Troopers Arrest Subject for Firearm and Drug Charges Following Traffic Stop

Delaware State Police have arrested 21-year-old Colin Shockley of Viola, DE for weapon and drug charges following a traffic stop that occurred in the Camden area on Wednesday evening.

On June 15, 2022 at approximately 8:07 p.m., a trooper on patrol observed a black Dodge Charger traveling southbound on South Dupont Highway in the area of POW-MIA Parkway. The Charger was outfitted with dark front and rear window tinting, and a computer check showed that the vehicle did not have a tint waiver. A traffic stop was conducted on South Dupont Highway in the area of Caboose Road and contact was made with the operator, identified as Colin Shockley. A strong odor of marijuana was emitting from the vehicle’s interior, and the trooper noticed a rifle in plain view inside of the Charger. Shockley was subsequently taken into custody at the scene without incident. A search of the vehicle led to the discovery of approximately 17.02 grams of marijuana, an American Tactical assault rifle, and a Sig Sauer handgun.

Shockley was transported to Troop 3 and charged with the following offenses:

  • Carrying a Concealed Deadly Weapon (Felony)
  • Possession of a Firearm While Possessing a Controlled Substance (Felony) – 2 counts
  • Possession of Marijuana
  • Failure to Have Insurance Identification in Possession
  • Operating a Vehicle With Improper Window Tinting

Shockley was arraigned by Justice of the Peace Court # 7 and released on his own recognizance.

Troopers Issue Warning About Scammers Posing as State Police

The Delaware State Police is providing a Scam Alert Advisory. This is a general alert that applies to the entire State of Delaware.

The Delaware State Police has been investigating multiple incidents in which victims receive phone calls from subjects posing as troopers and are advised they are wanted and/or owe bail money. These subjects are utilizing spoofed, Delaware State Police-issued phone numbers. Many of the victims of these scams have been individuals listed on the Delaware sex offender registry.

As a reminder, the Delaware State Police will never request payment for fines, traffic tickets, or bail. All these transactions are conducted by the respective court systems and never over the phone. Electronic payments are also never requested via phone for court matters.

“Spoofing” is when a caller deliberately falsifies the information transmitted to your caller ID display to disguise their identity. Spoofing is often used as part of an attempt to trick someone into giving away valuable personal information so it can be used in fraudulent activity or sold illegally.

The following tips can help you avoid becoming victim to a spoofing scam:

  1. Don’t answer calls from unknown numbers. If you do so by accident, hang up.
  2. If a caller (live or recorded) suggests hitting a button to stop receiving calls from them, hang up. This can be a trick to engage you in conversation.
  3. Never give out any sensitive data – for example, account numbers, Social Security Number, passwords or PINs, or your mother’s maiden name.
  4. If a caller claims to be with a legitimate company, call back using the phone number on a statement you have from them, or on their verified, secure website.  This is particularly important if the caller asks you to verify personal information or make a payment.
  5. If you are immediately pressured for information – be cautious. You are not obligated to answer any question asked of you.
  6. Set your own password for your voicemail.  Some voicemail services are set up to automatically allow access to your mailbox if you call in from your own phone. If a scammer spoofs your number, they can access your voicemail if you have not set a password or PIN requirement in place.
  7. Use a call blocking tool (talk to your phone company) or reputable app on your mobile device.  There are different options for different platforms. Do some research and choose the one that makes the most sense for you.

Troopers Arrest Subject for DUI, Weapon, and Drug Charges Following Traffic Stop

Delaware State Police have arrested 27-year-old William Case of Greenwood, DE for DUI, weapon, and drug charges following a traffic stop that occurred in the Milford area on Tuesday evening.

On June 14, 2022 at approximately 8:00 p.m., a trooper on patrol in the area of southbound Bay Road south of Milford Neck Road observed a green and black Harley Davidson Touring motorcycle traveling at a high rate of speed. The trooper began following the motorcycle and observed additional moving violations as it entered the town of Milford. A traffic stop was conducted in the parking lot of the M&T Bank, addressed at 673 North Dupont Boulevard. When the trooper approached the motorcycle, the operator began fleeing on foot. The trooper gave chase and the operator, identified as William Case, was taken into custody after a taser deployment and utilization of a DSP canine. A search of Case led to the discovery of approximately 0.40 grams of cocaine, drug paraphernalia, and a loaded untraceable 9-millimeter handgun.

Case was wearing Pagan outlaw motorcycle club attire and displayed signs of impairment. Computer checks of Case revealed that he has two prior convictions for DUI. Case was transported to an area hospital for treatment of injuries sustained during the canine apprehension. Upon his release he was transported to Troop 3 and charged with the following crimes:

  • Possession of an Untraceable Firearm (Felony)
  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Possession of a Firearm While Possessing a Controlled Substance (Felony)
  • Carrying a Concealed Deadly Weapon (Felony)
  • Illegal Gang Participation (Felony)
  • 3rd Offense Driving a Vehicle Under the Influence (Felony)
  • Resisting Arrest With Force or Violence (Felony)
  • Possession of a Firearm While Under the Influence
  • Possession of a Controlled Substance
  • Possession of Drug Paraphernalia
  • Numerous traffic offenses

Case was arraigned by Justice of the Peace Court # 7 and was committed to Sussex Correctional Institution on $70,211 cash bond.

36th Annual Statewide Law Enforcement Torch Run for Special Olympics

The 36th ANNUAL STATEWIDE LAW ENFORCEMENT TORCH RUN FOR SPECIAL OLYMPICS involving over 500 Law Enforcement Officers including multiple legs spanning the state will be held between Wednesday, June 22nd and Friday, June 24th.

This year’s Torch Run will be a three-day event. On Wednesday, June 22nd, upstate, at 9 a.m., it will begin at New Castle County PD and travel to Wilmington PD, where there will be a ceremony at 9:30 a.m., the torch will then travel to Delaware State Police Troop 6. Downstate, at approximately 3:30 p.m., it will begin at Fenwick Island and travel to the Rehoboth Beach Bandstand for a 20-minute ceremony at 7 p.m. Immediately following the ceremony, the torch will depart for a one-mile run to Grove Park.

On Thursday, June 23rddownstate the Torch will start in two locations. At 6:00 a.m., one leg of the Torch Run will depart from Delmar PD. At 6:50 a.m., a second leg will start at the Georgetown circle and the two legs will unite in Harrington and then run to the Dover ceremony, held on the Legislative Mall at 1:30 p.m. Upstate, the Torch will depart from the Lowes in Middletown at 9:15 a.m. and also arrive for the ceremony in Dover. All Law enforcement, Special Olympics Delaware athletes, and legislators are invited to attend.

The event continues on Friday, June 24thwhere the Torch will leave the Newark Shopping Center at 4 p.m. and culminates with a final leg into the University of Delaware Football Stadium for the official opening of the 2022 Summer Games ceremony at 4:30 p.m. where the Flame of Hope will be delivered.

In its history, Delaware Law Enforcement for Special Olympics has raised more than $9.25 million to support Special Olympics Delaware’s year-round program of quality sports training and athletic competition for children and adults with intellectual disabilities and/or cognitive delays. A family of over 5,000 volunteers makes this program possible for the more than 4,200 athletes who compete in Special Olympics Delaware. The organization builds sports skills, confidence, strength, motivation, and self-esteem … not just for the athletes, but for everyone involved.

Delaware State Police Investigating Fatal Motor Vehicle Collision

Delaware State Police are investigating a fatal motor vehicle collision that occurred in the Newark area on Tuesday morning.

On June 14, 2022 at approximately 7:26 a.m., a gray 2002 BMW 525i was traveling northbound on Interstate 95 north of Christiana Road. For unknown reasons, the operator of the BMW lost control and the vehicle began spinning on the highway. The BMW struck an impact attenuator on the center median, went through a crossover opening, and entered the southbound lanes of I-95. At this time, an unloaded black 2021 Kenworth W900 dump truck was traveling southbound on I-95 approaching the area of this crossover. The BMW continued spinning and entered into the path of the dump truck. As a result, the front right corner of the BMW impacted with the front left of the dump truck. Both vehicles continuing traveling southbound for a short distance until they came to rest against the center concrete barrier.

Both operators were properly restrained. The driver of the dump truck, a 49-year-old man from Pennsville, New Jersey, was uninjured. The operator of the BMW, a 28-year-old man of Newark, DE, was pronounced deceased at the scene. Identification of the victim is pending notification to the next-of-kin.

No other injuries were reported. The Delaware Department of Natural Resources and Environmental Control (DNREC) hazmat team responded to the scene due to a fuel spill from a ruptured fuel tank on the dump truck. The three left lanes of southbound I-95 were closed for approximately 3.5 hours while the collision was investigated and cleared.

Delaware State Police Investigating Robbery of Tanning Salon

Delaware State Police are investigating the robbery of a tanning salon located in the Wilmington area.

The incident occurred on Monday, June 13, 2022, at approximately 9:30 a.m., when troopers were dispatched to the B-Tan tanning salon located at 4575 Kirkwood Highway, Wilmington, for a report of a robbery. Upon arrival, it was learned that a male suspect approached a female employee behind the sales counter and told her this is a robbery. The suspect implied he had a weapon and demanded her to move away from the cash register. The suspect then opened the register and removed an undisclosed amount of cash. The suspect fled the store traveling westbound on foot. The victim was not injured during the incident.

There are currently no photos of the suspect available at this time.

The suspect was described as a black male approximately 5’7”-5’9” tall, 150-170 lbs., wearing a hooded sweatshirt, jeans, and a mask.

Troopers Conducting Shooting Investigation Outside of a Motel

The Delaware State Police are investigating a shooting incident that occurred outside of a New Castle County motel Monday night.

On June 13, 2022, at approximately 7:30 p.m., troopers responded to a shooting at the Best Night Inn located at 1200 West Avenue, New Castle, DE. Investigation revealed a dark colored sedan drove through the parking lot and multiple gunshots were fired from the front passenger side of the vehicle. A 14-year-old juvenile male was struck one time in the lower extremities. The sedan then fled southbound on West Avenue. The victim was transported to an area hospital where he was treated for non-life-threatening injuries.

There were no other reported injuries.

There is currently no description of the suspect and no surveillance images are available.

The Delaware State Police Troop 2 Criminal Investigation Unit is currently investigating this incident.
