Troopers Investigating Shots Fired Incident-Felton

Felton- The Delaware State Police are investigating a shots fired complaint that occurred last evening.

The incident occurred on May 28, 2020 at approximately 10:32 p.m., when Troopers responded to the area of Cattle Drive, Felton, for a report of shots being fired.  Upon arrival, Troopers located a residence with its front glass screen door shattered.  Contact was made with the homeowner who advised that he had been sleeping and was unaware of the incident.  Further investigation led to the discovery that the front exterior door to the residence as well as a bedroom window had been struck by a bullet projectile.  The 72-year-old male was uninjured and the only occupant in the residence during this incident.

*Update* – Troopers investigating shooting incident – Newark

Newark– On Wednesday May 27, 2020 at approximately 9:39 p.m. Delaware State Police responded to a reported shooting at the I-95 service plaza in the area of the Sunoco Gas Station, located at 520 JFK Memorial Hwy.

The investigation revealed that 5 victims were traveling northbound on I-95 in the same vehicle in the area of the service plaza. An unknown suspect vehicle traveled past the victim’s car and fired gunshots into the victim’s vehicle.  During the shooting, a 16 year old female victim suffered a gunshot to the abdomen and was transported by ambulance to a local hospital. A second victim, a 20 year old male suffered minor injuries from broken glass and was transported to a local hospital by ambulance. No other occupants of the vehicle were injured.

After the incident all occupants of the vehicle exited the vehicle while on I-95 northbound and ran to the Sunoco Gas Station. The victim vehicle came to a rolling stop off the roadway just north of the exit to the service area on the north side.  The suspect vehicle continued traveling northbound on I-95 after the incident. At this time there is no suspect information or surveillance footage.

Troopers arrest Pennsylvania man on weapon and traffic charges – Claymont

Claymont – Delaware State Police have arrested a Drexel, Pa. man on a weapon and traffic charges, after being stopped for multiple traffic violations.

At approximately 2:19 p.m., Wednesday, May 27, 2020, when Troopers pulled over a silver 2016 Chevrolet Sonic for speeding on I-495 Claymont, De.

Upon making contact with the vehicle, the driver was identified as Bobby Stoves, 36. During contact with Stoves it was learned through investigative measures there were two concealed firearms within the vehicle. A computer search then revealed Stoves did not have a valid Carry Conceal Permit License in Delaware.

A subsequent search of the vehicle produced one black .380 caliber Ruger semi-automatic handgun and one black .45 caliber Ruger semi-automatic handgun. Additionally located in the vehicle was one magazine containing six .380 caliber bullets and one magazine containing ten .45 caliber Ruger bullets.

Stoves was taken into custody without incident and transported to Troop 1 where he was charged with the following crimes:

  • Carrying a Concealed Deadly Weapon (F)
  • Failure to Have Insurance Identification in Possession
  • Speeding In Excess of Posted Limits
  • Failure to move over for an emergency vehicle

Stoves was subsequently arraigned in the Justice of the Peace Court and released on his own recognizance.

Newark– On May 27, 2020, at 9:39 p.m., the Delaware State Police were dispatched to 520 JFK Memorial Highway for a report of two victims with gunshot wounds. Upon arrival, Troopers located the victims at the scene who were transported by ambulance to an area hospital for treatment.

Troopers Searching for Wilmington Man Wanted for Felony Domestic Related Charges- Newport

Newport- The Delaware State Police are seeking the public’s assistance in attempting to locate 32-year-old Kevin J. Ramos of Wilmington, DE who is wanted for felony domestic and additional related charges.

The incident occurred on May 24, 2020 at approximately 6:30 a.m., when Troopers responded to a residence located on the 1300 block of East Newport Pike, Wilmington, in reference to physical domestic incident.  Upon arrival, Troopers met with a 41-year-old female victim who advised that she and Ramos, had been involved in a physical altercation inside the residence. Also inside the residence during the incident was a 32-year-old female from Orlando, FL, who was a friend of the victim. During the incident, Ramos threatened both females before stealing a brown 2012 GMC Terrain that belonged to one of the victims and fleeing the area before police arrived. A computer check revealed there was an active court order between Ramos and the victim that Ramos violated.

The 41-year-old female victim was transported to an area hospital for minor injuries.

Troopers have been unable to locate Ramos who currently has active warrants out of Troop 6 for the following crimes:

  • Burglary 2nd Degree (felony)
  • Theft of a Motor Vehicle (felony)
  • Terroristic Threatening (2 counts)
  • Assault 3rd Degree
  • Breach of Release

*Traffic Advisory* Overturned Dump Truck Causes Road Closure-Frankford

Frankford- The Delaware State Police are currently on scene of a single motor vehicle crash that occurred on May 27, 2020 at approximately 1:27 p.m., involving an overturned dump truck with a fuel spill.

As a result of this crash Lowes Crossing Road east of Pear Tree Road, Frankford is closed at this time.

Motorists will experience delays in the area and are advised to seek alternate routes of travel.

The Delaware State Police and Municipal K9 Teams Receive National Certification

Delaware- The Delaware State Police and Municipal K9 teams throughout the state received National Certification by the National Police Canine Association. Both single and dual purpose K-9 teams participated in the certification event.

During the week of May 11, 2020, (22) K9 teams completed the Patrol and Explosive Certifications through the National Police Canine Association. The K9 teams consisted of 14 Delaware State Police K9 teams and 8 municipal K9 teams from Capitol Police Department, Department of Natural Resources Police, Laurel Police Department, Delaware Department of Corrections, and the University of Delaware Police Department.

During the week of May 18, 2020, (26) K9 teams completed the Patrol and Narcotics Certifications through the National Police Canine Association. The K9 teams consisted of 18 Delaware State Police K9 teams and 8 Municipal K9 teams from the Dover Police Department, Newark Police Department, Bridgeville Police Department, Laurel Police Department, Ocean View Police Department, Department of Natural Resources Police, Blades Police Department, and the Harrington Police Department.

NPCA is a non-profit association dedicated to the training, development, and certification of law enforcement canine teams and their administrations.  NPCA strives to be the best resource for the professional canine unit. NPCA offers nationally accepted certifications throughout the year, across the United States. NPCA also provides regional and national canine training seminars. Our certifications offer realistic and attainable goals for today’s working service dog team. NPCA promotes and assists in the utilization of police service dogs in prevention and detection of crime. NPCA has Trainers, Instructors, a Standards Committee and Board of Directors with vast canine experience in all canine related aspects.”

State Police Investigating Trooper Involved Crash-Clayton

Clayton- The Delaware State Police Collision Reconstruction Unit is investigating a crash involving a State Trooper that occurred earlier this morning.

The incident occurred on May 26, 2020 at approximately 7:00 a.m., when a black 2005 Chevrolet Tahoe was traveling eastbound on Millington Road towards Jewel Drive in foggy conditions, with its running lights activated but not its head lamps. An unmarked divisional issued silver Chevrolet Tahoe was traveling westbound on Millington Road, nearly stopped, preparing to turn left into a driveway in the 1800 block of Millington Road for a domestic related complaint. Directly in front of the unmarked DSP Tahoe was a marked divisional issued Tahoe that had just made a left turn into the driveway.  This action caused the driver of the black Tahoe to swerve from the eastbound lane, partially entering into the westbound, where it struck the silver unmarked Tahoe head on.  Neither DSP vehicles had their emergency equipment activated.

The operator of the 2005 Chevrolet Tahoe, a 36-year-old male from Dover was transported to the Bayhealth Kent General Hospital where he was treated and released with minor injuries.

The Trooper who was operating the silver Chevrolet Tahoe was also transported to the Bayhealth Kent General Hospital where they were treated and released with minor injuries.

Millington Road between Blackiston Church Road and Daisey Road was closed for approximately 3 hours while the crash was investigated and cleared.

*UPDATE* Troopers Investigating Fatal Motorcycle Crash SR 1 N/B at Rt. 13 (Tybouts Corner)- Bear

Bear – The Delaware State Police are investigating a fatal crash involving a motorcycle that occurred at approximately 4:23 p.m., Sunday, May 24, 2020. The crash occurred on northbound SR 1, Korean War Veteran Memorial Highway, north of the US 13/SR1 split and just south of Tybouts Corner, Bear.

The initial investigation has determined a 2016 Victory Magnum motorcycle operated by a 53-year-old Chester, PA man, was traveling on SR 1 through a slight right curve and then a slight left curve in the right lane of travel. While traveling through the slight left curve, the operator failed to negotiate the curve and traveled off the right side of the roadway. The motorcycle then struck an embankment, and the operator was ejected from the motorcycle. The operator was transported to a nearby hospital where he was pronounced deceased.

The identification of the victim is pending notification of next of kin.
