Students” continues to thrive and expand!

The initiative kicked off this past January when Troop 3 in partnership with the Caesar Rodney School District initiated its pilot program at the Allen Frear Elementary School located in Camden.

The program continues to be a huge success and provides students with a great opportunity for Troopers to engage in positive conversations with students during their lunchtime. With the program continuing to succeed, STaRS has now expanded to the Lake Forest School District as well as our New Castle County Schools, including seven elementary schools to encompass both the Colonial and Christiana School Districts.

The students have been extremely receptive in speaking with the Troopers and it provides them the opportunity to forge lasting relationships with the Law Enforcement community.

“The STaRS program is a wonderful opportunity for our troopers to reach elementary aged students in nontraditional law enforcement means.  The program is aimed to foster an inclusive environment that builds a better understanding of what law enforcement officers do, while also strengthening the trust of the police.  We accomplish this by uniformed troopers engaging in normal casual conversation and enjoying lunch with the kids.” Captain Joshua A. Troopers visit two elementary schools in the participating school districts per week during the students’ lunchtime. The goal is that the STaRS program continues to be a success in which partnerships merge with Law Enforcement and other school districts.

Wilmington Man Charged with Multiple Drug and Weapon Offenses

New Castle – The Delaware State Police Governor’s Task Force (GTF) with the assistance of officers from Probation and Parole have arrested Angel L. Arbolay, 28, of Wilmington on multiple drug and weapon related offenses after he was located in a New Castle area motel.

On Thursday, October 23, 2018 at approximately 11:50 p.m., GTF members were conducting pro-active patrols in the 100 block of S. DuPont Highway when they heard what sounded like a verbal dispute in a room at the Dutch Inn Motel. Upon making contact with the male subject who was the source of the yelling, officers from Probation and Parole immediately recognized him as Arbolay, who they knew to have an active warrant for Violation of Probation.

Arbolay refused to comply with verbal commands to surrender and proceeded to move towards a nearby night stand within the room, in an apparent attempt to retrieve something. At this time a GTF member discharged their divisionally issued Taser which successfully subdued Arbolay, allowing him to be taken in to custody without further incident.

A subsequent search of the room resulted in the recovery of an array of illegal drugs and related paraphernalia along with a loaded 9mm handgun which was located in the night stand which Arbolay was attempting to access at the time that he was Tased.

 

Arbolay was transported to Troop 2 where he was charged with the following:

  • Possession of a Firearm During the Commission of a Felony (F)
  • Possession of a Firearm by a Person Prohibited (F)
  • Possession of Ammunition by Person Prohibited (F)
  • Possession of a Firearm while in Possession of Illegal Narcotics (F)
  • Possession with Intent to Deliver Heroin Tier IV (F)
  • Possession of Heroin Tier V (F)
  • Unlawfully Operating a Clandestine Laboratory (F)
  • Tampering with Evidence (F)
  • Possession with Intent to Deliver Marijuana (F)
  • Possession of Marijuana (M)
  • Possession of Cocaine (M)
  • Possession of a Schedule IV Narcotic (Alprazolam) (M)
  • Resisting Arrest (M)

Seized Items:

  • 9mm Kel-Tech handgun, loaded with 5 rounds of ammunition
  • 54 grams of heroin
  • 392 grams of marijuana
  • 21 Alprazolam tablets (Schedule IV Narcotic)
  • 1 gram of powder cocaine
  • $573.00 suspected drug money
  • Materials used for packaging heroin for distribution

Arbolay was arraigned in Justice of the Peace Court #2 and then committed to the Howard R. Young Correctional Institution in lieu of $258,400.00 cash bail.

*Update* Troopers Investigating Serious Crash Involving Moped-Lewes

The incident occurred on Tuesday, October 23, 2018 at approximately 6:38 p.m., when a CIXK Moped was traveling westbound on John J. Williams Highway (SR 24) approaching the entrance of the Peddler’s Village Shopping Center.  A Jeep Wrangler was traveling eastbound on John J. Williams Highway towards the Peddler’s Village entrance.  The Wrangler came to a stop in the left turn lane on SR 24, waiting to turn left into the Peddler’s Village entrance. The Wrangler proceeded to turn left into the entrance, directly in the path of the Moped. The impact caused the Moped and the operator of the Moped to be redirected to the westbound side of the roadway. 

The operator of the Moped, a 28-year-old male from Georgetown was not wearing a helmet.  He was initially transported to the Beebe Medical Center and later transferred the Christiana Hospital in serious condition. 

The operator of the Wrangler, a 16-year-old male from Millsboro was properly restrained and did not sustain injuries.  There were also two passengers in the Wrangler at the time of the crash, who did not sustain injuries. 

The roadway was closed for approximately 3 hours while the crash was investigated and cleared.

Lewes – The Delaware State Police are currently on scene of a serious crash involving a motorcycle that occurred at approximately 6:39 p.m., Tuesday, October 23, 2018 on John J. Williams Highway (SR 24).   As a result of this crash John J. Williams Highway at Harts Road is closed.
