Pennsylvania Man Charged with Continuous Sexual Abuse of a Child- Newark

Newark- Delaware State Police arrested 22-year-old Elijah Thomas of Downingtown, Pennsylvania, on sexual assault charges resulting from the continuous sexual abuse of a child.

On October 6, 2020, Delaware State Police responded to the Quality Inn Motel located at 65 Geoffrey Drive, Newark, attempting to locate Thomas, who was wanted out of Pennsylvania. Upon arrival, troopers found Thomas in a motel room with a 13-year-old female. Through investigative measures, troopers discovered Thomas was involved in an on-going sexual relationship with the juvenile. Thomas was taken into custody without incident and transported to Troop 2, where he was charged with the following crimes:

  • Rape 3rd Degree (3 counts- felony)
  • Continuous Sexual Abuse of a Child (felony)

Thomas was arraigned in Justice of the Peace Court #11 and committed to Gander Hill on $240,000.00 cash bail.

The 13-year-old victim was turned over to a family member.

Troopers arrest Dover Man on Reckless Endangering 1st Degree charges stemming from Political Rally – Wilmington

Wilmington – The Delaware State Police arrested 60-year-old MICHAEL B. HASTINGS on Monday, October 5, 2020 stemming from actions committed at a political rally on Thursday, September 24, 2020.

The original incident occurred in the area of Lancaster Pike and Barbara Road, Wilmington, De., in which Hastings pointed a handgun in the direction of a group of individuals on the other side of the street during the rally.  On Monday, October 5, 2020 a New Castle County Grand Jury indicted Hastings.  The defendant turned himself into Troop 6 at approximately 6:30 p.m. on Monday, October 5, 2020.  Detectives requested Hastings bring the firearm in question to Troop 6 and turn same in, to which Hastings complied.  The firearm in question was a Glock 17 handgun.

Hastings was indicted by the grand jury on the following charges:

  • Reckless Endanger First Degree I (1 Count -Felony)
  • Possession of a Firearm during the Commission of a Felony (Felony)

Hastings was arraigned before the Justice of the Peace Court #11 and released on his own recognizance, with court bail conditions stating he shall relinquish all firearms and/or deadly weapons and may not acquire, nor be in possession of any firearms or deadly weapons.

Delaware State Police Arrest Newark Man for Homicide of Missing Newark Teen- Newark

Newark- Delaware State Police have arrested 19-year-old Noah M. Sharp of Newark in connection with the murder of 17-year-old Madison Sparrow.

On Friday, October 2, 2020, at approximately 8:30 p.m., Madison was reported missing by a family member after not returning home. Delaware State Police detectives obtained information through investigative interviews that Madison responded to an area in Newark where her ex-boyfriend, Noah, was located. The investigation revealed the homicide occurred in the Newark area due to blunt force trauma to her body. After the homicide occurred, she was transported to a secluded wooded location in Newark, where law enforcement officers discovered her body.

At this time, there is information indicating additional individuals may be involved in this homicide.

Sharp was taken into custody and charged with the following crimes:

  • Murder 1st Degree (felony)
  • Possession of a Deadly Weapon During the Commission of a Felony (felony)
  • Conspiracy 1st Degree (felony)

He was arraigned in the Justice of the Peace Court #2 and committed to Howard R. Young Correctional Institution on a $1,021,000.00 cash bail.

Felton Woman Arrested on Burglary and Related Charges- Felton

Felton- Delaware State Police arrested 47-year-old Kaylynn C. Daniels of Felton on burglary and related charges.

On Friday, October 2, 2020, at approximately 2:22 a.m., Delaware State Police responded to the 800 block of Willow Grove Road, Felton, for a report of a burglary in progress.  The investigation revealed Daniels had previously resided at the residence and responded to retrieve her property. Daniels was not granted access into the residence and she became irate. She then pushed in a window air conditioning unit and entered the residence.

Once inside, Daniels proceeded to kick in a bedroom door to where a 53-year-old female was located and a physical altercation ensued. Daniels then removed her property from the residence before fleeing. The 53-year-old victim was transported to an area hospital to receive treatment for her injuries.

On October 5, 2020, Daniels was taken into custody and transported to Troop 3 where she was charged with the following crimes:

  • Possession of a Deadly Weapon During the Commission of a Felony (felony)
  • Home Invasion-Burglary 1st Degree (felony)
  • Assault 2nd Degree (felony)
  • Criminal Mischief

Daniels was arraigned in Justice of the Peace Court #2 and committed on a $6,500.00 cash bond.

*Update – Name Released* – Troopers Investigating Fatal Motor Vehicle Collision Rt. 273 & Airport Road – New Castle

New Castle– Delaware State Police have identified the name of the individual who died in a crash on Friday, October 2, 2020 at the intersection of Christiana Road (Route 273) and Airport Road, as 22-year-old Theodoric R. Dixon of New Castle, DE.  Dixon was transported from the scene to a local hospital and was later pronounced deceased after succumbing to his injuries.

The crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.

*Update #3* – Troopers Arrest Defendant in Pencader Plaza Shopping Center Shooting Standoff Incident – Newark

Newark- On Friday, October 2, 2020, at approximately 9:18 p.m., Delaware State Police received a 911 report of a robbery in progress and responded to Newark Bottle Shop Liquor Store located at 140 Pencader Plaza, Newark, De.  

Investigation revealed Defendant Daniel W. Mopkins had entered the business and selected liquor products from the sales floor before responding to the sales counter.  The sales clerk began conducting the sales transaction when the defendant removed a handgun concealed within his waistband.  The defendant then ordered the sales clerk and two additional employees to put their hands up, exit the store and contact the police, while continuing to display the handgun.  The sales clerk believed a robbery was occurring based on the defendants actions and demands.  All three employees with their hands raised then exited the business, with 911 being called and the robbery being reported.  The defendant remained in the liquor store and began consuming alcohol.

At approximately 9:20 p.m., a Delaware State Trooper arrived on scene and confronted the suspect inside the business. The suspect, in turn, displayed a firearm at the trooper, and an exchange of gunfire took place. The 14-year veteran trooper exited the business and took cover as additional units arrived on the scene. The suspect then barricaded himself inside the store. 

At approximately 9:34 p.m., the defendant called 911 from the business phone informing the communications center he was holding a hostage in the store and was armed with a pipe bomb.  Video surveillance was established confirming the defendant was inside the business, drinking alcohol, and armed with a handgun.  Surveillance was unable to confirm the presence of a hostage or a bomb.  Negotiations via phone with the DSP Conflict Management Team were conducted in an attempt to have the defendant surrender and vacate the business.  After an approximately four-hour standoff and negotiation with troopers, the defendant exited the business with his hands in the air and was taken into custody without incident.

The defendant was transported to a local hospital for an evaluation due to a high intoxication level and subsequently later transported to Troop 2 .  The Trooper involved in the shooting incident was not injured and did not require medical care.   

Defendant Daniel W. Mopkins was charged with:

  1. Robbery 1st Degree (Felony)
  2. Possession of a Deadly Weapon During the Commission of a Felony (Felony)
  3. Reckless Endangering 1st Degree (Felony)
  4. Three Counts of Aggravated Menacing (Felony)

Defendant Daniel W. Mopkins was arraigned on Saturday, October 3, 2020 via video at J.P. Court #2 , and was subsequently committed to the Howard R. Young Correctional Institution in lieu of $125,000.00 cash bond.

*UPDATE* Delaware State Police Investigating Homicide Investigation- Dover

Dover- Delaware State Police are investigating a homicide investigation that occurred on Friday evening in the Rodney Village Community, Dover.

Delaware State Police responded to the 200 block of David Hall Road at approximately 7:03 p.m. on October 2, 2020, for a reported shooting. Upon arrival, troopers located a 21-year-old male from Dover deceased in a vehicle from an apparent gunshot wound to his upper body. Preliminary investigations revealed a physical altercation between the victim and an unknown suspect occurred before the victim was shot in or near the vehicle. After the conflict, the suspect fled the scene. The victim was pronounced deceased at the scene by Emergency Medical Services.

At this time, there is no suspect information available.
