Seaford Man Arrested on Felony Drug Charges Following Traffic Stop- Dagsboro

Dagsboro- Delaware State Police arrested 19-year-old Deshawn Godwin of Seaford on felony drug-related charges following a traffic stop. 

On September 16, 2020, at approximately 3:07 p.m., a trooper on patrol on Power Plant Road observed a lime green Lincoln passenger vehicle operating on the roadway with no valid registration. The vehicle turned on to a private driveway, and the trooper initiated a traffic stop. Later identified as Godwin, the front right passenger exited the car and walked toward a parked vehicle in the driveway and tossed an object underneath the vehicle. Godwin was instructed to get back into the vehicle, and he complied. Contact was made with the 24-year-old male operator, and an investigation ensued. Located under the parked car was a sandwich bag with approximately 14.32 grams of cocaine inside, 130 bags of heroin weighing approximately 0.91 grams, and drug paraphernalia. A search incident to arrest was conducted, and located in Godwin’s pant pocket was one empty bag of heroin.

Godwin was taken into custody without incident and transported to Troop 4, where he was charged with the following crimes:

  • Possession with Intent to Deliver a Controlled Substance (Tier 2- Felony)
  • Possession with Intent to Deliver a Controlled Substance (Felony)
  • Tampering with Physical Evidence (Felony)
  • Possession of Drug Paraphernalia (3 counts)

Godwin was arraigned in Justice of the Peace Court #2 and released on his own recognizance.

The operator was charged with the following traffic violations and released:

  • Failure to have Insurance in Possession
  • Fictitious Tag
  • Expired Tag

Wilmington– Delaware State Police have identified the name of the of the individual who died in a crash on September 15, 2020, on southbound I-495 south of Naamans Road, Wilmington, as 66 year-old Henry Moore of Wilmington, DE.

The crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.

Troopers arrest three individuals on felony shoplifting and criminal charges- Rehoboth Beach

Rehoboth Beach- Delaware State Police arrested three individuals on Tuesday for felony shoplifting and additional charges. 

On September 15, 2020, at approximately 4:58 p.m., Delaware State Police were dispatched to The North Face, located at 36706 Bayside Outlet Drive, Rehoboth Beach, for a shoplifting in progress. A witness reported seeing 25-year-old Lavelle Comer of Wilmington, concealing clothing under his clothing in the store. Also in North Face with Comer was 51- year-old Reginald Willingham of Wilmington, and 31-year-old Latifah Willingham of New Castle. The witness observed Comer and L. Willingham enter The Children’s Place outlet before the three fled the outlets northbound on Coastal Highway in a black Ford Edge. A trooper responding to the scene observed the vehicle traveling northbound in the area of Coastal Highway and Old Landing Road. A traffic stop was initiated on the car, and it entered into the Anchorage Motel parking lot. The vehicle operator, later identified as L. Willingham, was instructed to turn the vehicle off multiple times by the trooper. She failed to comply and accelerated out of the parking lot toward Coastal Highway and then turned down a dead-end road before stopping. Once stopped, R. Willingham exited the vehicle’s passenger side and fled on foot into a nearby parking lot. L. Willingham and Comer were taken into custody without incident. Located inside Comer’s jacket pocket were wire cutters that are used to help cut and disable security tags. A search of the area was conducted for R. Willingham, and he was located hiding under a pine tree. He was taken into custody without incident.

An inventory search of the vehicle was conducted, and several large trash bags were located in the back seat and rear of the vehicle. The following merchandise was recovered inside the bags: 

  • -The North Face: $3,975.00 worth of merchandise.
  • -Under Armour: $771.90 worth of merchandise.
  • -Calvin Klein: $70.00 worth of merchandise.
  • -The Children’s Place: $532.45 worth of merchandise.
  • -American Eagle: $967.25 worth of merchandise.
  • -Old Navy: $1,069.62 worth of merchandise.
  • -Carters: $760.00 worth of merchandise.
  • -Michaels: $459.94 worth of merchandise.

Also located in the vehicle was a black fanny pack with drug paraphernalia inside that belonged to Comer.

The suspects were transported to Troop 7 where they were charged with the following crimes:

  • Possession of Shoplifting Tools (Felony)
  • Theft- Organized Retail Crime over $1,500 (Felony)
  • Shoplifting over $1,500 (Felony)
  • Conspiracy 2nd Degree (Felony)
  • Possession of Drug Paraphernalia
  • Criminal Mischief

Comer was arraigned in Justice of the Peace Court #3 and released on $3,000.00 unsecured bond.

Delaware State Police Investigating Robbery of Convenience Store- Millsboro

Millsboro– Delaware State Police are investigating a robbery that occurred at the Dash-In convenience store located at 24851 John J. Williams Highway, Millsboro.

On September 15, 2020, at approximately 10:51 p.m., the male suspect entered the store and walked up to the counter. The suspect implied he had a weapon, handed the 18-year-old male cashier a plastic bag, and motioned toward the cash register. The cashier complied, and the suspect fled out the back door with an undisclosed amount of money and merchandise. No one was injured during the incident.

The suspect was described as a black male wearing dark-colored clothing. There is no vehicle description or video surveillance available.

Delaware State Police Investigating Fatal Crash- Wilmington

Wilmington– Delaware State Police are investigating a fatal motor vehicle crash that occurred at approximately 12:20 p.m., Tuesday, September 15, 2020, on southbound I-495 south of Naamans Road.

The initial investigation has determined a 2004 Lexus SC430, driven by a 66 year-old male from Wilmington, was traveling southbound I-495 in the left lane at a high rate of speed. For unknown reasons the vehicle left the roadway and struck a bridge support of the overpass for Naamans Road. The vehicle continued to travel out of control and struck a guardrail which caused the vehicle to overturn.

The driver of the Lexus who was not wearing a seatbelt was ejected from the vehicle. The driver was transported to Christiana Hospital where he was pronounced deceased. His name is being withheld at this time pending the notification of next of kin.

I-495 southbound was closed for approximately 3 hours while the investigation was completed and the roadway was cleared.

*Traffic Advisory* Delaware State Police Investigating Serious Crash- Wilmington

Wilmington – Delaware State Police are on the scene of a serious motor vehicle crash that occurred at approximately 12:26 p.m., Tuesday, September 15, 2020, on southbound I-495 in the area of Naamans Road. 

As a result of the crash, I-495 southbound in the area of Naamans Road is closed. Motorists are advised to avoid the area and seek alternate routes of travel. The road closure is anticipated to be lengthy, with no estimated time for a re-opening.

Troopers Seeking Public Assistance With Identifying Suspects From Political Rally – Wilmington

Wilmington – The Delaware State Police are seeking the public’s assistance with identifying suspects involved in an offensive touching that occurred during a political rally.

The incident occurred on September 13, 2020 at approximately 1:02 p.m., at the Crossroads Restaurant located at 4579 Kirkwood Hwy., Wilmington. Upon arrival Troopers learned that three juvenile ages 10, 7, and 5 and three adults ages 41, 44, and 70 were struck by raw eggs while attending a Republican political rally. The victims were standing on a concrete wall adjacent to westbound Kirkwood Hwy attending the event when they were struck by eggs thrown by three male suspects hanging out of the window of a passing by vehicle. The suspects were described as males approximately 20-25 years old and operating a gold or white SUV. There is no other identifying information at this time.

Troopers Arrest Lincoln Women for Aggravated Menacing and Weapon Charge – Lincoln

Lincoln – The Delaware State Police arrested 43-year-old Michelle L. Henderson for aggravated menacing and related charges after she threatened a second individual within a residence in Cedar Village Mobile Home Park Lincoln, De.

The incident occurred on Sunday, September 13, 2020 shortly after midnight.  Troopers were dispatched to a residence within the above listed MHP for a reported incident involving a knife.  Further investigation revealed that Henderson had engaged in a verbal argument with a second subject who was arriving home at the residence, due to a discrepancy involving the arrival time back to the residence.  Henderson reportedly swung a kitchen knife at this subject as the individual was trying to enter through the front door.  No contact with the knife was made and the individual was not injured.

Upon the Troopers arrival, Henderson was found to be extremely intoxicated.  She was uncooperative and remained uncooperative throughout the whole time Troopers were trying to assess the situation.  At one point Henderson threw her cell phone in the direction of one of the Troopers who was speaking with the second individual.  At this time, Henderson attempted to leave the residence and enter into a pickup truck.  Henderson subsequently was handcuffed after a brief struggle and escorted to a patrol vehicle.  Defendant refused to enter into the rear of a police vehicle and was assisted in so doing.  Upon Troopers attempting to place a seat belt on the defendant, she bit one of the Troopers left forearm.  The contact broke the skin and caused visible injury to the point where the injury was bleeding.  Upon the transport back to Troop 7, Henderson remained disorderly and attempted to kick out the rear windows of the patrol vehicle.

At Troop 7 Henderson was charged with the following:

  • Aggravated Menacing (F)
  • Possession of a Deadly Weapon during the Commission of a Felony (F)
  • Assault 2nd Injure a Law Enforcement Officer (F)
  • Resisting Arrest with Force or Violence that Intentionally Prevents or Attempts to prevent a Peace Officer from effecting an arrest (F)
  • Failure to Comply with Taking of Photos and Fingerprints (M)
  • Criminal Mischief (M)

Henderson was later arraigned before the Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on $79,100.00 cash only bond.  Henderson could potentially be transported to WCI in New Castle, De. at a later time.

Troopers Arrest Man on Felony Assault 1st Charges – Georgetown

Georgetown, Delaware – The Delaware State Police have arrested 34 year-old, Alvaro E. Marroquinn on Assault 1st (F) and Possession of a Firearm During the Commission of a Felony charges (F), stemming from an assault that occurred on February 4, 2020.

On February 4, 2020 a warrant was obtained charging Defendant Alvaro E. Marroquinn with Assault 1st and Possession of a Firearm During the Commission of a Felony. Investigation revealed Marroquinn is alleged to have shot an acquaintance in the head while the two were in the area of Garden Circle in Georgetown, De,  Marroquinn fled the scene and his whereabouts have remained unknown since this date.  However, several law enforcement agencies assisted in attempting to locate him with negative results. Through investigative measures, it was learned that Marroquinn had returned to Guatemala and Mexico. On June 6, 2020 DSP Troop 4 Detectives were contacted and advised that Marroquinn had been apprehended by the United States Border Patrol in Arizona, while attempting to re-enter the country.  At that time his extradition was confirmed. On September 11, 2020 DSP Troop 4 Detectives were advised Marroquinn would be transported to Troop 4 by State Detectives.  Marroquinn had been transported to Philadelphia, PA, and furthermore turned over to State Detectives in Wilmington, DE by US Marshals on September 11, 2020.

Marroquinn was arraigned at Justice of the Peace Court 3 (with the assistance of a language phone line). Marroquinn also had an outstanding (issued in 2015) warrant for Failure to Appear on a previous Assault charge. Subsequently, Marroquinn was committed to Sussex Correctional Institution on a total of $500,000 cash only bail  for the Assault 1st Degree and Possession of a Firearm during the Commission of a Felony charges, and $1,000 secured bail on the outstanding capias.

Man charged with DUI after striking a State Trooper’s Vehicle

Rehoboth – The Delaware State Police are investigating a DUI involved crash early this morning in which a State Troopers vehicle was struck.

The incident occurred on Saturday, September 12, 2020 just after midnight when a 2005 Chrysler 300 travelling on Old Landing Road west of Airport Road failed to reduce speed and move over, side swiping a fully marked blue DSP Tahoe which was conducting a traffic stop with its emergency lights activated.  The Tahoe was struck on the drivers door.  The Trooper suddenly realized the Tahoe was about to be struck, with the Trooper being able to re-enter into the Tahoe, just prior to impact.  As the Trooper was attempting to re-enter the Tahoe, the drivers side Tahoe door struck the Troopers leg, however the Trooper was not injured.  The State Police Vehicle sustained functional damage to the drivers side door area.

Occupant of the striking vehicle was identified as 70 year old Gregory Brown, from Rehoboth Beach, De.  Operator Brown did not sustain any injuries from this accident.  The Chrysler 300 sustained disabling damage to the vehicles right front quarter panel and had to be towed from the scene.

Gregory Brown was charged with DUI and Failure to Yield/Change Lanes for Stopped Emergency Vehicle.  Mr. Brown was issued a mandatory appearance to the Justice of the Peace Court for a later date.

The vehicle that was pulled over by the Trooper at the time of the accident was not involved in the collision.

The crash remains under investigation by the Delaware State Police at this time.
