Troopers Investigating Shots Fired at a Large Party

The Delaware State Police are investigating a shooting that occurred last night in Seaford.

On June 2, 2023, at approximately 11:29 p.m., troopers responded to a home on North Front Street Extension in Seaford for several reports of shots fired. Troopers arrived and learned that there had been a large party at a residence with many people in attendance. Troopers attempted to investigate the circumstances surrounding the shots being fired, but no one at the scene was willing to provide information. The crowd began dispersing, and troopers located several bullet casings in the surrounding area. No injuries were reported, and no suspected or victims have been identified. Surveillance video and images are not yet available.

The Troop 4 Criminal Investigations Unit is still investigating this incident. Investigators are asking for anyone with information regarding this case to contact Detective P. State Police Investigating Shooting Outside of a Bar

The Delaware State Police are investigating a shooting that occurred last night in the Long Neck area of Millsboro.

On June 2, 2023, at approximately 11:06 p.m., troopers responded to the Paradise Grill located at 27344 Bay Road for a report of shots fired. Troopers arrived and learned that several black males had been fighting with a white male inside the bar. The bouncers escorted the black males outside, but they went back inside and tried to fight the other male again. The man then left the establishment with two women, and as they drove out of the parking lot the group of black males began running after their car. Gunshots were fired and heard during this time, but the car continued driving away and did not stop. All subjects involved then fled the area.

Troopers located and collected numerous bullet casings from the surrounding area. No injuries were reported, and no suspects or victims have been identified. Surveillance video and images are not yet available.

State Police Arrest Man for Carjacking

The Delaware State Police have arrested 19-year-old Cinque Oliver of Atlantic City, New Jersey for a carjacking that occurred this morning in Dover. The second suspect has yet to be found or identified.

On June 2, 2023, at approximately 5:21 a.m., troopers responded to the Walmart located at 36 Jerome Drive for a report of a carjacking that had just occurred. Troopers met with a 29-year-old Walmart employee and learned that two unknown black males had approached her while she was at her vehicle in the parking lot. One of the suspects said that he had a gun and told the victim to give him the keys to her car. The victim complied and the suspect took the car and fled from the parking lot. The victim was not injured.

Troopers saw the victim’s car traveling northbound on Dupont Parkway near the Smyrna Rest Area. Troopers began pursuing the car until the driver lost control and crashed south of Summit Bridge Road. The driver fled on foot but was taken into custody a short time later with the assistance of the Smyrna Police Department. No injuries were reported in the crash.

The driver, identified as Cinque Oliver, was taken to Troop 3 and charged with the following crimes:

  • Robbery First Degree (Felony)
  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Wearing a Disguise During the Commission of a Felony (Felony)
  • Numerous traffic offenses

Oliver was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $1,105,000 cash bond. The second suspect has yet to be identified.

Troopers Arrest Wanted Man for Auto Theft

The Delaware State Police have arrested 35-year-old Terry Toomey of Delmar, Delaware for stealing a car in Millsboro yesterday afternoon.

On June 1, 2023, at approximately 4:15 p.m., a trooper responded to the 22000 block of Daisey Road for a report of a car that had been stolen. The trooper learned that a dark green Ford Focus had been stolen from the driveway, along with fishing gear that was inside of the car. At approximately 7:00 p.m., an officer from the Dagsboro Police Department saw the stolen Focus being driven through town. The officer contacted the driver, identified as Terry Toomey, when he stopped at the Bodie’s Dairy Market at 912 Main Street. Toomey was detained without incident, turned over to the custody of the Delaware State Police, and charged with the following offenses:

  • Theft of a Motor Vehicle (Felony)
  • Theft Under $1,500
  • Driving While Suspended or Revoked
  • Driving at an Unreasonable Speed
  • Criminal Trespass Third Degree

Toomey was arraigned by Justice of the Peace Court 3 and released on his own recognizance. Toomey also had numerous active warrants for his arrest, and he was ultimately committed to Sussex Correctional Institution on $22,167 cash bond.

Drug Unit Arrests Three Men Following Search Warrant

The Sussex County Drug Unit arrested three men yesterday evening after executing a search warrant on a residence in Dagsboro.

Four months ago, detectives from the Sussex County Drug Unit began investigating a residence on the 28000 block of East Diamond Drive after receiving information that drugs were being sold from that area. On June 1, 2023, at approximately 5:30 p.m., detectives responded to the property to execute a search warrant. As detectives approached the property, they saw a black Chevrolet Tahoe driving away from the house. Troopers from the Sussex County Governor’s Task Force attempted to stop the Tahoe, but it continued driving away from the area. Troopers stopped the car on Bunting Road and took the driver, identified as 34-year-old Clarence Mobley of Millsboro, Delaware, into custody. Troopers searched Mobley and found approximately 25.13 grams of crack cocaine and approximately 195 baggies containing approximately 1.365 grams of suspected heroin in his possession.

Detectives at the residence located 41-year-old Wilbert Perkins of Dagsboro, Delaware standing in the driveway. Perkins did not comply with troopers’ commands as he tried to walk away and empty his pockets. Perkins was taken into custody and found to be in possession of approximately 10.28 grams of crack cocaine and approximately 117 baggies containing approximately 0.819 grams of suspected heroin.

Detectives located 28-year-old Devontay Jones of Dagsboro, Delaware in the backyard. Jones also did not comply with troopers’ commands as he tried to empty his pockets and leave the scene. Jones was taken into custody and discovered to be in possession of approximately 4.07 grams of crack cocaine and approximately 115 baggies containing approximately 0.805 grams of suspected heroin. Detectives also searched the property and found two shotguns that Jones had access to. Jones is a convicted felon prohibited from possessing firearms.

All three men were taken to Troop 4 and charged with the following crimes:

Clarence Mobley:

  • Possession With Intent to Deliver a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession of a Controlled Substance in a Tier 3 Quantity (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony)
  • Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
  • Resisting Arrest
  • Possession of Drug Paraphernalia – 2 counts

Mobley was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $107,200 cash bond.

Wilbert Perkins:

  • Possession With Intent to Deliver a Controlled Substance in a Tier 2 Quantity (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony)
  • Resisting Arrest
  • Possession of Drug Paraphernalia – 2 counts

Perkins was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $21,400 secured bond.

Devontay Jones:

  • Possession of a Firearm During the Commission of a Felony (Felony)
  • Possession of a Firearm by a Person Prohibited (Felony)
  • Possession With Intent to Deliver a Controlled Substance (Felony) – 2 counts
  • Resisting Arrest
  • Possession of Drug Paraphernalia – 2 counts

Jones was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $81,200 cash bond.

37th Annual Statewide Law Enforcement Torch Run for Special Olympics

The 37th ANNUAL STATEWIDE LAW ENFORCEMENT TORCH RUN FOR SPECIAL OLYMPICS, which involves over 600 law enforcement officers and includes multiple legs spanning the state, will be held between Wednesday, June 7th and Friday, June 9th, 2023.

This year’s Torch Run will be a three-day event. On Wednesday, June 7th, upstate, at 9:00 a.m., it will begin at the New Castle County Police Department and travel to the Wilmington Police Department, where there will be a ceremony at 9:30 a.m. The torch will then travel to Delaware State Police Troop 6. Downstate, at approximately 3:30 p.m., it will begin at Fenwick Island and travel to the Rehoboth Beach bandstand for a 20-minute ceremony starting at 7:00 p.m. Immediately following the ceremony, the torch will depart for a one mile run to Grove Park.

On Thursday, June 8th, downstate, the torch will start in two locations. At 6:00 a.m., one leg of the Torch Run will depart from the Delmar Police Department. At 6:40 a.m., a second leg will start at The Circle in Georgetown, and the two legs will unite in Harrington and then run to the Dover ceremony, held on the Legislative Mall at 1:45 p.m. Upstate, the torch will depart from the Middletown Police Department at 10:30 a.m. and also arrive for the ceremony in Dover. All law enforcement, Special Olympics Delaware athletes, and legislators are invited to attend.

The event continues on Friday, June 9th, with the torch leaving the Newark Shopping Center at 4:00 p.m. The event culminates with the final leg into the University of Delaware Bob Carpenter Center for the official Opening Ceremony of the 2023 Summer Games at 4:15 p.m., where the Flame of Hope will be delivered.

In its history, Delaware Law Enforcement for Special Olympics has raised more than $10 million to support Special Olympics Delaware’s year-round program of quality sports training and athletic competition for children and adults with intellectual disabilities. A family of enthusiastic volunteers makes this program possible for the thousands of athletes who compete in Special Olympics Delaware. The organization builds sports skills, confidence, strength, motivation, and self-esteem not just for the athletes, but for everyone involved.
