Wilmington, Delaware – The Delaware State Police are currently conducting a death investigation that began on Tuesday morning at approximately 8:58 a.m., on July 23, 2019, after a body was recovered from the Brandywine River in the area of the Church Street Bridge in the City of Wilmington, Delaware.  The victim has been identified as Susan M. Ledyard, 50 of Wilmington, Delaware.

This is an active and ongoing investigation and is in its early stages with further information being released as it becomes available.

Newport, Delaware – The Delaware State Police Collision Reconstruction Unit investigated a crash involving a pedestrian that took place in February.

The incident occurred at approximately 3:37 p.m., Sunday, February 17, 2019, on Newport Pike northeast of Latimer Street. A 2013 Hyundai Elantra, operated by an 81-year-old male of Newark, was traveling eastbound in the right lane of East Newport Pike (DE 4).  The vehicle came to a complete stop at the intersection of Latimer Street and Larch Avenue. When the light turned green, the Hyundai Elantra continued through the intersection traveling eastbound on DE/4. The pedestrian entered the roadway to cross the street from an unknown direction, not in the crosswalk. The pedestrian walked in front of the vehicle and was struck.

The pedestrian, John F. Lynch Jr. 73 of Wilmington, was transported from the scene by EMS to the Christiana Hospital. He later succumbed to his injuries on March 15, 2019.

The operator of the Elantra was properly restrained and did not sustain any injuries. Impairment on his behalf was not a factor in the crash.

DE Rt. 4 eastbound was closed for approximately 1.5 hours while the scene was investigated and cleared.

Laurel–  The Delaware State Police are attempting to locate 24-year-old Lorenzo Williams of Millsboro who currently has active warrants for resisting arrest and related charges.

On June 28, 2019, at approximately 8:08 p.m., Troopers observed a red Chrysler 300 fail to stop at a stop sign at Waller Road and Sussex Highway, Laurel.  A traffic stop was initiated when the driver proceeded to flee, committing further traffic violations.  Through investigative measures, the driver was identified as Williams.

Troopers have been unable to locate Williams who currently has active warrants out of Troop 5 for the following:

• Disregarding a Police Officer Signal
• Resisting Arrest
• Driving While Suspended
• Reckless Driving
• Other Traffic Related Offenses

Rehoboth Beach-  The Delaware State Police are investigating a bank robbery that occurred this morning and are seeking the public’s assistance in identifying the pictured suspect.

The incident occurred on July 23, 2019 at approximately 9:58 a.m., when Troopers were dispatched to the M&T Bank located at 19511 Camelot Drive, for a report of a robbery.  Upon arrival, Troopers made contact with an employee who advised that a female suspect had entered the bank and displayed a note demanding money.  The employee complied with the demand and turned over an undisclosed amount of cash to the suspect who then fled. No weapon was ever displayed or implied and there were no injuries as a result of the incident.

The suspect depicted in the surveillance image, was described as a white female, approximately 5’04” to 5’05” tall and 130 lbs.

Dover, Delaware -The Delaware State Police announces today, the retirement of Lieutenant Colonel Monroe B. Hudson Jr. who has proudly served the citizens of Delaware with distinction and faithful service for 31 years.

I have witnessed firsthand the hard work and personal sacrifices made daily by the men and women of the Delaware State Police. I have also had the benefit of working side by side with many incredibly talented, hardworking and loyal co-workers, both sworn and civilian, who have supported me throughout my career as mentors, coaches, and friends. I wish Colonel McQueen, members of the Executive Staff and the men and women of the State Police continued success and safety as they work to carry out the core mission of keeping our Delaware communities safe.”   Lieutenant Colonel Monroe B. Lieutenant Colonel Hudson was hired on September 16, 1988, into the 57th Delaware State Police Recruit Class. He began his career assigned to Troop 7 on January 2, 1989, during his Field Training Officer Program and then was later assigned to uniformed patrol at Troop 7 in Lewes. In January 1992 he distinguished himself and became a detective assigned to the Special Investigations Unit. He quickly excelled through the ranks of Corporal and was promoted to Sergeant in a few short years landing an assignment with the Delaware State Police Governor’s Task Force in January 1999.

Four years later he was promoted to Lieutenant and assigned to the Human Resources Section as the Assistant Director. In 2006, he was temporarily assigned to the Sex Offender Tracking Task Force as the Officer in Charge for a short time before his re-assignment to the Assistant Director of Human Resources. Five months later he was promoted to Captain and assigned to the Human Resources Section as the Director.

After two years as the Director of the Human Resources Section, Monroe Hudson was promoted to the rank of Major where he joined the Executive Staff as the Administrative Officer. He continued to excel and was promoted to Lieutenant Colonel on April 5, 2014.

Lieutenant Colonel Monroe B. Hudson Jr., who proudly served Delaware and its citizens, will retire, August 16, 2019, after more than three decades of dedicated service.

“I would like to offer my sincere thanks and appreciation to Lieutenant Colonel Hudson for his dedicated service and commitment to the State of Delaware and the Delaware State Police. Throughout his career, he has been an exemplary role model at every level and we are grateful for his leadership and guidance.  He has truly been vital to the leadership and progress of the Delaware State Police. Lincoln-  The Delaware State Police are releasing the name of the individual that was involved in the death investigation on July 10, 2019.

The incident occurred on July 10, 2019 at approximately 8:26 p.m., when Troopers were dispatched to a residence in the 15000 block of Winner Circle, Lincoln, for a death investigation.  Upon arrival, Troopers located a 34-year-old male suffering from a gunshot wound.  The victim, identified as Brian D. Chirdon was transported to the Sussex Bayhealth Hospital in Milford, and later transferred to the Christiana Hospital where he succumbed to his injury.

This case continues to remain under investigation by the Delaware State Police Homicide Unit.

Smyrna- The Delaware State Police Collision Reconstruction Unit is investigating a crash that has turned fatal.

The incident occurred on July 20, 2019 at approximately 3:19 a.m., when a 2015 Freightliner Tractor was stopped in the left turn lane of southbound US RT 13 waiting to make a left turn into the Smyrna Rest Area. A 2012 Buick Verano was traveling southbound on US RT 13 approaching the tractor trailer’s location.  For unknown reasons the front of the Verano struck the rear of the tractor trailer, causing it’s front end to be lodged underneath the tractor trailer.

The operator of the tractor trailer, a 23-year-old male from Levittown, PA was properly restrained.  He was transported to the Bayhealth Kent General Hospital with non-life threatening injuries.

The operator of the Verano, a 40-year-old female from Newark, DE was properly restrained.  She was transported to the Christiana Hospital with serious injuries.  On July 21, 2019 she succumbed to her injuries.  Her name is being withheld at this time pending the notification of next of kin.

US RT 13 southbound was closed for approximately 2 hours while the crash was investigated and cleared.

The crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.
