New Castle – Delaware State Police are on the scene of a fatal motor vehicle crash involving a tractor trailer that occurred at approximately 1:53 p.m., Monday, November 2, 2020, on South DuPont Highway in the area of Red Lion Road.

As a result of the crash, all lanes of northbound South Dupont Highway are closed. Motorists are advised to avoid the area and seek alternate routes of travel. The road closure is anticipated to be lengthy, with no estimated time for a re-opening.

Millsboro– Delaware State Police have identified the name of the individual who died in a crash on Wednesday, October 28, 2020, at approximately 1:54 p.m. on John J. Williams Highway and Layton Davis Road, as 67-year-old Evelyn R. Westover, of Millsboro, DE.

The crash continues to remain under investigation by the Delaware State Police Troop 7 Collision Reconstruction Unit.

Wilmington– The Delaware State Police are attempting to identify the suspect involved in a shoplifting turned robbery, which occurred at the CVS located at 1605 Telegraph Road, Wilmington.

On October 30, 2020, at approximately 11:29 a.m., an unknown white female suspect concealed multiple boxes of hair dye in her handbag. The store manager of CVS observed the theft and asked the suspect to remove the products. The suspect then removed a box cutter from her purse and pointed at the store manager. The suspect fled the store on foot northbound on Telegraph Road.

The suspect is described as a white female approximately 25-30 years-old, 5’4”-5’5” tall, and wearing a camouflage hooded sweatshirt.

Millsboro- Delaware State Police are investigating a fatal motor vehicle collision that occurred on Wednesday, October 28, 2020, at approximately 1:54 p.m. on John J. Williams Highway and Layton Davis Road.

A 2006 Ford F250 pickup truck operated by a 57-year-old male of Millsboro was exiting the parking lot of WMF Watercraft & Marine located at the intersection of John J. Williams Highway and Layton Davis Road. A 2013 Buick Verano operated by a 64-year-old male of Millsboro was traveling eastbound on John J. Williams Highway approaching the intersection. The Ford pulled out from the parking lot, intending to travel west on John J. Williams Highway, directly into the path of the Buick, resulting in the left front of the Ford striking the right front of the Buick.

A 67-year-old female of Millsboro was seated in the Buick’s front passenger seat was transported to an area hospital in serious condition. On October 29, 2020, she succumbed to her injuries. Identification is pending notification to next to kin.

This crash remains under investigation by Delaware State Police Troop 7 Crash Reconstruction Unit. Anyone with information regarding the collision should contact Detective K. Selbyville- Delaware State Police arrested 22-year-old Demetrius Jenkins of Selbyville on aggravated menacing charges following an incident on Wednesday afternoon.

On October 28, 2020, at approximately 1:38 p.m., Delaware State Police responded to Lincoln Street for a report of a subject displaying a rifle style firearm at four subjects on the property. The investigation determined a 20-year-old female was seated in the driver seat of her vehicle parked in the driveway of a residence on Lincoln Street when a white Audi pulled up to her driver’s side window. The vehicle operator, later identified as Demetrius Jenkins, asked the female if a family member of hers was at the residence. As she informed Jenkins, the family member was not home; a second vehicle pulled into the driveway on the other side of Jenkin’s vehicle. The vehicle, which was occupied by a 38-year-old female, 20 -year-old female, and a 35-year-old male, continued speaking with Jenkins when he pulled out what appeared to be a black AR-15 style rifle and pointed it at each subject while asking them if they threw a rock at his vehicle. Jenkins fled the scene after the incident.

Jenkins was taken into custody on October 29, 2020, and charged with the following crimes:

• Four counts- Aggravated Menacing (Felony)

Jenkins was arraigned in the Justice of the Peace Court #3 and committed to Sussex Correctional Institution on a $10,000.00 secured bond.

Harrington- Delaware State Police arrested 32-year-old Ashley L. Smith of Millsboro on burglary and related charges.

On October 29, 2020, at approximately 3:08 p.m., Delaware State Police responded to a residence on Whiteleysburg Road for a reported burglary. The investigation determined Ashley L. Smith responded to the residence to confront an acquaintance. When she arrived at the home, Smith observed the acquaintance vehicle parked in the driveway. Smith exited her car and kicked in the door to the residence, attempting to locate the acquaintance. When she could not find anyone inside the home, she fled the scene. Troopers contacted Smith by telephone, and she turned herself into Delaware State Police Troop 4.

Smith was charged with the following crimes: 

• Burglary 1st Degree (Felony)
• Criminal Mischief Under $1,000 Damage

She was arraigned in the Justice of the Peace Court #11 and released on her Own Recognizance.

Bridgeville- Delaware State Police arrested 19-year-old Stephen J. Disilvestri of Seaford following an incident Wednesday, where he struck an acquaintance with his vehicle. 

On October 28, 2020, at approximately 2:10 p.m., troopers responded to Sunnyside Road for a reported assault. The investigation determined Disilvestri drove his yellow Ford Mustang to the residence to confront a 19-year-old male acquaintance. Once he arrived at the location, Disilvestri located the acquaintance standing outside as he drove his vehicle onto a concrete lot located past the resident’s driveway. Disilvestri threatened to cause bodily harm to the male, and when the acquaintance refused to come over to him, he drove the Mustang from the concrete lot into the yard of the residence and directly into the path of the acquaintance, causing him to jump on the hood of the vehicle to avoid being struck. Disilvestri then backed up onto the grass and sped forward as he performed a burnout in the yard. He then turned the car around to face the acquaintance and drove forward. This time the vehicle hit the acquaintance foot, causing him to flip and land over the vehicle before falling to the rear of the Mustang on the ground. Disilvestri then proceeded to back up in the driveway before driving toward the subject again. As the acquaintance jumped, he fell on the front windshield, causing it to crack. He then pushed himself off of the car, ran to the garage, and grabbed a crowbar. When Disilvestri drove toward him again, the acquaintance threw the crowbar at the Mustang’s windshield, at which time the vehicle’s front bumper struck the acquaintance legs before it stopped. The acquaintance retrieved the crowbar, and Disilvestri left the property after a verbal altercation between the subjects. The victim did not require medical treatment.

Disilvestri was contacted by the trooper and taken into custody without incident, and transported to Troop 5, where he was charged with the following crimes:

• Possession of a Deadly Weapon During the Commission of a Felony (Felony)
• Reckless Endangering 1st Degree (Felony)
• Terroristic Threatening
• Vehicular Assault 2nd Degree
• Criminal Mischief Under $1,000 Damage
• Criminal Trespass 3rd Degree

Disilvestri was arraigned in the Justice of the Peace Court #3 and released on his Own Recognizance.

 Frankford- Delaware State Police arrested 22-year-old William D. Mansfield of Dagsboro and a 17-year-old male of Dagsboro for attempted burglary and related charges Wednesday evening.

On October 28, 2020, at approximately 5:45 p.m., Delaware State Police responded to a residence on Stump Road for an attempted burglary. Through the investigation, troopers discovered two individuals walking on Stump Road observed Mansfield and the 17-year-old male attempting to break into a residence. As the defendants observed the individuals approaching, they fled the area in a gold-colored Saturn. A valid tag number was obtained, and troopers responded to Mansfield residence, where he was taken into custody without incident. The 17-year-old was contacted at his residence and taken into custody without incident. Both were transported to Troop 4.

The 17-year-old male was charged with the following crimes:

• Attempted Burglary 2nd Degree (Felony)
• Conspiracy 2nd Degree (Felony)
• Criminal Mischief Under $1,000 Damage

He was arraigned in the Justice of the Peace Court #3 and released on his Own Recognizance.

Mansfield was charged with the following crimes:

• Attempted Burglary 2nd Degree (Felony)
• Conspiracy 2nd Degree (Felony)
• Criminal Mischief Under $1,000 Damage

Mansfield was arraigned in the Justice of the Peace Court #3 and released on a $3,100.00 unsecured bond.
