Troopers Conducting Criminal Investigation Route 9 – New Castle

New Castle– Delaware State Police are currently conducting a criminal investigation in the area of the 3000 block of New Castle Avenue (Route 9), New Castle. As a result, there will be a heavy police presence in the area. There is a road closure on Route 9, starting at West Avenue and ending at Lambson Lane. 

The investigation is in the early stages and further updates will be released at a later time.

Selbyville Man Arrested on Multiple Charges Following Pursuit- Millsboro

Millsboro- Delaware State Police arrested 42-year-old Shonta D. Blake of Selbyville on criminal and traffic charges following a pursuit Thursday.

On December 18, 2020, at approximately 12:24 a.m., a trooper patrolling northbound on DuPont Hwy. in a fully marked patrol vehicle observed a gray Toyota Corolla traveling northbound directly in the same area. A computer search completed by the trooper determined the driver, later identified as Shonta Blake, had a revoked driver’s license and an active capias out of Sussex County Family Court. The trooper initiated a car stop, but the vehicle failed to stop and continued traveling on DuPont Boulevard before turning left onto Houston Avenue and then back onto DuPont Boulevard southbound. Once turning onto Laurel Road, the Corolla committed several traffic violations before turning left into the Wawa parking lot in Millsboro and stopping abruptly. A female front seat passenger exited the vehicle before the vehicle recklessly left the parking lot. The vehicle continued traveling on multiple back roads in the surrounding area at a high rate of speed while committing numerous traffic violations. As Blake turned from Frankford Avenue onto Mill Street, he jumped from the moving vehicle and fled on foot. The Corolla continued traveling until it collided with a parked car and fence. After a brief foot pursuit, Blake was apprehended, and a strong odor of marijuana was detected emitting from Blake’s clothing. A criminal investigation ensued, and drug paraphernalia was located in Blake’s vehicle. Approximately 14.21 grams of marijuana was also determined to be in his possession. 

Blake was taken into custody and transported to Troop 4 where he was charged with the following crimes:

  • Disregarding a Police Officer Signal (Felony)
  • Resisting Arrest
  • Possession of Drug Paraphernalia
  • Leaving the Scene of a Property Damage Collision
  • Driving While Suspended
  • Driving Under the Influence of Drugs
  • Failure to Have Insurance Identification
  • Failure to Have Registration Card in Possession
  • Possession of Marijuana (Civil Violation)
  • Driving at Unreasonable Speed (5 violations)
  • Failed to Remain in Single Lane (5 violations)
  • Failure to Signal
  • Failure to Stop at Stop Sign (9 violations)

Blake was arraigned in the Justice of the Peace Court #11 and issued a $4,530.00 unsecured bond. He was committed to Sussex Correctional Institution on his active capiases.

Troopers Seeking Public’s Assistance Locating Dover Man for Weapon Charges- Townsend

 

 

Townsend- Delaware State Police is requesting the public’s assistance with locating 29-year-old Andrew Parsons of Dover, who is wanted on weapon and related charges.

On December 18, 2020, at approximately 1723 hours, Delaware State Police responded to Union Church Road for an incident involving a gun. The investigation determined Parsons engaged in a verbal argument with a 46-year-old male at the residence. As the male began walking away from the argument, Parsons fired a single round into the ground several feet from the subject. Parsons then fled the scene.

As a result of this incident, Parsons is wanted for the following charges:

  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Possession of a Firearm Within ten years of Prior Conviction (Felony)
  • Reckless Endangering 1st Degree (Felony)

Attempts to locate Parsons have resulted in negative results. He is believed to be staying at the residents of acquaintances or sleeping in his blue Chevrolet pickup truck (picture included) with Delaware registration. Anyone who comes in contact with Parsons should use extreme caution because he is believed to be armed and dangerous.

Rehoboth Beach Man Arrested for Attempting to Steal Vehicle- Millsboro

Millsboro- Delaware State Police arrested 32-year-old Sean R. Caldwell of Rehoboth Beach on criminal charges after attempting to steal a vehicle Thursday.

On December 17, 2020, at approximately 5:00 p.m., Delaware State Police responded to the 25000 block of Banks Road for a report of an individual attempting to gain entry into a vehicle in a private driveway. Upon arrival, troopers discovered Caldwell entered the private property on Banks Road and attempted to enter a running vehicle, and preparing to depart the residence. Sitting inside the vehicle during the incident was the homeowners’ son. The son called a family member inside the home as Caldwell attempted to enter the locked vehicle. The family member exited the residence, confronted Caldwell, and detained him until troopers arrived on the scene. Caldwell was taken into custody without incident and transported to Troop 7, where he was charged with the following crimes:

  • Attempt to Commit Theft of a Motor Vehicle (Felony)
  • Criminal Trespass 3rd Degree

Caldwell was arraigned in the Justice of the Peace Court #2 and committed to Sussex Correctional Institution on a $2,001 secured bond.

Delaware State Police Investigating Robbery of Dollar Store – New Castle

New Castle- The Delaware State Police are investigating a robbery that occurred at a Dollar General located in New Castle, DE.

The incident occurred on December 16, 2020 at approximately 10:21 p.m., when Troopers were dispatched to the Dollar General located at 1403 N. DuPont Highway, New Castle for a report of a robbery. Upon arrival, it was learned that a male suspect approached an employee who was locking the door to the business after closing for the night. The suspect pushed the employee and took a bag she was carrying containing an undisclosed amount of money. The suspect then fled on foot towards Bacon Avenue.

There were no injuries as a result of the incident.

There are currently no photos of the suspect available at this time.

The suspect was described as a male wearing all dark clothing.

Millsboro Man arrested on Drug and Traffic Charges Following Traffic Stop- Rehoboth Beach

Rehoboth Beach- Delaware State Police arrested 76-year-old Harvey D. Manley of Millsboro on drug and traffic charges following a traffic stop Tuesday afternoon.

On December 15, 2020, at approximately 3:15 p.m., Troopers working proactive patrol at the intersection of Coastal Highway southbound and Miller Road, observed a silver Kia Sportage SUV operating with an expired temporary registration plate. A computer inquiry confirmed the temporary registration plate was expired and the vehicle should not be on the roadway. The trooper followed behind the vehicle and observed multiple traffic violations before a traffic stop was initiated in a safe location in the Lighthouse Plaza Boulevard shopping center. Contact was made with the operator who was later confirmed to be Manley through a computer inquiry. Through the interaction with Manley, a criminal investigation ensued. A consent search of Manley’s person and vehicle was conducted and the following items were located:

  •  Drug Paraphernalia
  •  $1026.00 USC in suspected drug proceeds
  •  (69) Oxycodone pills
  •  (4) 8mg Hydromorphone pills
  •  (7) 50mg Trazadonen pills
  •  (2) 15 mg Buspirone pills
  •  (1)  Onadansetron pill
  •  (2) 50mg Sertraline pills
  •  (1) capsule of unknown pill
  •  Assortment of misc. pills/vitamins

Manley was taken into custody and transported to Troop 7 where he was charged with the following crimes:

  • Possession with Intent to Deliver Controlled Substance (Felony)
  • Possession of a Controlled Substance (5 counts)
  • Possession of Drug Paraphernalia
  • Expired Temporary Registration Plate
  • Failure to Have Insurance in Possession
  • Failed to Remain in Single Lane
  • Failure to Signal
  • Failure to Obey Traffic Control Device

Manley was arraigned in the Justice of the Peace Court #2  and released on a $7,800.00 unsecured bond.

Delaware State Police Investigating Robbery of Dollar Store – Claymont

Claymont- The Delaware State Police are investigating a robbery that occurred at a Dollar General located in Claymont, DE.

The incident occurred on December 15, 2020 at approximately 9:01 p.m. when Troopers were dispatched to the Dollar General located at 333 Naamans Road, Claymont for a report of a robbery. Upon arrival, it was learned that a male suspect entered the store and approached the sales counter appearing to make a purchase. The suspect displayed a handgun at an employee standing near the sales counter and demanded cash from the safe. The suspect forced the victim to the rear of the sales counter where a second employee was working behind the cash register. The suspect held the two employees/victims at gun point while they attempted to open the safe. The victims complied but were unsuccessful at opening the safe. The suspect then fled the scene on foot towards Hickman Drive.

There were no injuries as a result of the incident.

There are currently no photos of the suspect available at this time.

The suspect was described as a male wearing a black jacket and light colored pants.

*Update #3- Shooting Suspect Identified* Delaware State Police Investigating Shooting Incident- Rehoboth Beach

Rehoboth Beach –Delaware State Police have identified 37-year-old Evelio Rivera of Reading, PA, as the suspect responsible for the shooting of a Milford Police Officer assigned to the First State Violent Fugitive Taskforce in the Econo Lodge Inn & Suites Resort parking lot located at 19540 Coastal Highway, at approximately 7:47 p.m., Thursday, December 10, 2020.
During the incident, Rivera was also shot during the exchange of gunfire and was pronounced deceased at the scene.

The investigation remains active and ongoing by the Delaware State Police Homicide Unit. Anyone with information regarding the incident is asked to contact Captain P. Sawyer by calling 302-741-2727. The Medical Examiner’s Office is also assisting with the investigation.

Troopers Arrest Juveniles Following Pursuit in Stolen Vehicle – Wilmington

Wilmington – The Delaware State Police have arrested a 17 year-old juvenile from Wilmington and a 13 year old from Wilmington after they led the Pennsylvania State Police on a pursuit while in a stolen motor vehicle.

On Saturday, December 12, 2020 in the early morning hours, Troopers from the Pennsylvania State Police Troop M Trevose located a 2019 Ford Escape that had been reported stolen out of the New Castle County Police Department in a Carjacking incident on December 9, 2020.  They attempted to stop the vehicle, however the vehicle fled and the pursuit was terminated.  Shortly thereafter, PSP Troopers from Troop K Philadelphia, a two Trooper vehicle, witnessed this same vehicle travelling southbound on I-95 near the Philadelphia Airport and were aware of the previous pursuit.  The PSP Troopers were occupying a fully marked patrol vehicle.  An attempt was made to stop the vehicle, but again the 2019 Ford Escape failed to stop and fled southbound on I-95 at a high rate of speed.  A second two person vehicle from PSP then also joined in the pursuit.  As the pursuit of the Ford Escape entered into Delaware on I-95 southbound at approximately 03:32 a.m., the PSP marked units attempted to box the suspect vehicle in as they crossed the state line into Delaware.  Once in Delaware, the operator of the Ford Focus (17 year old) intentionally struck one of the PSP marked vehicles left side with their vehicles right side.  It was at this time, that the PSP Trooper operating the marked unit fired one (1) round at the suspect vehicle.  The suspect vehicle then maneuvered to the other side of the PSP vehicle appearing to prepare to strike the Troopers vehicle a second time.  It was then that a second PSP Trooper in the passenger seat, fired several rounds at the suspect vehicle.  The suspect vehicle then travelled into the center median and crashed into a berm.

The operator of the suspect vehicle fled on foot from the vehicle, however was taken into custody by a PSP Trooper from the second vehicle.  Three other passengers were also then taken into custody by PSP at the vehicle.  One of these three passengers (13 year old) was found to be in possession of a loaded Rossi .38 Special Revolver, with one live round and two fired cartridge casings.  However, it is not believed that this firearm was fired during this incident.

The 17 year old driver suffered an apparent graze wound to the left thigh and a contusion to his head.  This defendant was transported to two local hospitals were he was treated and released.  Neither of the other three passengers in the stolen vehicle were injured.

No PSP Troopers were injured during this incident.  No DSP Troopers were involved in this pursuit or shooting incident.  DSP Homicide Unit responded to the scene and investigated the incident.

The 17 year old driver of the stolen vehicle was charged with the following:

Reckless Endangering First Degree (2 counts) (F), Possession of a Deadly Weapon during the Commission of a Felony & Receiving Stolen Property over $1,500 (F).  The 17 year old defendant was arraigned at J.P. Court 11 in the presence of his mother and was released on $4,000.00 unsecured bond.

The 13 year old passenger in the stolen vehicle was charged with the following:

Carrying a Concealed Deadly Weapon (F) and Possession of a Firearm By a Person Prohibited (F) (due to his juvenile status).  This 13 year old defendant was arraigned at J.P. Court 11 in the presence of his mother and was released on $2,000.00 unsecured bond.

A third 15 year old passenger in the vehicle was arraigned on two capiases and was committed to the NCC Detention Center in lieu of $1,000.00 secured bond.

The fourth 13 year old passenger in the stolen vehicle was not criminally charged.
