New Castle – The Delaware State Police have identified Kevin L. Hubbard, 35, of Delaware City, as the operator of a vehicle who was killed in a crash that occurred at approximately 1:53 p.m., Thursday, September 5, 2019 on Wrangle Hill Rd. (DE Rt. 72) in the area of School House Rd.
