Troopers Investigating Theft from Church during Sunday Mass- Wilmington

Wilmington – The Delaware State Police are investigating the theft of a church volunteer’s purse that occurred while she was attending mass on Sunday.

The incident occurred at approximately 12:11 p.m., Sunday, November 4, 2018 at St. Helena’s Church, located at 610 Philadelphia Pike, Wilmington. A 74 year old female, church volunteer placed her purse on a chair in the Sacristy as she assisted with preparations for mass. During the mass the pictured suspect enters the Sacristy, surveys the room and then makes off with her purse.

The suspect is described as a bearded, heavy set white male, 25-35 years of age, wearing a black coat, blue jeans, baseball hat and blue and white sneakers.

Delaware State Police Troop 1 to Host Community Cafe

Wilmington– Delaware State Police Troop 1 will be holding a Community Café at 9:00 a.m. on Thursday November 15th , 2018, at the Einstein Bros Bagels, located at 1732 Marsh Road, Wilmington De. The Community Café will have Troop 1 Administration and the Community Outreach Trooper to meet and interact with members of the public. The Community Café is often referred to as “Coffee with a Cop” in other police agencies and is being held in an effort to build a stronger relationship between the Delaware State Police and the communities that we so proudly serve.

Troopers Searching for Missing 4 Year Old, Warrant Issued for Mother

New Castle – The Delaware State Police are attempting to locate four year old Aliyah Fassett, and have issued an arrest warrant for her biological mother, 37 year old Andrea Brickhouse, for failing to relinquish custody.

On October 16, 2018, New Castle County Family Court issued an order granting custody of Aliyah to the Division of Family Services (DFS). Brickhouse was advised of the ruling but has refused to comply with numerous requests to meet with DFS caseworkers, to turn over custody. Attempts to locate Brickhouse have since been unsuccessful.

Aliyah is described as a black female, 3’00” tall and weighs approximately 30 lbs. No photograph available.

Brickhouse is known to frequent the Wilton area of New Castle and also has ties to the City of Wilmington.  Information obtained by DFS advised that Aliyah was last seen with Brickhouse on todays date in the 2000 block of N. Market St., Wilmington.

A warrant is on file charging Brickhouse with one count of Interference of Custody of a Child Under the Age of 16.

School Bus Stops – ‘Drive as if Your Kids are at the Bus Stop’

Delaware –  While thinking of ways to keep our kids safe at or near school bus stops, we ask drivers to please keep in mind the Rules of the Road for the safety and well-being of children. The Delaware State Police are paying close attention to the recent children involved crashes that occurred in Pennsylvania, Mississippi, Indiana and Florida.

These crashes are a reminder for Delaware to make sure drivers are aware of the rules of the road. School buses are one of the safest forms of transportation on the road, and Delaware drivers can help ensure the safety of our students by slowing down paying special attention to children they see and don’t see at school bus stops. Most of the children who lose their lives in bus-related crashes are pedestrians, many hit by motorists illegally passing stopped buses.

In the spring, Delaware public school bus drivers conducted their eighth annual survey of vehicles illegally passing their buses while they were loading/unloading students with their overhead red lights flashing and lighted STOP arms extended. The survey, conducted on May 4, 2018, included 1,108 bus drivers who reported 572 illegal passes, 8 of which were by the right side of the bus. Almost 300 of the illegal passes (296) were drivers approaching from the rear of the bus. More than half of the illegal passes (294) occurred on the morning bus runs. The Delaware State Police is working with the Delaware Department of Education, Delaware Office of Highway Safety, Delaware Department of Transportation and our community partners to remind drivers of the state’s “Rules of the Road” to keep our children safe when they are getting on or off a school bus. Additionally, it is very important to be aware of the presence of children waiting for the bus during the morning and afternoon hours since it may be dark outside as children attempt to get on and off the bus.

– Bus drivers will turn on the overhead amber flashing lights to give motorists advance notice that they are preparing to stop to pick up or discharge students.
– Once stopped, the bus drivers activate the overhead red flashing lights and extend their bus STOP arms.
– When a bus is stopped on a two-lane road with the overhead red flashing lights illuminated and STOP arm out, the driver of any vehicle approaching the school bus from the front or the rear of the bus shall stop and remain stopped until the red lights are no longer flashing and the STOP arm is retracted.
– On a roadway with four or more lanes, the driver approaching the bus from the front shall not stop.
– Drivers should stop far enough from the bus to allow students to safely enter and exit the bus.
– Be alert. Children can be unpredictable.

Title 21 Rules of the Road § 4166 Overtaking and passing school bus; stop signal devices.
Overtaking and passing school bus. — When a school bus is stopped and displays flashing lamps the driver of any vehicle approaching the school bus from the front or from the rear shall stop before passing the bus and remain stopped until such bus begins to move or no longer has the red stop lamps activated. On roadway or roadways with 4 or more lanes, the driver approaching from the front shall not stop.
Penalties — Whoever violates this section shall, for the first offense, be fined not less than $115 nor more than $230 or imprisoned not less than 30 days nor more than 60 days or both. For each subsequent like offense occurring within 3 years from the former offense, such person shall be fined not less than $115 nor more than $575, and imprisoned not less than 60 days nor more than 6 months. The minimum fine levied for a violation of subsection (d) of this section shall not be subject to suspension.
Suspension of license. — Upon receiving a conviction for a violation, the Department shall suspend the driver’s license and/or driving privileges for a period of not less than 1 month, nor more than 1 year.

Wilmington Man Arrested for Drug and Weapons Offenses

New Castle – The Delaware State Police Governor’s Task Force (GTF) with the assistance of officers from Probation and Parole have arrested Ronald E. Maddrey, 23, of Wilmington on multiple drug and weapons offenses.

On Tuesday, November 6, 2018 at approximately 10:05 p.m., Task Force members were conducting pro-active patrols in the greater New Castle area when they observed a black, Dodge Charger, displaying a fictitious Pennsylvania license plate, pull into the Wawa located at 4000 North DuPont Highway. The operator and sole occupant of the vehicle, who would later be identified as Maddrey then entered the Wawa. Upon exiting the business Maddrey returned to the vehicle at which time Task Force members identified themselves and attempted to question him about the vehicle. Upon being contacted Maddrey  fled on foot back in to the Wawa, where he was taken in to custody  after a brief struggle.

A search of Maddrey’s person produced 72 bags (.504 grams) of heroin and 3 grams of crack cocaine. A search of the Charger produced a 9 mm handgun which had been reported stolen out of the City of Wilmington.

A computer check revealed that Maddrey was wanted on 7 active capias’ in Delaware for multiple traffic offenses as well as a drug charge. It was also determined that Maddrey was a fugitive from Maryland, where he was wanted on outstanding felony firearm, drug and resisting arrest charges.

Maddrey was transported to Troop 2 where he was charged with the below offenses. He was arraigned in Justice of the Peace Court # 11 and then committed to the Howard R. Young Correctional Institution in lieu of $97,000.00 cash bail.

  • Possession of a Firearm during the Commission of a Felony (F)
  • Possession of a Firearm by a Person Prohibited (F)
  • Possession of Ammunition by Person Prohibited (F)
  • Possession of a Firearm while in Possession of Illegal Narcotics (F)
  • Carrying a Concealed Deadly Weapon (F)
  • Possession of a Stolen Firearm (F)
  • Possession with Intent to Deliver Heroin Tier IV (F)
  • Resisting Arrest (F)
  • Possession of Heroin (M)
  • Possession of Cocaine (M)
  • Displaying a Fictitious Registration
  • Driving Suspended
  • No Proof Insurance
  • Operate an Unregistered Motor Vehicle

Delaware State Police Troop 6 to Host Community Cafe

Wilmington – Delaware State Police Troop 6 will be holding a Community Café on Monday, November 12th, 2018, from 7:00–8:30 p.m., at the Kirkwood Public Library, located at 6000 Kirkwood Highway, Wilmington.

Troop Commander Captain Matthew Cox, accompanied by his deputy commanders and the Community Outreach Trooper, will be in attendance to answer questions and address concerns from community members, specific to State Police jurisdiction in the Troop 6 patrol area.

In addition to the general discussion Captain Cox will present and discuss crime and traffic data for the troop area. Community members will also be instructed on how to access the crime mapping feature on the DSP website.

These Café’s are held in an effort to build a stronger relationship between the Delaware State Police and the communities that we so proudly serve.

Milton- The Delaware State Police have identified the name of the individual who was killed in a crash on Monday, November 5, 2018 on Shingle Point Road at the intersection of Gravel Hill Road as 67-year-old Lyn G. Kargaard from Ellendale, DE.

The crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.

*Update* Troopers Investigating Fatal Crash-Milton

Milton- The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash that occurred earlier this afternoon.

The incident occurred on Monday, November 5, 2018 at approximately 1:27 p.m. when a 2007 Toyota Matrix was traveling eastbound on Shingle Point Road and stopped at the intersection of Gravel Hill Road with a stop sign posted. A 2001 GMC Sierra pick-up was traveling southbound on Gravel Hill Road approaching the intersection of Shingle Point Road. For unknown reason, the Toyota pulled out directly into the path of the GMC. As a result, the front of the GMC struck the driver’s door of the Toyota causing substantial damage to the driver’s compartment. The Toyota then rotated violently off the edge of Gravel Hill Road, ejecting the operator.

The operator of the Toyota, a 67-year-old female from Ellendale was pronounced deceased at the scene. Identification of the victim is pending notification of next of kin.  Also pronounced deceased was the victim’s Doberman Pincher that was in a cage in the rear of the vehicle.

The operator of the GMC, a 38-year-old male from Georgetown, was properly restrained and transported to the Beebe Medical Center where he was treated and released with minor injuries.

Impairment is not a factor for either operator.  Gravel Hill Road and Shingle Point Road were closed for approximately 3 hours while the crash was investigated and cleared.

*Traffic Advisory*- Gravel Hill Road at Shingle Point Road Closed Due to Serious Crash-Milton

Milton– The Delaware State Police are currently on scene of a serious crash involving two vehicles that occurred at approximately 1:28 p.m., Monday, November 5, 2018 on Gravel Hill Road at Shingle Point Road.  As a result of this crash the roadway is closed in all directions.
