Wilmington – Delaware State Police are on the scene of a serious motor vehicle crash that occurred at approximately 12:26 p.m., Tuesday, September 15, 2020, on southbound I-495 in the area of Naamans Road. 

As a result of the crash, I-495 southbound in the area of Naamans Road is closed. Motorists are advised to avoid the area and seek alternate routes of travel. The road closure is anticipated to be lengthy, with no estimated time for a re-opening.

Wilmington – The Delaware State Police are seeking the public’s assistance with identifying suspects involved in an offensive touching that occurred during a political rally.

The incident occurred on September 13, 2020 at approximately 1:02 p.m., at the Crossroads Restaurant located at 4579 Kirkwood Hwy., Wilmington. Upon arrival Troopers learned that three juvenile ages 10, 7, and 5 and three adults ages 41, 44, and 70 were struck by raw eggs while attending a Republican political rally. The victims were standing on a concrete wall adjacent to westbound Kirkwood Hwy attending the event when they were struck by eggs thrown by three male suspects hanging out of the window of a passing by vehicle. The suspects were described as males approximately 20-25 years old and operating a gold or white SUV. There is no other identifying information at this time.

Lincoln – The Delaware State Police arrested 43-year-old Michelle L. Henderson for aggravated menacing and related charges after she threatened a second individual within a residence in Cedar Village Mobile Home Park Lincoln, De.

The incident occurred on Sunday, September 13, 2020 shortly after midnight.  Troopers were dispatched to a residence within the above listed MHP for a reported incident involving a knife.  Further investigation revealed that Henderson had engaged in a verbal argument with a second subject who was arriving home at the residence, due to a discrepancy involving the arrival time back to the residence.  Henderson reportedly swung a kitchen knife at this subject as the individual was trying to enter through the front door.  No contact with the knife was made and the individual was not injured.

Upon the Troopers arrival, Henderson was found to be extremely intoxicated.  She was uncooperative and remained uncooperative throughout the whole time Troopers were trying to assess the situation.  At one point Henderson threw her cell phone in the direction of one of the Troopers who was speaking with the second individual.  At this time, Henderson attempted to leave the residence and enter into a pickup truck.  Henderson subsequently was handcuffed after a brief struggle and escorted to a patrol vehicle.  Defendant refused to enter into the rear of a police vehicle and was assisted in so doing.  Upon Troopers attempting to place a seat belt on the defendant, she bit one of the Troopers left forearm.  The contact broke the skin and caused visible injury to the point where the injury was bleeding.  Upon the transport back to Troop 7, Henderson remained disorderly and attempted to kick out the rear windows of the patrol vehicle.

At Troop 7 Henderson was charged with the following:

• Aggravated Menacing (F)
• Possession of a Deadly Weapon during the Commission of a Felony (F)
• Assault 2nd Injure a Law Enforcement Officer (F)
• Resisting Arrest with Force or Violence that Intentionally Prevents or Attempts to prevent a Peace Officer from effecting an arrest (F)
• Failure to Comply with Taking of Photos and Fingerprints (M)
• Criminal Mischief (M)

Henderson was later arraigned before the Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on $79,100.00 cash only bond.  Henderson could potentially be transported to WCI in New Castle, De. at a later time.

Georgetown, Delaware – The Delaware State Police have arrested 34 year-old, Alvaro E. Marroquinn on Assault 1st (F) and Possession of a Firearm During the Commission of a Felony charges (F), stemming from an assault that occurred on February 4, 2020.

On February 4, 2020 a warrant was obtained charging Defendant Alvaro E. Marroquinn with Assault 1^st and Possession of a Firearm During the Commission of a Felony. Investigation revealed Marroquinn is alleged to have shot an acquaintance in the head while the two were in the area of Garden Circle in Georgetown, De,  Marroquinn fled the scene and his whereabouts have remained unknown since this date.  However, several law enforcement agencies assisted in attempting to locate him with negative results. Through investigative measures, it was learned that Marroquinn had returned to Guatemala and Mexico. On June 6, 2020 DSP Troop 4 Detectives were contacted and advised that Marroquinn had been apprehended by the United States Border Patrol in Arizona, while attempting to re-enter the country.  At that time his extradition was confirmed. On September 11, 2020 DSP Troop 4 Detectives were advised Marroquinn would be transported to Troop 4 by State Detectives.  Marroquinn had been transported to Philadelphia, PA, and furthermore turned over to State Detectives in Wilmington, DE by US Marshals on September 11, 2020.

Marroquinn was arraigned at Justice of the Peace Court 3 (with the assistance of a language phone line). Marroquinn also had an outstanding (issued in 2015) warrant for Failure to Appear on a previous Assault charge. Subsequently, Marroquinn was committed to Sussex Correctional Institution on a total of $500,000 cash only bail  for the Assault 1st Degree and Possession of a Firearm during the Commission of a Felony charges, and $1,000 secured bail on the outstanding capias.

Rehoboth – The Delaware State Police are investigating a DUI involved crash early this morning in which a State Troopers vehicle was struck.

The incident occurred on Saturday, September 12, 2020 just after midnight when a 2005 Chrysler 300 travelling on Old Landing Road west of Airport Road failed to reduce speed and move over, side swiping a fully marked blue DSP Tahoe which was conducting a traffic stop with its emergency lights activated.  The Tahoe was struck on the drivers door.  The Trooper suddenly realized the Tahoe was about to be struck, with the Trooper being able to re-enter into the Tahoe, just prior to impact.  As the Trooper was attempting to re-enter the Tahoe, the drivers side Tahoe door struck the Troopers leg, however the Trooper was not injured.  The State Police Vehicle sustained functional damage to the drivers side door area.

Occupant of the striking vehicle was identified as 70 year old Gregory Brown, from Rehoboth Beach, De.  Operator Brown did not sustain any injuries from this accident.  The Chrysler 300 sustained disabling damage to the vehicles right front quarter panel and had to be towed from the scene.

Gregory Brown was charged with DUI and Failure to Yield/Change Lanes for Stopped Emergency Vehicle.  Mr. Brown was issued a mandatory appearance to the Justice of the Peace Court for a later date.

The vehicle that was pulled over by the Trooper at the time of the accident was not involved in the collision.

The crash remains under investigation by the Delaware State Police at this time.

Smyrna – Delaware State Police are seeking the public’s assistance with identifying the individual seen in the surveillance footage, who is a person of interest in connection with multiple vehicle break-ins in the Smyrna area.

During the overnight hours on Saturday, August 29,2020, the preliminary investigation has determined several vehicles parked in the Northridge and Hickory Ridge Developments were broken into. All of the vehicles entered were not locked, and personal property was stolen.

The suspect in the surveillance video is described as a white male, wearing a dark-colored hooded jacket, dark-colored pants, and brown colored shoes.

This investigation is ongoing, and anyone with information is asked to contact Detective J. Seaford – Delaware State Police concluded a 6 month long investigation on September 8, 2020, that resulted in the arrest of 37-year-old Adan Montalvo-Cruz of Seaford on multiple drug and weapon charges.

Through investigative measures, it was discovered Montalvo-Cruz was utilizing the mail to have cocaine shipped from Puerto Rico to the Delaware area. At the conclusion of the investigation, Montalvo-Cruz had a package delivery scheduled to arrive at his residence. Surveillance was established on the residence prior to the package being delivered and Montalvo-Cruz was observed standing in the front door of the residence. Shortly after the package was delivered, Montalvo-Cruz exited the front door and carried the package into the residence. A search warrant was executed on the residence and Montalvo-Cruz was taken into custody without incident. Also in the residence at the time was an adult female and young child.

During a search of the residence, the following items were located and seized:

• Approximately 1122.11 grams of cocaine
• Approximately 1.59 grams of marijuana
• $5,309.00 in suspected drug proceeds
• 1-9mm Glock with extended magazines
• 1-Keltech 12 gauge shotgun
• 163 rounds of assorted ammunition (9mm, .45 cal, and 12 gauge)
• Assorted drug paraphernalia

Montalvo-Cruz was transported to Troop 4 where he was charged with the following crimes:

• Possession with Intent to Deliver Cocaine (Tier 3- felony)
• Possession of Firearm by Person Prohibited (felony)
• Possession of Deadly Weapon During the Commission of a Felony (2 counts- felony)
• Possession of Drug Paraphernalia (2 counts)
• Endangering the Welfare of a Child
• Possession of Marijuana

Montalvo-Cruz was arraigned in Justice of the Peace Court#2 and committed to Sussex Correctional Institution on $78,502.00 secure bond.

Laurel– Delaware State Police have identified the name of the of the pedestrian who died in a crash on September 4, 2020, northbound on Sussex Highway north of County Seat Highway, Laurel, as 63-year-old Audrey J. Pitter of Cliffside Park, NJ.  Pitter was pronounced deceased at the scene.

The crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.
