Colonel Nathaniel McQueen Jr. Formally Announces Newly Promoted Troopers

Cheswold – On Friday, February 7, 2020, at a ceremony held at the Delaware State Troopers Association Hall, located in Cheswold, Delaware State Police Superintendent Colonel Nathaniel McQueen Jr. announced the Division’s most recent promotions.

The newly promoted Troopers were formally announced and presented with the badge signifying their new rank, in a pinning ceremony conducted by Colonel McQueen. A standing room only crowd of family, friends and colleagues filled the hall to congratulate, support and share in this special occasion.

Also on hand to offer congratulatory remarks were Lieutenant Governor Bethany Hall-Long, Delaware Attorney General Kathleen Jennings, Delaware Secretary of Safety and Homeland Security Robert Coupe and President of the Delaware State Troopers Association, Lt. Tom Brackin.

State Police Conducting Death Investigation-Laurel

Laurel- The Delaware State Police are conducting a death investigation after a victim was found deceased yesterday afternoon.

The investigation began on February 5, 2020 at approximately 1:25 p.m., when the Laurel Police Department responded to a residence in the 100 block of N. Central Avenue, limits of Laurel, for a report of a female located deceased inside the residence.  The victim was discovered by family members who responded to the residence to check on her welfare after they had not been able to make contact with her.

At the request of the Laurel Police Department, the Delaware State Police Homicide Unit assumed the investigation.

The 25-year-old female victim has been turned over to the Delaware Division of Forensic Science where an autopsy will be performed to determine the cause and manner of death.  The victim’s name is being withheld at this time.

The investigation is in it’s early stages with further information being released as it becomes available.

*Update-Suspect Wanted* Troopers Investigating Shooting – Georgetown

Georgetown- The Delaware State Police are seeking the public’s assistance in attempting to locate 33-year-old Alvaro E. Marroquinn of North Versailles, PA who is wanted in connection with a shooting incident.

The incident occurred on February 1, 2020 at approximately 3:56 a.m., when EMS was dispatched to the 100 block of Garden Circle, Georgetown for an unknown medical emergency.  Upon arrival, EMS located a 39-year-old female in an orange Toyota Tacoma suffering from what appeared to be a gunshot wound.  The victim was transported by EMS to the Sussex Bayhealth Hospital and later transferred to the Christiana Hospital in serious condition. 

Through investigative measures, Alvaro Marroquinn was developed as a suspect.  Troopers have been unable to locate Marroquinn who currently has active warrants out of Troop 4 for the following:

  • Assault First Degree
  • Possession of a Firearm During the Commission of a Felony

Troopers Attempting to Locate Assault Suspect – Claymont

Claymont – The Delaware State Police are attempting to locate 23 year old William Cosella of Aston, Pennsylvania, in connection with a felony assault that occurred over the weekend.

The investigation has determined that during the weekend of Saturday, February 1 and Sunday, February 2, 2020, Cosella was occupying a room at the Knights Inn, located at 7811 Governor Printz Blvd., with his girlfriend, a 24 year old female. During their stay, the two subjects engaged in a verbal altercation which escalated, resulting in Cosella physically assaulting the female victim.

The victim was subsequently treated at an area hospital for serious injuries.

Cosella is described as a white male, 5’10” tall, 175 lbs., with brown hair and hazel eyes. (NO PHOTO AVAILABLE). Cosella has ties to Aston, PA and is known to frequent the Chester, PA and Claymont areas.

Pursuit Leads to Theft Apprehension- Ocean View

Ocean View- The Delaware State Police have apprehended 30-year-old Bryan Denegal of Dover, DE after he stole items from several vehicles and led police in pursuit.

The incident occurred on February 3, 2020 at approximately 10:59 p.m., when Troopers were dispatched to the 30000 block of Teal Court, Ocean View, for a report of a theft in progress.  Upon arrival, Troopers made contact with a victim who advised he witnessed a suspect, Bryan Denegal, enter his vehicle and proceed to take items.  The victim approached Denegal, when Denegal took off running towards his vehicle, a 2007 black Chevy Cobalt.

A black Chevy Cobalt was observed driving westbound on Waterway Drive, with the driver matching the description of the suspect (Denegal).  A traffic stop was initiated when Denegal failed to stop and continued to flee, traveling at a high rate of speed and committing multiple traffic violations.  Denegal continued onto Island Drive, where he drove onto the front yard of a residence and almost struck a 53-year-old male resident who was outside.   Denegal continued to flee and struck a concrete fence pole and then proceeded to drive onto the front yard of a residence on Teal Court, causing minor damage to the yard. While still continuing to flee, Denegal struck a mailbox on Marlington Road.  Denegal continued traveling south on Cedar Neck Road at speeds exceeding the posted speed limit, when he lost control of the vehicle and collided with a telephone pole and a tree.  Denegal was not properly restrained and was ejected from the vehicle.

Upon contact with Denegal, the Trooper observed a strong odor of alcohol.  Denegal was transported to the Beebe Medical Center with non-life threatening injuries.

A search of Denegal’s vehicle was conducted and multiple stolen items from vehicles in the area were recovered.

Upon Denegal’s release from the hospital, he will be charged with the following:

  • Possession of a Deadly Weapon During the Commission of a Felony
  • Reckless Endanger First Degree
  • Reckless Endangering Second Degree
  • Disregarding a Police Officer Signal
  • Theft (4 counts)
  • Leaving the Scene of Property Collision Accident (4 counts)
  • Criminal Mischief
  • Driving a Vehicle Under the Influence
  • Multiple traffic related offenses

TROOPERS ATTEMPTING TO IDENTIFY A BURGLARY SUSPECT-WILMINGTON

Wilmington – The Delaware State Police is investigating a burglary that occurred in early January, and is asking for the public’s assistance in identifying the suspect.

During the early morning hours of January 6, 2020, the pictured suspect made gained entry into Concord Smokeland, located at 2907 Concord Pike, Wilmington and removed various tobacco products.

The suspect appears to be a male wearing a hooded sweatshirt, dark pants, Nike sneakers, and carrying a dark backpack.

TROOPERS PROVIDE GUIDELINES REGARDING ONLINE AUTO SALES

With the rise of online auto sales from sources such as Craigslist and Facebook Marketplace, the Delaware State Police Auto Theft Unit is receiving a rising number of consumer concerns from individuals who have purchased vehicles and have experienced problems with documents such as titles and ownership papers.

 

With this in mind, the Auto Theft Unit would like to inform the public of the following guidelines when dealing with possible “not so reputable” sellers.

 

* Always make sure you know exactly who you’re dealing with, and make sure they have a title to the vehicle in their name.  Ask to examine the title before any money exchanges hands.  Check the front and the back of the title, and make sure the VIN (vehicle identification number) of the vehicle exactly matches the title.  Also, ensure the title has not been signed over to other persons already.  If there’s other persons or businesses listed on the back, the title will not be able to be transferred to a new owner without additional documentation, if at all.

 

* If the person you’re negotiating with states that he is “affiliated” with an auto dealer, you should be conducting all business with that person at that dealership.  So called “street corner” deals and parking lot deals are a bad omen and should be avoided.

 

* There are several on-line sources to check the history of any vehicle you are considering to purchase.  One such source is www.NICB.org  (National Insurance Crime Bureau).  On their main page, at the lower left, is a section called “VinCheck”.  There, you can enter the VIN of a vehicle and determine if it’s listed as “stolen” or if it’s been listed as a salvage vehicle.  This service is free to the public, but there are many others, such as “Carfax”, that charge a fee for a more detailed report.

 

* If you decide to make a purchase of a vehicle, make sure that you receive a properly endorsed title and a Bill of Sale that contains the following information:  Date of purchase, the purchase price, the seller’s full name, address and telephone, your name and address and a full description of the vehicle including the VIN.  Both the seller and the purchaser should sign the bill of sale.  If the seller cannot deliver a title to you at the time of transfer, DO NOT complete the purchase.

 

* Special note regarding salvage vehicles, as listed on the title/certificate.  There are many laws and state regulations regarding the re-titling of salvage vehicles.  If the vehicle in question has already been repaired, it is most likely the current owner’s responsibility to obtain a new title to the vehicle before transfer to a new owner.  If you do decide to purchase a salvage vehicle that has not been repaired, then you are required to make the necessary repairs to the vehicle before you can obtain a new title to the vehicle, and the vehicle MUST be inspected by the DSP Auto Theft Unit PRIOR to the titling process.  (See the DE DMV web page for salvage vehicle procedures)

 

* Special note regarding trailers.  Make sure a VIN is clearly visible on the trailer.  Most trailers will have a manufacturer’s label with pertinent data about the trailer, including the VIN.  Make sure the owner has a title to the trailer in their name.  If they do not, it is their responsibility to obtain a title prior to transfer, as it is unlawful to sell a vehicle without a title.  If any of these issues become apparent when shopping for a trailer, it is best to avoid the purchase.

DELAWARE STATE POLICE ANNOUNCES THE 2020 CAMP BARNES APPLICATION PROCESS

Applications for Camp Barnes will be available online or at any Delaware State Police Troop on March 1st 2020.  Applications can be downloaded at the camp’s website  www.campbarnes.net starting March 1st.  Dates for the camp and camp orientation dates will be included with the application and listed on the website.

Camp Barnes is a recreational summer camp that is run and operated by the Delaware State Police.  Camp Barnes is an overnight camp that is FREE to those attend. Children between the ages of 10-13, who are residents of the State of Delaware, are eligible to apply.

Some of the many activities campers participate in throughout the week include the following:

 

* Swimming in an Olympic size pool

* Kayaking in Millers Creek

* Archery

* Basketball

* Soccer

* Lacrosse

* Arts and Crafts

* Nature Walk

* Fishing/Crabbing

* Talent Show

* Camp Olympics

 

Camp Barnes has a staff of 16 counselors (eight male and eight female).  All Counselors are required to submit to a criminal background and are interviewed prior to being hired.  The staff also includes one on site nurse, one head cook, and one assistant cook.  A Delaware State Trooper will be on duty at all times when the camp is in session.

Camp Barnes is NOT a boot camp or intended for youth with behavior or disciplinary problems.

It is encouraged that all parents get an updated physical for their children as soon as possible, because spots fill up quickly.  Campers will not be assigned a week until an up-to-date physical is received.
